Book excerpt: From 1948 to 1966, the United Nations worked to create a common legal standard for human rights protection around the globe. Resisting Rights traces the Canadian government’s changing policy toward this endeavour, from initial opposition to a more supportive approach. Jennifer Tunnicliffe takes both international and domestic developments into account to explain how shifting cultural understandings of rights influenced policy, and to underline the key role of Canadian rights activists in this process. In light of Canada’s waning reputation as a traditional leader in developing human rights standards at the United Nations, this is a timely study. Tunnicliffe situates policies within their historical context to reveal that Canadian reluctance to be bound by international human rights law is not a recent trend, and asks why governments have found it important to foster the myth that Canada has been at the forefront of international human rights policy.

The new geopolitics emerging from the Versailles order, and at the same time ongoing fights for borders, considerable war damage, social and economic problems and replacement of administrative staff as well as leaders, all contributed to the fact that unlike Western Europe, Central Europe faced challenges and dilemmas on an unprecedented scale. The editors of this book have invited authors from over a dozen academic institutions to answer the question of to what extent the solutions applied in the Habsburg Monarchy were still practiced in the newly created nation states, and to what extent these new political organisms went their own ways. It offers a closer look at Central Europe with its multiple problems typical of that region after 1918 (organizing the post-imperial space, a new political discourse and attempts to create new national memories, the role of national minorities, solving social problems, and verbal and physical violence expressed in public space). Particular chapters concern post-1918 Central Europe on the local, state and international levels, providing a comprehensive view of this sub-region between 1918 and 1923.

Book excerpt: Readington Township was created by royal charter on July 15, 1730, as Readings or Readings Town. The township consists of 48 square miles and is the largest in Hunterdon County. The early settlement patterns of the Dutch, English, and Germans, who came to farm the rich soil of the Raritan Valley during the 18th century, established the foundation of the villages and hamlets of the township. During the 19th century, the development of railroad lines in the region created additional villages and helped to bring the township's produce to larger markets. By the latter part of the 20th century, most of Readington's inhabitants were employed in diverse industries throughout central New Jersey, and the automobile made travel beyond the villages routine. Like the generations of residents before them, today's residents remain closely connected to their village communities, and a significant portion of the township's land continues to be devoted to agriculture.

Global warming is expected to exacerbate the existing problems of water scarcity in Africa, the Middle East and Central Asia, and threatens to affect even relatively water-secure regions and countries. Global freshwater resources are shrinking at an increasing pace. Forty percent of the world's population depends on transboundary water resources, a situation that raises serious concerns at the international level. Unresolved issues of water resource use and allocation may create the potential for serious interstate conflicts and undermine regional stability. It is imperative that existing and potential disputes over access to shared water resources are resolved through peaceful means within the framework of legal principles and norms provided by international law. While not yet in force, the 1997 UN Convention on the Law of the Non-Navigational Uses of International Watercourses codifies a number of rules of customary law that apply to international watercourses. However, even in the absence of a universally ratified instrument there is a body of international rules widely acknowledged as an authoritative statement of international law governing international watercourses - the International Law Association (ILA) rules on the law of international water resources. The present book, which contains the complete collection of the ILA rules on international water resources, together with comments, explanatory notes and other supporting materials, will be of significant academic and practical value to the range of experts working in this field.
