This context is created by macroeconomic constraints, the unfinished process of transition and the requirements of membership. The task of this new CEPS paperback book is to identify these constraints and point to policy options for decision-makers on both sides of the enlargement process.

Available in PDF, EPUB and Kindle. Book excerpt: Will joining the European Union help achieve prosperity, stability and democracy in Central and Eastern Europe? This book addresses this question by analysing how the European Union has approached this enlargement. Specifically, the book shows how, in its enlargement to the East, the European Union has tried to guide the post- communist states of Central and Eastern Europe towards new institutions and changing rules. In addressing the little explored link between post-communist transformations and enlargement, the book presents the effects of enlargement governance extended by the EU on domestic processes of reform and transformation. With its rich empirical overview of the reform challenges to various sectors, the author presents various scenarios of the interaction of EU rules with post communist reform. In contrast to other books on enlargement, this one relies on the perspective of scholars from Eastern Europe to illustrate the importance of the accession process to reform.

Available in PDF, EPUB and Kindle. Book excerpt: Bjllrn Tore Godal Norwegian Ambassador to Germany Chairman of the Editorial Advisory Board Several of the contributions to the present volume of The NEBI Yearbook have been inspired by the fact that roughly speaking, ten years have passed since the first steps were taken to initiate cross-border co-operation in the Barents and Baltic Sea areas. One of the most important co-operative organisations in the European Northeast, i. e. The Council of the Baltic Sea States, was launched in 1992. The Barents Euro Arctic Council was established in 1993. An avalanche of co-operative and cross-border initiatives has since hit this part of Europe with all kinds of actors participating - states, regional and municipal authorities, univer sities, national organisations, businesses and private interests. Even international organisations and actors from outside the immediate NEBI area have taken a special interest in this dynamic part of the world. Among the most important is the European Union, whose Finnish-inspired Northern Dimension initiative has become a permanent fixture. As many of the chapters in NEBI 2003 testifY, integration in the NEB I area - across old political and ideological borders and cultural and socio-economic divides that are among the most pronounced anywhere in the world - has on the whole been a great success.

Available in PDF, EPUB and Kindle. Book excerpt: The Baltic States are unique in being the only member-states of the EU to have fought to regain their sovereignty from the Soviet Union, only then to cede it to Brussels in certain key areas. Similarly, no member-states have had to struggle as hard as Estonia, Latvia and Lithuania to preserve their identity after fifty years of Soviet nationality policy in the face of sub-state and supra-state challenges. The post-communist experience of the Baltic States thus allows us to examine debates about identity as a source of political power; the conditioning and constraining influence of identity discourses on social, political and economic change; and the orientation and outcome of their external relations. In particular, the book examines the impact of Russian and Soviet control of Estonia, Latvia and Lithuania; the Baltic independence movements of the late 1980s/early 1990s; the citizenship debates; relations with Russia vis-à-vis the withdrawal of the troops of the former Soviet Army; drawing of the shared boundary and the rights of Russian-speaking minorities as well as the efforts undertaken by the three Baltic States to rebuild themselves, modernise their economies, cope with the ensuing social changes and facilitate their accession to the EU and NATO.

Book excerpt: This collection of essays by a multinational group of authors examines the political, social and economic consequences of the most recent enlargement of the European Union. It does not confine itself to a discussion of the impact on the new member states but also considers the likely effects of this enlargement on the EU itself. These effects include not only the familiar need for new modes of governance but also involve other changes resulting from a process of what has been called mutual learning. These essays analyse various aspects of this process starting with the Constitutional Convention. Sometimes the focus is on the impact on the new members, sometimes on the changes likely to occur in the EU and its older members as a result of this enlargement. The emphasis on change is encapsulated in the book's title, 'Europe on the Move'.

Book excerpt: Revisiting the process of political community building in Estonia, Latvia and Lithuania, this book analyzes the roles that international actors have played in these processes and assesses the unintended consequences of this involvement. The study differs from other works on ethnic minorities and nationalism in the former Soviet Union by exploring the use of minority rights discourse and the salience of historical memory. Case studies examine the transformation of nationalism in Estonia, Latvia and Lithuania - all former Soviet republics - which have experienced Soviet nationalities policy first-hand. Primarily intended for an academic audience and practitioners interested in promoting tolerance in multi-ethnic societies, the book's historical narrative will also appeal to readers with a general interest in the former Soviet Union and post-Communism.

Available in PDF, EPUB and Kindle. Book excerpt: Thorvald Stoltenberg President of the Norwegian Red Cross Chairman of the Editorial Advisory Board Despite the very optimistic language on the imminence of new accessions to the European Union that came out of the June 2001 European Council in Gothen burg, it will serve no good purpose to neglect the fact that EU membership for the Central and Eastern European applicants remains a difficult process. Painful experience makes it prudent to exercise caution in predicting developments with in the European Union. Negotiations may drag out, snags may appear and some thing may happen on the way to ratification. So perhaps it is wise to take a broad er view of European integration - and therefore integration within the North European, Barents and Baltic Sea region that is the focus of this Yearbook. EU membership for those countries that are able to satisfy the Copenhagen requirements - and the chapters of the acquis communautaire that have subse quently been specified - is certainly a prize worth fighting for. But all is not lost if some of the applicants end up not joining the Union as a result of the current enlargement round. Even more important than formal membership is the process of growing together that has taken place simultaneously with the membership negotiations. We are dealing here with integration in the real world of trade, investments, division of labour, politics, environment, hard and soft security, people-to-people relations etc.

Book excerpt: This book is a study of EU conditionality and compliance during the enlargement to the Central and Eastern European candidate countries. EU conditionality for membership is widely understood as having been a driving force for Europeanization, providing incentives and sanctions for compliance or non-compliance with EU norms, such as the 'Copenhagen Criteria' and the adoption of the acquis communautaire . By taking regional policy and regionalization as a case study, this book provides a comparative analysis of the effects of conditionality on the Central and East European countries and explores the many paradoxes and weaknesses in the use of EU conditionality over time.

This book was released on 2003-01-01 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new study takes a keen look at the problems facing the international community due to conflicts arising from applications of varying competition laws by different competition authorities to international airline alliances. As a result of privatisation, deregulation, liberalisation and globalisation, international air carriers form alliances with one another in order to cope with growing competition in the international air transport market. This book clearly provides an introduction to the background to and origin of airline alliances, different models of alliances and the related anti-competitive practices resulting from existing international airline alliances. The potential anti-competitive practices resulting from these cross-border alliances trigger a great deal of concern from various competition authorities. Thus, this study goes on to provide a detailed analysis regarding the relevant EC competition law and US antitrust law and their applications to alliance activities. The comparison of different applications of EC competition law and US antitrust law to international airline alliances provides leading research results first-hand. In the conclusion, the essential elements regarding establishing a level playing field in the international air transport market are identified and the author provides possible solutions for the harmonisation of different applications of competition law to international airline alliances.

Book excerpt: This book explores the question of how the EU understands the ‘rule of law’ in its external relations, with a particular focus on development cooperation and enlargement. Although the EU’s commitment to the rule of law is strong, the relevant concept remains nebulous. On the basis of a detailed analysis of two key EU external policy areas, the main argument advanced is that the Union has adopted a mostly ‘institutional’ approach to the concept by focussing largely on judicial reform. By testing the relevant practice against the background of the constitutional traditions of the Member States and legal theory, the book attests to the significance of developing a comprehensive approach to the rule of law in EU external relations.

This book assesses the EU's contribution to democratization by looking at the failures and states that offered resistance to EU pressure to reform, aiming to understand how the EU overcame or failed to overcome the numerous barriers blocking democratic progress. The book features studies on Slovakia, Romania, Croatia, Turkey, Ukraine, Morocco and Latvia.
