Book excerpt: This report contributes to the comprehensive evaluation of the Common Core of Data (CCD) program by providing an analysis of CCD definitions in order to identify potential classification problems. At the time of the evaluation, the CCD program consisted of four surveys. The focus of this evaluation is on the "Public Elementary/Secondary Education Agency Survey." The evaluation process was initiated by researching state statutes and administrative codes to determine the powers, governance, and services provided by agencies in each state. A detailed analysis of CCD definitions reveals that these definitions are generally inadequate. Many are neither exhaustive nor inclusive. The inadequacy and misinterpretation of these definitions leads to unreliable and invalid data. CCD definitions often do not draw a clear distinction between school and agency surveys. The definitions should be revised to be flexible and exhaustive, with clear documentation and explanation provided for instances in which individual arrangements in states differ from conventional approaches. All education surveys that use CCD definitions as their sampling frame should be coordinated. Changes are especially needed in the areas of enrollment and geographic coding. (Contains two tables.) The purpose of inclusion policy is to prevent the marginalization of people who experience unfavorable circumstances in life. It is an approach to the education of students with disabilities that is based on a commitment to what all members of a free society deserve in order to become fully participating members--a fair chance to find a meaningful place in their own communities. This book is a kind of status report on what inclusive education has achieved and what it may achieve in the future for children and youth with disabilities. It describes the philosophical, legal, and practical terrain covered by inclusion policy in general and inclusive schooling in particular. Contributors assess inclusion policy and suggest ways to reconceptualize it, bringing to their data analysis a depth of experience and knowledge about public schooling in their respective countries. Although inclusion of students with disabilities in general education classes has been embraced by politicians and educators calling for equal opportunity in our society and is being incorporated into national and international education laws, it continues to be controversial and the debate is sometimes heated. A goal of this book is to shed some light on this debate. Is inclusion mostly about student placement? Are students with disabilities attaining social and learning membership in general classrooms? Have they benefitted from inclusion? How about students without disabilities? What have been the benefits? Must learning take second priority to socialization and friendship? Are teachers getting the training they need? How do parents feel about inclusion programs? How do students feel? What kind of curricular accommodations should be made? These and other questions are addressed. This volume is based on original papers presented by the contributing authors in October 1997 at the Rutgers Invitational Symposium on Education on Inclusive Schooling: National and International Perspectives.

Book excerpt: From 1990 to 2000, a qualitative study of the implementation of the Kentucky Education Reform Act (KERA) was conducted in four small rural school districts in Kentucky. KERA reflects key components of what would later be termed "systemic reform": a unifying set of goals that all students must attain, a coherent system of instructional guidance, and a restructured governance system. In addition, KERA has other components, such as the ungraded primary program. This book presents findings from the second phase of the 10-year study, focusing on the effects of KERA on curriculum, instruction, and student learning in six elementary schools in the four districts. In all six schools, student achievement improved, but in five schools, teachers focused more on improving whole-school performance on achievement measures than on improving the learning of each student, and had difficulty raising their expectations for low-income and minority children. KERA reforms increased classroom writing, the variety of instructional strategies, integration of subject matter, classroom computer use, and open-ended response and portfolio items for classroom assessment. However, teachers had difficulty moving beyond a teacher-directed approach, and only a few integrated technology effectively into the curriculum. Testing for accountability became the focus of the assessment system, and the KERA goal of continuous performance-based student evaluation was neglected. School-based decision-making councils did not make most key decisions as intended by KERA. The findings also note the importance of school leadership accountability goals and the need for more time for teachers in meeting school professional development. Ten appendices present KERA goals; dissemination efforts; data collection and research questions for both phases of the study; interview protocols; and characteristics of parents, students, and community members interviewed. The range of choice for elite schooling in Poland has expanded during its post-communist transformation. However, while elite education in countries such as the US, Australia, the UK, France, and Switzerland has been extensively studied, post-communist countries have been largely neglected. This book explores the emergence of such schools within a context influenced by a range of different and often conflicting social forces. In doing so, the study elucidates how the socio-historical processes since 1989 diversified Poland’s egalitarian education system and facilitated the emergence of schools for elites. The book demonstrates that social and political changes in Poland triggered the emergence of new elites with different political and social outlooks, leading to a variety of types of elite schools that reflect and reproduce the elites’ positions and idiosyncrasies. A bespoke theoretical arrangement scrutinises extant and generated data from elite schools’ websites, online readers’ forums, and interviews with elite school principals. The book contributes new insights into elite schools in Central and Eastern European (CEE) countries, enriching the existing body of knowledge on elites and elite schools around the world. It will be of interest to researchers and postgraduate students investigating elite education, sociology of education, education policy, and education and international development.

Thus, the results describe principals' and teachers' early responses to the state education reform. The findings are based on principal and teacher self-reports about actions taken in their districts, schools, and classrooms, as well as their opinions about the reform.
