Among the different labor market flexibility indicators analyzed, hiring and firing regulations and hiring costs are found to have the strongest effect.

This book was released on 2012-03-01 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using a sample of 97 countries spanning the period 1980?2008, we estimate that financial crises have a large negative impact on unemployment in the short term, but that this effect rapidly disappears in the medium term in countries with flexible labor market institutions, whereas the impact of financial crises is less pronounced but more persistent in countries with more rigid labor market institutions. These effects are even larger for youth unemployment in the short term and long-term unemployment in the medium term. Conversely, large upfront, or gradual but significant, comprehensive labor market policies have a positive impact on unemployment, albeit only in the medium term.

Book excerpt: "Once again, the quick capacity to overcome economic difficulties in 1995 was insufficient to mark improvements on the labor field." -ILO-Latin America, Editorial, "Labor Outlook 1996" For the first time, this volume compares labor market flexibility across countries in Latin America and the United States. The study uses two performance variables, a price variable measured by real wages and a quantity variable measured alternatively by either employment or unemployment. This paper looks into the structural relationship between output and these variables across 13 countries in Latin America and the United States for the last 20-30 years as a way of measuring the ability of the labor market to absorb output shocks.
Book Synopsis The Consequences of Labour Market Flexibilty by : Rafael Di Tella
Download or read book The Consequences of Labour Market Flexibilty written by Rafael Di Tella and published by . This book was released on 1998 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: We introduce a new data set on hiring and firing restrictions for 21 OECD countries for the period 1984-90. The data are based on surveys of business people in the countries covered, so the indices we use are subjective in nature. Controlling for country and time fixed effects, and using dynamic panel data techniques, we find evidence that increasing the flexibility of the labor market increases both the employment rate and the rate of participation in the labor force. The estimated effects are larger in the female labor market. There is also some evidence that more flexibility leads to more hours worked, lower unemployment rates, lower long-term unemployment and a lower rate of unfilled vacancies in the economy. The analysis of inflows presents some inconsistencies, although there is evidence that the correlation between inflows and the business cycle is stronger in more flexible labor markets (again this is stronger for females). We also find some evidence consistent with the hypothesis that inflexible labor markets produce 'jobless recoveries' and introduce more unemployment persistence.
