Simultaneously, these processes ignore and exclude the interests and concerns of Russia and Turkey, respectively in the name of European security. Are both of these processes condemned to fail because of what was left out, rather than put in, to the organizational mix of both alliances? Is the leadership of NATO, for example, making the single largest, and costliest, blunder in the history of the organization? And is this being done, as well as that by the European Union, in part because of narrowly-held theoretical perspectives that define security in the most minimalist terms? Too often these processes of enlargement are discussed both out of context and in seclusion from one another, as if neither affects the other in any way, shape or form. This work brings together both processes of enlargement in order to examine whether or not similar mistakes are being made by both organizations, with grave practical consequences. Drawing on critical approaches to security the book investigates the interrelationship between the internal-external nexus and the politics of (in)security and regime-building in Putin’s Russia. In so doing, it evaluates the way that this evolving relationship between state identities and security discourses framed the construction of individual security policies, and how, in turn, individual issues can impact on the meta-discourses of state and security agendas. To this end, the (de)securitisation discourses and practices towards the issue of Chechnya are examined as a case study. In so doing, this study has wider implications for how we read Russia as a security actor through an approach that emphasises the importance of taking into account its security culture, the interconnection between internal/external security priorities and the dramatic changes that have taken place in Russia’s conceptions of itself, national and security priorities and conceptualisation of key security issues, in this case Chechnya. These aspects of Russia’s security agenda remain somewhat of a neglected area of research, but, as argued in this book, offer structuring and framing implications for how we understand Russia’s position towards security issues, and perhaps those of rising powers more broadly. Book excerpt: The European Union, similar to other international actors engaged in peacebuilding efforts, has incorporated programmes on police restructuring and the deployment of police missions within its common foreign and security policy. These developments largely resulted from the EU's experience in the Yugoslav crises. It is in this region that the Union first tested its civilian crisis management capabilities and launched its first police operations. Is there a European way of doing policing? This paper examines the concept of 'European policing' theoretically from a critical theory perspective and empirically through the case of Macedonia. In doing so, it examines what and whose security is tackled in EU police programmes and operations and how this is done in practice. The paper draws examples from EU efforts in police reform in Macedonia. It argues that the EU lacks a global vision on crisis management and therefore on police reform. This absence of overall direction at a strategic level obstructs EU coherence and effectiveness at an operational level when implementing police reform in post-conflict societies.
