Book excerpt: Though environmental managers are increasingly turning to dam removal and alteration to mitigate the economic and environmental costs associated with their maintenance and operation, little is known about the potential environmental impacts of these management decisions as data is often not collected prior to and following implementation of changes. A biological assessment of a reach downstream of a prospective micro-hydroelectric project site was conducted in order to generate baseline data for the development of an adaptive management plan to assess the effects of small-scale hydro power projects on stream conditions. Biotic integrity of the reach downstream of the Annandale Dam (Annandale-On-Hudson, NY) and three other distinct riparian habitats along the Saw Kill were evaluated using six family-level metric indices, non-multidimensional scaling (NMDS) and indicator family analysis. Results indicated that the riparian habitats of the Saw Kill are characterized by little to no biological degradation. Multimetric index scores of the Annandale Dam were comparable to those of other good quality riparian habitats along the Saw Kill, suggesting that the presence of the dam does not substantially impair the water quality of downstream areas. Future biological assessments should focus on accounting for the effect of seasonal variation on macroinvertebrate community composition.

Compared to traditional methods, 'rapid' biological assessment methods provide a quicker turn-around of results, reduced costs and more easily interpreted results. The assumption underpinning many biological assessment methods is that the resulting macroinvertebrate sample is representative of the site at the scale to be assessed while still fulfilling the 'rapid' criteria of the bioassessment process. Complete enumeration of the invertebrates in the large samples that are usually collected is time consuming and costly, and would negate one of the 'rapid' components of bioassessment. Therefore, sub-sampling is often done by fixed time/count live-picking in the field or with preserved material using sample splitters in the laboratory. These methods are commonly used in conjunction with AUSRIVAS predictive models as part of Australia's National River Health Program. The macroinvertebrate sub-sample is expected to be adequate for assessing a site adequately in comparison to reference sites. This study examined the effects of sampling area, replication and sub-sampling methods on biological assessment results.

Book excerpt: For more than 100 years, the Coeur d' Alene River Basin has been known as "The Silver Valley" for being one of the most productive silver, lead, and zinc mining areas in the United States. Over time, high levels of metals (including lead, arsenic, cadmium, and zinc) were discovered in the local environment and elevated blood lead levels were found in children in communities near the metal-refining and smelter complex. In 1983, the U.S. Environmental Protection Agency (EPA) listed a 21-square mile mining area in northern Idaho as a Superfund site. EPA extended those boundaries in 1998 to include areas throughout the 1500-square mile area Coeur d'Alene River Basin project area. Under Superfund, EPA has developed a plan to clean up the contaminated area that will cost an estimated $359 million over 3 decades-and this effort is only the first step in the cleanup process. Superfund and Mining Megasites: Lessons from Coeur d'Alene River Basin evaluates the issues and concerns that have been raised regarding EPA's decisions about cleaning up the area. The scientific and technical practices used by EPA to make decisions about human health risks at the Coeur d'Alene River Basin Superfund site are generally sound; however, there are substantial concerns regarding environmental protection decisions, particularly dealing with the effectiveness of long-term plans.
