Book excerpt: Rethinking the purpose and the aim of higher education has led to new and alternative ways to assure the quality of different higher education systems. In the case studies of six OECD countries, Andrea Bernhard exemplifies the ongoing trends and changes of quality assurance systems along peer-reviewed country reports and interviews with national and international experts. The comparative analysis is based on international, descriptive, discursive, and analytical aspects concentrating on the theoretical concepts of massification, diversification, privatisation, and internationalisation. The author highlights the leading trend towards quality assurance within an international higher education area and provides recommendations to establish a functioning quality assurance system within the observed higher education systems and beyond their borders. This book is valuable reading for academics, practitioners, and policy makers in the field of higher education.

Book excerpt: A human right to higher education was included in the International Covenant on Economic Social and Cultural Rights (ICESCR), which came into force in 1976. Yet the world has changed significantly since the ICESCR was drafted. State legislation and policies have generally followed a neoliberal trajectory, shifting the perception of higher education from being a public good to being a commodity able to be bought and sold. This model has been criticized, particularly because it generally reinforces social inequality. At the same time, attaining higher education has become more important than ever before. Higher education is a prerequisite for many jobs and those who have attained higher education enjoy improved life circumstances. This book seeks to determine: Is there still a place for the human right to higher education in the current international context? In seeking to answer this question, this book compares and contrasts two general theoretical models that are used to frame higher education policy: the market-based approach and the human rights-based approach. In the process, it contributes to an understanding of the likely effectiveness of market-based versus human rights-based approaches to higher education provision in terms of teaching and learning. This understanding should enable the development of more improved, sophisticated, and ultimately successful higher education policies. This book contends that a human rights-based approach to higher education policy is more likely to enable the achievement of higher education purposes than a market-based approach. In reaching this conclusion, the book identifies and addresses some strategic considerations of relevance for advocates of a human rights-based approach in this context.

Book excerpt: "While the federal government seeks to promote educational attainment and equity through its extensive investment in student financial aid, states have primary responsibility for policies that affect the educational attainment of their populations. Despite the centrality of state policy, however, we know relatively little about the relationship between state policy and these outcomes. This book addresses this knowledge gap. Drawing on data collected from descriptive case studies of the relationship between public policy and higher education performance in five states (Georgia, Illinois, Maryland, Texas, and Washington), this book offers a more complete conceptual framework for understanding how state public policy can promote educational attainment. The resulting framework has five central tenets that help us understanding how to improve overall educational attainment and increase equity in that attainment. At its core, the model assumes that higher education performance is determined by effective state policy leadership for higher education. The book also illustrates the need for state policies that reduce the cumulative negative implications of policies that perpetuate differences in educational outcomes across groups and that proactively address the barriers that limit educational attainment for underachieving groups. This book has important implications for public policymakers, college and university leaders, educational researchers and others who are interested in understanding how public policy canimprove educational attainment and equity in attainment across groups"--

The book will bring together scholars with multiple perspectives on the topic to create dialogue around similarities and differences. This book will appeal to students, scholars, and higher educational administrators in both countries and other countries as well who are seeking to understand the strategic change in higher education in both China and the US.

Available in PDF, EPUB and Kindle. Book excerpt: This new book presents both research (qualitative, quantitative, and mixed-design) and conceptual chapters about the ethical factors to be considered in teaching, administration, and professional practice in higher education settings. The book includes recent research-based ideas in the field of higher education. Topics include cultural competencies for higher education faculty, professionals, and administrators, such as use of language in communicating concepts to students for whom English is not a first language, avoiding imposition of bias, encouraging exposition of perspective, and ethical practices for professionals working with the diverse environments and populations in higher education settings. This work is particularly important since becoming informed on the latest approaches and ideologies is an essential component of both professional preparation and continuing professional development of faculty, professionals, and administrators in higher education. Currently, education practitioners struggle with finding time for professional development and ways to inform themselves of the latest research. This volume will help education practitioners keep abreast of the most important recent research. As college student populations and environments continually change, so must the practices of the professionals who work with them. This volume highlights some of the most recent practices and perspectives in ethics and cultural competence for all college and university personnel. This volume is unique and valuable because other books have addressed culturally competent ethical practices for discrete professions within higher education, no single work has a collection of writings about ethical and culturally competent practices for a variety of the professions in higher education.

Book excerpt: Transnational higher education (TNHE), where students study on a ‘foreign’ degree programme whilst remaining in their home country, has seen exponential development over the last decade. In addition to the increase in students engaged in TNHE across the globe, the involvement of university teachers in TNHE has also risen in response to the demand for this form of international education. Although research into transnational education has doubled since 2006, there is a paucity of research focusing on transnational teacher education, especially outside of North America. The global nature and scope of the expansion of TNHE remains underexplored, and the ways in which different countries are realising TNHE provision is little understood. This book explores the experiences and perceptions of teachers in transnational higher education, interrogating the ways in which university teachers negotiate cultural, linguistic, and disciplinary contexts in order to provide transformative learning experiences for their students. This book was originally published as a special issue of the Journal of Education for Teaching.
