Chronicling Cerro de San Pedro's operations from the time of the Spanish conquest to the present, Daviken Studnicki-Gizbert transcends standard narratives of boom and bust to envision a multicentury series of mining cycles, first operated under Spanish rule, then by North American industry, and today in the post-NAFTA world of transnational capitalism. The depletion of a mine did not mark the end of its life, it turns out. Evolving technology accelerated the flow of matter and energy moving through the extractive systems of exhausted mines and revived profitability over and over again in Mexico's mining districts. Studnicki-Gizbert demonstrates how this serial reanimation of a non-renewable resource was catalyzed by capital and supported by state policy and ideology and how each new cycle imposed ever more harmful consequences on both laborers and natural ecologies. At the same time, however, miners and their communities pursued a contending vision—a moral ecology—that defended the healthy reproduction of life and land. In the "extreme poverty zones" of Lima, though, most residents still consider themselves poor. This book argues that poverty is not an objective condition, but a context-specific "assemblage" and subjective experience that is critically connected to particular life stages and family forms. Despite Peru's efforts to deploy the accepted "best practices" for fighting poverty, the formalization of things like business licenses, property deeds, and household census categories actually perpetuate urban sprawl, deepen discrimination against single mothers, and undermine Peruvians' faith in public officials as well as one another. The introduction stakes out the geographical and theoretical territory of the book. Subsequent chapters are more ethnographic, getting into why residents of the shantytown where the author's research takes place believe poverty is everywhere--but also believe looks can be deceiving. She explores questions like, Is that woman really a single mother or is she living with another man who provides, making her less-deserving of aid even as she endures the stigma of being a single mother? There's a chapter about Mother's Clubs, and how they seek official recognition as social aid groups, despite the irony that the laborious bureaucracy of official recognition takes club members away from their families. A similar bureaucracy tries to identify poor children through their parents, further marginalizing single mothers. These mothers are usually seen as the most deserving of assistance, even as they are castigated for leaving their kids at home all day in order to work. A late chapter shows how shantytowns play a role in the poverty equation. Although these communities do not necessarily have official recognition, they can still provide a kind of safety net. As the author writes, "Plans change, relationships fall apart, and shantytown homes play an important role in Peruvians' efforts to pull things back together." A conclusion reflects on the long-term possibilities raised by the book's findings, which leads to an epilogue that reports on the people and programs featured in the book since the conclusion of the author's fieldwork"--

Book excerpt: This book reveals how migrants shape the politics of their countries of origin, drawing on research from Mexico, Colombia, and Ecuador and their diasporas, the three largest in Latin America. Luis Jiménez discusses the political changes that result when migrants return to their native countries in person and also when they send back new ideas and funds—social and economic “remittances”—through transnational networks. Using a combination of rich quantitative analysis and eye-opening interviews, Jiménez finds that migrants have influenced areas such as political participation, number of parties, electoral competitiveness, and presidential election results. Interviews with authorities in Mexico reveal that migrants have inspired a demand for increased government accountability. Surveys from Colombia show that neighborhoods that have seen high degrees of migration are more likely to participate in local politics and also vote for a wider range of parties at the national level. In Ecuador, he observes that migration is linked to more competitive local elections as well as less support for representatives whose policies censor the media. Jiménez also draws attention to government services that would not exist without the influence of migrants. Looking at the demographics of these migrating populations along with the size and density of their social networks, Jiménez identifies the circumstances in which other diasporas—such as those of south Asian and African countries—have the most potential to impact the politics of their homelands.

By documenting how villagers have reconstructed their identity through the use of archaeology and political demarcation of territory, author Daniel Bauer shows that ethnicity is part of a complex social matrix that involves politics, economics, and history. Residents in the coastal community of Salango pushed for formal recognition of Indigenous identity while highlighting their pre-Hispanic roots in order to make claims about cultural continuity and ancestrality. Bauer considers the extent to which the politics of identity is embedded in the process of community-based development, paying close attention to how local conceptions of identity and residents’ ideas about their own identity and the identities of others fit within the broader context of Ecuadorian and Latin American notions of mestizaje. He emphasizes ethnogenesis and the fluid nature of identity as residents reference prehistory and the archaeological record as anchor points for claims to an Indigenous ethnic identity.
