Available in PDF, EPUB and Kindle. Book excerpt: Where did the idea for nonpartisan constituency redistributions come from? What were the principal reasons that Canada turned to arm's-length commissions to design its electoral districts? In this volume, John Courtney addresses these questions by examining and assessing the readjustment process in Canada's electoral boundaries. Defining electoral districts as 'representational building blocks, ' Courtney compares federal and provincial electoral readjustments in the last half of the 20th century, showing how parliamentarians and legislators, boundary commissions, courts, and interested members of the general public debated representational principles to define the purposes of electoral redistricting in an increasingly urban, ethnically mixed federal state such as Canada

Book excerpt: The four Boundary Commissions, one each for England, Northern Ireland, Scotland and Wales, were established in the mid-1940s and have now been responsible for creating five new maps of Parliamentary constituencies. Despite their importance in British political life, very little has been written about the Commissions and how they work, and much that has been written focuses on the short-term issues of the electoral impact of a new set of constituencies. This volume is a study of the Commissions, involving in-depth interviews with all major interest groups and individuals alongside scrutiny of all relevant documents and statistical analyses of the outcomes.

It is the legal design of the electoral framework that facilitates the application of best electoral practices and empowers electoral management bodies to create, maintain, and apply best electoral practices. It is the legal design that sets the tone for transparency, creates the tools for good management practices, and ensures the maintenance of oversight of a level playing field during election campaigns. The reform of election administration is often triggered by post-general elections performance audits to identify and remedy weaknesses observed at the last general election and enables the election environment to be resilient and experience continuous renewal through the legal reform process.

Available in PDF, EPUB and Kindle. Book excerpt: This work aims to promote the concept of reducing the incidence of election irregularities and requiring less intervention by the court or similar disputes resolution mechanisms. The essence of this new approach is to place much greater emphasis on drastically reducing errors through noncompliance with electoral laws and particularly rules, regulations, and directives, which result in election irregularities. This approach may require greater clarity in drafting election rules and regulations as well as more intense monitoring and warning systems developed by EMBs to ensure a high degree of accuracy in the preparation and polling processes. This concept proceeds on the basis that, in general, election stakeholders wish to see the genuine results of the democratic process without diversions to the court or similar assistance being brought into action.

Political and Constitutional Reform Committee and published by The Stationery Office. This book was released on 2015 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Parliamentary Voting System and Constituencies Act 2011 fundamentally changed the way in which reviews of parliamentary constituencies boundaries are conducted. The new rule requiring the electorate of all but four constituencies to be within 5% of the UK average number of electors for a constituency meant that the Boundary Commissions were unable to give adequate consideration to other factors. Although there is a case for the electorates of parliamentary constituencies to be more equal than is the case at present, the Boundary Commissions must be able to take a balanced approach to various considerations-including reflecting local ties and limiting disruption to existing constituencies. If no action is taken, the next boundary review will commence in early 2016. It is recommended that the rules be changed-including relaxing the 5% rule and reversing the reduction of the number of parliamentary constituencies to 600-ahead of the next boundary review. To achieve this, the next Government should make a statement no later than June 2015 on its policy on the rules for the distribution of parliamentary constituencies. This statement should respond to the recommendations set out in this report. The Government should in July 2015 publish a draft Bill for pre-legislative scrutiny and introduce a Bill in the autumn of 2015 to receive Royal Assent by early 2016.

Book excerpt: Uganda, like many African countries in the 1990s, adopted decentralisation as a state reform measure after many years of civil strife and political conflicts, by transferring powers and functions to district councils. The decision to transfer powers and functions to district councils was, in the main, linked to the quest for democracy and development within the broader context of the nation state. This book’s broader aim is to examine whether the legal and policy framework of decentralisation produces a system of governance that better serves the greater objectives of local democracy, local development and accommodation of ethnicity. Specifically, the book pursues one main aim: to examine whether indeed the existing legal framework ensures the smooth devolution process that is needed for decentralised governance to succeed. In so doing, the book seeks, overall, to offer lessons that are critically important not only for Uganda but any other developing nation that has adopted decentralisation as a state-restructuring strategy. The book uses a desk-top research method by reviewing Uganda’s decentralisation legal and policy frameworks.

Available in PDF, EPUB and Kindle. Book excerpt: The aim of this book is threefold. First to put in one place for the convenience of both scholars and practitioners the basic data on redistricting practices in democracies around the world. Remarkably, this data has never before been collected. Second, to provide a series of short case studies that look in more detail at particular countries with regard to the institutions and practices that have evolved for redistricting and the nature of the debates that have arisen. Third, to begin to look in comparative perspective at the consequences of alternative redistricting mechanisms and at the tradeoffs among competing redistricting criteria. This volume has contributions from some of the leading specialists on redistricting in the world. The chapters reflect a mix of country-specific material, chapters that are broadly comparative, and chapters whose contributions are more methodological in nature. The chapters in this volume provide an indispensable introduction to the institutions, practices, and consequences of boundary delimitation around the world. Comparative Politics is a series for students and teachers of political science that deals with contemporary issues in comparative government and politics. The General Editors are David M. Farrell, Jean Monnet Chair in European Politics and Head of School of Social Sciences, University of Manchester and Alfio Mastropaolo, University of Turin. The series is published in association with the European Consortium for Political Research.

Available in PDF, EPUB and Kindle. Book excerpt: This paper is issued alongside the Scotland Bill (Bill 115, ISBN 9780215557414, and its associated explanatory notes, Bill 115-EN, ISBN 9780215546548) which implements the changes to legislation recommended in the final report of the Commission on Scottish Devolution (chairman Sir Kenneth Calman) - "Serving Scotland better: Scotland and the United Kingdom in the 21st Century" (available at http://www.scotlandoffice.gov.uk/scotlandoffice/files/Calman%20report.pdf). The Commission's central view was that Scotland should be responsible for raising more of its revenue, and the Government proposes a transfer of fiscal power so that the Scottish Parliament will have powers to raise some 35 per cent of its own budget (the current level is 15 per cent). Proposals include: a Scottish income tax to replace part of the UK income tax; the devolution of land tax and landfill tax; the power to create of devolve other taxes to the Scottish Parliament; extensive new borrowing powers; a Scottish cash reserve to manage fluctuations around devolved tax receipts; a seat for Scottish ministers on a new UK-Scottish tax committee. This paper also outlines the Government's response in other policy areas: strengthening relations between Parliaments and Governments; improving the constitutional framework; administration of elections; policing and justice; health and public safety; business, corporate affairs and academic research; environment and rural affairs; social security and welfare reform; charities; the Scottish Government; and technical amendments to the Scotland Act 1998.

Available in PDF, EPUB and Kindle. Book excerpt: From Votes to Seats is a study of the 14 general elections held between 1950 and 1997 in Britain. Arguing that the British electoral system treats political parties disproportionately, the authors show that the amount of bias in those elections results substantially increased over the period, benefiting Labour at the expense of the Conservatives. With the use of imaginative diagrams, this book examines the electoral process in detail, illustrating how it operates, while stressing the important role of tactical voting in the production of recent election results.
