Book excerpt: This comparative case study examines the Central Light Rail Line (CLRL) in Baltimore, Maryland and the Eastside Metropolitan Area Express (MAX) in Portland, Oregon. The purpose of this research was to investigate how two different light rail systems developed, what policies, programs, and organizations helped shape them, and to draw conclusions as to what enabled one light rail transit line to perform better than another. For each of the systems, the alignment and historical development were chronicled to establish the context in which each was constructed and operates. Policies, programs, and organizations that have affected the light rail systems in Portland and Baltimore were examined as well. Comparisons were made on the ridership of the lines, their effect on the value of land adjacent to the stations, and the type of policies and programs which have facilitated transit oriented development. The results of this investigation have shown that Portland's Eastside MAX performs much better when compared to Baltimore due to Portland's regional growth plan, the existence of a regional governing entity, and integrated transportation and land use policies.

Book excerpt: This study uses a multivariate hedonic regression model to estimate the economic development impacts of the Baltimore Central Light Rail. Given that the state of Maryland and the City of Baltimore are planning to construct a new light rail line in the coming years (known as the Baltimore Red Line), it is be important to confirm the predicted benefits of light rail on a pre-existing system. This analysis uses data from the 2005-2009 5-Year American Community Survey to test the impact of light rail station proximity on census tract level property values. Past studies have shown that proximity to a light rail station may have either positive or negative effects on property values. This is due to either, respectively, what is known as the "accessibility effect", or the increased ease of moving around the city due to increased access to public transportation, or the "nuisance effect", or the annoyance of living so close to the light rail station, due increased noise and the potential for increased crime in a given area. Presumably, these effects will be capitalized into the demand for local property values. The hedonic regression models showed a significant effect of light rail station proximity on property values only when locational variables were taken into account. When a more comprehensive model was incorporated or other variables were added to the locational model, the significant effect of station proximity disappeared. From this analysis, it can be inferred that the city of Baltimore must be quite careful in calculating full costs and benefits of the coming Red Line, and should promote the line as only one piece of a broader economic development program for the city, not as the central component.

Available in PDF, EPUB and Kindle. Book excerpt: This study quantitatively examines the impact of the new Light Rail Transit (LRT) service on employment growth in retail, knowledge, and service sectors before and after opening the LRT. At the corridor level, this study conducts a case study of Greenline in Southeast Portland, Oregon. The results of the corridor level study suggest that the new LRT service increased employment along the Greenline corridor among all the three sectors of interest- retail, knowledge, service in the long-term (ten years) while having slightly different results for the short-term (five years), likely due to the slow growth of LRT benefits. This study also looks at the employment growth in transit-oriented development (TOD)s -- Clackamas Town Center and Lents Town Center in Southeast Portland along the LRT. Clackamas Town Center transit station results suggest that new LRT service has contributed to employment growth in the short-term more than long-term. In contrast, Lent's Town Center station analysis shows that there has been no impact or negative impact of LRT on employment change around the transit station. The individual TOD analysis helps us understand how different neighborhood characteristics like pedestrian environment, land-use patterns, location of the stations along the route contribute to employment growth in the region. Hence, providing insightful suggestions for the policymakers for making investments in LRTs.

Book Synopsis Short-term and Long-term Effects of New Light Rail Transit Service on Transit Ridership and Traffic Congestion at Two Geographical Levels by :

This book was released on 2021 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: This dissertation quantitatively examines the effect of new Light Rail Transit (LRT) services on transit ridership and traffic congestion over time at two different geographical levels: at the corridor level, this study conducts case studies of two LRT lines in the Portland, Oregon region; at the regional level, this study uses a synthetic control method to construct a "synthetic" control Urbanized Area (UA) that closely approximates the counterfactual transit ridership and traffic congestion scenario in the absence of light rail project in three UAs across America. The results of the corridor-level study suggest that both LRT lines increased transit ridership in the short- and long-term and relieved traffic congestion in the short-term, while having no statistically significant effect on traffic congestion in the long-term, likely due to induced traffic demand. Results of the regional-level study suggest that, while new LRT services contributed to transit ridership in most UAs, they did relieve traffic congestion in a limited number of UAs, and that the effect changed over time and varied across UAs. The comprehensively temporal and geographical analysis will provide a better understanding of the impacts of new LRT services on transit ridership and traffic congestion, and hence provides policy makers insightful suggestions for building LRT projects to be more sustainable and to more effectively attract riders from former auto drivers.

Book excerpt: This thesis examines household demographics near Metro and Light Rail stations in Baltimore City. This thesis used Census data from 1990 and 2000 and MTA 2008 Ridership Survey data in order to see if household incomes were higher in areas that were served by Metro and Light Rail while lower income households were located in areas that were only served by local bus. The hypothesis was that areas that are served by light rail and metro systems were attracting higher-income households and causing gentrification. The research found that no distinctive pattern exists in Baltimore City that suggests that housing was stratified based on its location relative to Metro or Light Rail.-- Abstract.
