In particular, there is strong evidence that the 2012 labor market reforms increased wage flexibility, which helped the Spanish economy to regain competitiveness and create jobs. But the impact of these labor reforms on income inequality and social inclusion has not been analyzed much. This paper aims to shed light on this issue by employing an econometric decomposition procedure combined with the synthetic control method. The results indicate that the 2012 labor reforms have helped improve employment and income equality outcomes with no substantial impact on the overall risk of poverty. Nevertheless, the reforms appear to have induced a deterioration of average hours worked, in-work poverty, and possibly also of involuntary part-time employment.

Job-to-job mobility is important in the process of allocation of resources towards more productive sectors and companies. Prior to the reform in 2012, Spanish employees hired under open-ended contracts enjoyed a particularly generous severance payment regime by international standards. This is likely to have contributed to the observed comparatively low job-to-job mobility. The 2012 labour market reform, amongst other things, introduced a cap on the severance payment of employees hired with open-ended contracts, mainly with the aim of encouraging new hires. A possible positive side effect of the reform may be to decrease employees' disincentives to job mobility. In the current macroeconomic context, job-to-job transitions are far too infrequent events to estimate directly the impact of the reform on job mobility. Instead, we analyse the impact of the reform on the search rate of employees hired on open-ended contracts - the so called "on-the-job search rate". The hypothesis of an increase in search behaviour after the reform is tested empirically. The results support the hypothesis of a significant increase in job search behaviour post-reform, which may translate into higher levels of job mobility once employment creation moves more sustainably into positive territory and more vacancies materialise.

Book excerpt: The Spanish labor market is not working: the unemployment rate is structurally very high; wages are not very responsive to labor market conditions, causing a high cyclicality of unemployment; and the labor market is highly dual. Compared with the EU15, Spanish labor market institutions and policies stand out by the structure of its collective bargaining, which occurs mostly at an intermediate level, and by very high severance payments for permanent workers. Based on a quantitative analysis, the paper shows that moving away from the intermediate level of bargaining would go a long way toward bringing the unemployment rate closer to the EU15 average. The key reform needed to reduce the share of temporary workers is reducing employment protection of permanent workers. Substantially reforming the collective bargaining system and reducing the protection of permanent workers are likely to be highly complementary to secure a substantial reduction in the unemployment rate. The recent 2010 labor market reform attempts to address these issues, although its effects are still to materialize.

Book excerpt: After steady employment growth since the 1990s, Spain has experienced the sharpest increase in unemployment among OECD countries during the crisis, amplified by structural problems of the labour market. Very high de facto severance payment of permanent contracts has resulted in a rigid dual market with adverse effects on unemployment and productivity. The collective wage bargaining system has hindered firms from adapting to macroeconomic shocks exacerbating their negative effects on the labour market. The recent labour market reform legislation is a positive step to reduce excessive protection of workers in permanent contracts, although some uncertainty remains on how courts will interpret it. It also makes it easier for firms to opt out from higher level collective agreements. The large drop-out rate from lower secondary education is an important factor explaining very high unemployment among young workers. Better access of young people to training is an effective tool to keep them out of a depressed labour market. Finally, the matching of people to jobs, notably through the public employment services, needs to be made more efficient, all the more so under currently tight fiscal constraints. Although the recent reform allows private for-profit firms to provide placement services, more needs to be done. Performance of regional public employment services should be benchmarked and incentives of unemployment benefit recipients to search for a job increased. [Resumen de autor]

The book ascribes a central role to the existence of underlying microeconomic frictions and to redistributive pressures between rich and poor, and shows how these ingredients may give rise to labour market rents, which in turn explain why a coherent set of rigidities arise as the outcome of the political process. It is also shown that, at the same time, such rents create resistance to reform, and contribute to locking society into a high-unemployment, rigid equilibrium. Book excerpt: The approval of new labor reform in Spain has reignited a debate in which different professional voices discuss the impact of labor costs on variables such as the business confidence index (BCI), GDP, or employment. This research aims to assess how an increase in labor costs affects GDP and unemployment in different periods and to what degree business confidence can modify this impact. To this end, a VECM with data from 2013-2021 allows mutual causality between the variables and measures short- and long-term effects. The results show the elasticity' in different periods confirming the impact on BCI of a shock in labor cost increasingly negative and producing high negative effects on employment and GDP growth, especially on employment six months after the shock. These findings can be helpful in the formulation of policies and strategies that contribute to business confidence and influence different aspects related to production and employment decisions.
