Book Synopsis FY2018–FY2020 Medium-Term Budget by : International Monetary Fund. Office of Budget and Planning
Download or read book FY2018–FY2020 Medium-Term Budget written by International Monetary Fund. Office of Budget and Planning and published by International Monetary Fund. This book was released on 2017-12-05 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Fund has been operating under a flat real resource envelope for the past six years. With continued efforts to maximize the use of available resources, spending in FY 17 is projected to reach 99 percent of the net administrative budget, and a low vacancy rate has helped stabilize overtime at 11 percent. Internal savings and reallocations have allowed the Fund to dedicate more resources to country work, including capacity development, without requiring an increase in the approved budget—apart from $6 million provided in FY 17 to cover rising security costs. An unchanged real net administrative budget in FY 18, despite deeper Fund engagement in a number of areas, as well as increased costs for corporate modernization. Accordingly, the budget proposal incorporates significant savings from reallocations and efficiency gains to fund new demands, as well as a further increase in the upfront allocation of carry-forward funds by about $10 million. The broad themes of the proposal are: (i) more intensive country work with a shift from surveillance to programs, but net savings in field offices; (ii) significant policy and analytical work on the financial sector and the role of the Fund (global safety net, facilities, and quotas), albeit less than in FY 17, with more work on structural issues and new challenges; (iii) funding for transforming IT and HR services, offset by central savings; and (iv) enhanced risk mitigation and knowledge management (KM), with the establishment of a KM unit to support cross-country analysis and knowledge transfer. At this stage, a flat resource envelope is assumed also for the medium term, contingent on continued reprioritization and a broadly unchanged global economic environment. Upward pressure on resources will arise from growing capacity development activities and certain revenue losses. Savings are expected from the TransformIT initiative and internal efficiency gains. But for the budget to remain flat, the Fund will need to continuously reprioritize and adjust its activities to make room for new demands. Even then, a more challenging global environment, with a further ramping up of Fund lending, or significant demands for deeper engagement in other areas, would put significant strains on resources over the medium term. The proposed capital budget envelope for FY 18–20 remains broadly unchanged from current levels. Some frontloading, however, is planned for the first two years, due to the cyclical nature of these investments and to accommodate strategic IT projects.

Book Synopsis Securing and Sustaining the Olympic City by : Pete Fussey
Download or read book Securing and Sustaining the Olympic City written by Pete Fussey and published by Routledge. This book was released on 2016-04-01 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Often seen as the host nation's largest ever logistical undertaking, accommodating the Olympics and its attendant security infrastructure brings seismic changes to both the physical and social geography of its destination. Since 1976, the defence of the spectacle has become the central feature of its planning, one that has assumed even greater prominence following the bombing of the 1996 Atlanta Games and, most importantly, 9/11. Indeed, the quintupled cost of securing the first post-9/11 summer Games in Athens demonstrates the considerable scale and complexity currently implicated in these operations. Such costs are not only fiscal. The Games stimulate a tidal wave of redevelopment ushering in new gentrified urban settings and an associated investment that may or may not soak through to the incumbent community. Given the unusual step of developing London's Olympic Park in the heart of an existing urban milieu and the stated commitments to 'community development' and 'legacy', these constitute particularly acute issues for the 2012 Games. In addition to sealing the Olympic Park from perceived threats, 2012 security operations have also harnessed the administrative criminological staples of community safety and crime reduction to generate an ordered space in the surrounding areas. Of central importance here are the issues of citizenship, engagement and access in urban spaces redeveloped upon the themes of security and commerce. Through analyzing the social and community impact of the 2012 Games and its security operation on East London, this book concludes by considering the key debates as to whether utopian visions of legacy can be sustained given the demands of providing a global securitized event of the magnitude of the modern Olympics.

Book Synopsis A Handbook on Legal Languages and the Quest for Linguistic Equality in South Africa and Beyond by : Zakeera Docrat
Download or read book A Handbook on Legal Languages and the Quest for Linguistic Equality in South Africa and Beyond written by Zakeera Docrat and published by African Sun Media. This book was released on 2021-06-02 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Handbook on Legal Languages and the Quest for Linguistic Equality in South Africa and Beyond is an interdisciplinary publication located in the discipline of forensic linguistics/ language and law. This handbook includes varying comparative African and global case studies on the use of language(s) in courtroom discourse and higher education institutions: Kenya; Morocco; Nigeria; Australia; Belgium Canada and India. These African and global case studies form the backdrop for the critique of the monolingual English language of record policy for South African courts, the core of this handbook, discussed in relation to case law and the beleaguered legal interpretation profession. This handbook argues that linguistic transformation and decolonisation of South Africa’s legal and higher education systems needs to be undertaken where legal practitioners are linguistically equipped to litigate in a bilingual/ multilingual courtroom that enables access to justice for the majority of African language speaking litigants, enforcing their constitutional language rights.
