Denn infolge von immer höherer Innovati-onsgeschwindigkeit in den Unternehmen und des wirtschaftlichen Wandels insge-samt, sind die Menschen immer häufiger dazu gezwungen, sich umzuorientieren oder ihre Qualifikationen anzupassen. Aufgrund des demographischen Wandels und des höheren Renteneintrittsalter wird diese Anforderung in der Zukunft auch immer mehr ältere Arbeitnehmer treffen. Diese Dinge lassen das Thema Weiterbildung in Zukunft kontinuierlich an Relevanz gewinnen. In dieser Ausarbeitung soll im Folgen-den die betriebliche Weiterbildung genauer betrachtet werden. Hierzu muss zunächst einmal die Frage geklärt werden, was der Unterschied zwischen beruflicher und be-trieblicher Weiterbildung beziehungsweise was die betriebliche Weiterbildung als sol-che überhaupt ist. Dies wird im ersten Abschnitt, "Das Wesen und die Bedeutung der betrieblichen Weiterbildung" geschehen. Nach dieser einleitenden Begriffsklärung wird auf die verschiedenen Funktionen der betrieblichen Weiterbildung eingegangen, wobei versucht werden soll, die Sichtweisen der Arbeitnehmer, der Unternehmen und der Gesellschaft differenziert zu betrachten. Nachdem dieser Abschnitt mit dem Modell Employability abgeschlossen wurde, werden die relevanten Rahmenbedin-gungen in Bezug auf die betriebliche Weiterbildung, aus rechtlicher, wirtschaftlicher, betrieblicher und struktureller Sicht, beschrieben. Im letzten Abschnitt dieser Hausar-beit soll die Weiterbildungssituation in Deutschland mit dem europäischen Ausland verglichen werden, bevor die Schlussbetrachtung die Hausarbeit abrundet.

These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas

The book maintains that European instruments such as the European Qualifications Framework and the European Credit System for Vocational Education and Training are indeed biased towards liberal training regimes. On the basis of case studies on Germany, the Netherlands and England, it shows that the initiatives were implemented in line with national training systems. Thus, European soft law does not lead to a convergence of training regimes – or, as the book posits, of welfare states in general.
