Book excerpt: This report is a follow-up to the Merits of Statutory Instruments Committee 29th report, session 2005-06 (HL Paper 149-I, ISBN 9780104008409). The earlier report set out some recommendations on how the process of making secondary legislation could be improved, and this report examines that progress. Statutory Instruments (SIs), often described as secondary legislation, are the means by which government departments implement the policy measures laid down by Acts of Parliament (primary legislation). There are approximately 1200 SIs laid for parliamentary proceedings each year. The Committee believes that Government Department's still need to do more to improve the planning and quality of SIs and the policy delivered through them, such a step would help in the Committee's process of scrutiny, as well as easing the impact of such legislation on stakeholders. The Committee further invites the Government to consider the timing and cumulative impact of SIs on those regulated and that Department's should pay more attention to the strategic planning of SIs, especially those delivering a policy set by a new Act. Also the Committee states that more resources should be devoted to the consolidation and simplification of secondary legislation so that the law is clearer and more accessible. The Committee does welcome the new format of Impact Assessments (IAs) which should be provided for key measures affecting public and voluntary sectors. Every SI or its Explanatory Memorandum should clearly express its policy objective and how the success is to be measured and evaluated. Each Department is responsible for its own secondary legislation and the Committee invites each Secretary of State to ensure that senior management systematically checks the quality of such legislation.

Yet many challenges still lie ahead, not least the need to support and reform the economies of these Arab Spring states. In 2011, the G8 Deauville Partnership identified $38 billion of funding available to support reform. The UK must use its leadership in the EU and G8 to ensure that we deliver on our promises. The Government needs to learn lessons from its experience in anticipating and handling the Arab Spring. Questions arose about the FCO's staffing levels, linguistic expertise and information gathering in the Middle East and North Africa region, although diplomats understood well the long-term problems in the region. The report welcomes the Government's recent moves to establish contacts with Islamist parties in the region and calls for deeper engagement to demonstrate at an early stage the UK's support and assistance for democratically elected leaders who respect human rights and democratic reforms. The BBC's Arabic Service further highlighted the importance of the BBC World Service in providing an independent news service and enhancing the UK's standing in the region. The Committee welcomes the Government's decision to reverse planned cuts to the Arabic Service last year, expresses concerns that cuts made elsewhere in the World Service will prove detrimental to the national interest, and urges that there be a sustained investment in the World Service

Book excerpt: The relationship between counter-terrorism policy in liberal-democratic countries and freedom of speech has never been more prominent than it is today. Since the terrorist attacks of 2001, Western governments have made a distinct and deliberate move towards prevention - as opposed to purely prosecution - of terrorist crimes. However, in doing so, they have reached far into the freedom of speech, and, as Katharine Gelber argues, far further than many commentatorshave recognized. Examining the United States, the United Kingdom, and Australia, the book traces the significant shift in understandings of the appropriate parameters of freedom ofspeech and speech-practices in the counter-terrorism context, which has been seen both in policy change and in the discursive justification for that change. The book argues that this change has, to some extent, taken different forms in each jurisdiction, which reflect the pre-existing institutions within which the principle of freedom of speech was mediated in each country prior to 9/11.
