A vast body of literature exists that deals with aircrew coordination, a subset of which addresses combat mission training. While it is commonly assumed that effective aircrew coordination leads to improved mission performance, surprisingly few studies have demonstrated an empirical link between them using tactically realistic combat scenarios. We present a conceptual model of team performance measurement in which aircrew coordination, team performance, mission performance and their interrelationships are operationally defined. The model builds on the seminal study conducted by the Air Force in 1989 and provides a useful framework for interpreting crew resource management research from other laboratories. Validation of the model has begun with Air Force Special Operations Command (AFSOC) MC-130P aircrews and preliminary data are provided that support key elements of the model.

Book excerpt: This report presents a conceptual model that will guide on-site research on team training effectiveness research at the 58th Special Operations Wing, Kirtland AFB, New Mexico. An objective is to identify the characteristics of effective, mission-ready aircrews to improve training procedures and technologies. Initial focus is on MC-130P aircrew performance during Annual Refresher Training, but the principles underlying effective combat teams should apply to other weapon systems. The report begins by tracing the evolution of team training from its roots in cockpit resource management(CRM) to its subsequent incorporation into combat mission training(CMT) by all three military services. A measurement model is then presented that links cordination process to team performance and mission outcome. The model assumes that team coordination: is necessary for mission success, is a multidimensional property of the team; and emerges over time in response programmed training events. Then the report discusses the methodological requirements for conducting CMT-based team performance research, including hypotheses to be tested, the basic experimental design, data collection instruments, key issues, and a multistep strategy for data analysis. We conclude by discussing anticipated research and development impacts, including portable mission readiness assessment tools, improved mission scenarios and candidate training improvement interventions.

This book seeks to provide an answer to this and other questions about variability in combat performance. Some soldiers flee quickly from the battlefield, while others endure all hardships until the bitter end. Some combat units can perform numerous types of missions, while others cannot keep themselves organized during peacetime. Some militaries armed with obsolete weapons have out fought enemies with the latest weapons, just as some massively outnumbered armies have beaten back much larger opponents. In this first social scientific study of the effectiveness of combat troops, Newsome evaluates competing explanations for the varying combat capabilities and performances. There are four main explanations, each emphasizing the influence of a single factor. The first focuses on material endowments. How well funded are the troops? Do they have the latest protective gear and the most advanced weaponry? Second, some analysts claim that democracies produce better commanders, superior strategies, more motivated personnel, or better-managed personnel; others, however, associated those characteristics with more authoritarian forms of government. Third is the idea that giving more power to the troops on the ground in individual combat units empowers them with decision-making capability and adaptability to fast-changing situations and circumstances. Newsome presents evidence that decentralized personnel management does correlate with superior combat performance. Fourth, soldier capabilities and performance often are assumed to reflect intrinsic attributes, such as prior civilian values. Newsome argues that the capabilities of combat soldiers are acquired through military training and other forms of conditioning, but he does not entirely discount the role of a soldier's individual character. In the age-old nature vs. nurture argument, he finds that intrinsic qualities do count, but that extrinsic factors, such as training and environment, matter even more.
