Liberalisierungsgegnern diente er als Kampfbegriff, entwickelte sich zu einem grundlegenden Paradigma der Sozial- und Wirtschaftswissenschaften, und ist auch heute ein normativ stark umkämpfter Terminus innerhalb Politik und Gesellschaft. Eines ist jedoch unumstritten: Globalisierung findet statt, und im Gleichschritt öffnet sich zunehmend die Schere zwischen Arm und Reich. In einer Welt in welcher alle paar Sekunden ein Kind an Hunger stirbt, in der HIV/Aids zur Pest der Moderne geworden ist, ganze Landstriche entvölkert und somit wirtschaftliche Entwicklung unmöglich macht, und in der jeder sechste Mensch keinen Zugang zu sauberem Trinkwasser hat, bedarf es anderer als herkömmlicher Entwicklungs- Strategien um dieser Problematik entgegen zu wirken. Die Forderung nach einer aktiven Zivilgesellschaft als Antrieb für Entwicklung setzt einen immer stärkern Akzent im Entwicklungsdiskurs dar1. Im auslaufenden 20. Jahrhundert wurde den Industrienationen klar, dass die bis dato praktizierten Entwicklungs-Strategien nicht ausreichten. Mit der Formulierung der UN Millennium Development Goals (MDGs) wurde eine Roadmap festgelegt, welche altbekannten Entwicklungszielen einen zeitlichen Rahmen zur Implementierung vorgibt, und bei deren Umsetzung die Zivilgesellschaft eine aktive Rolle spielen soll. Handelt es sich hierbei um bekannte Persönlichkeiten oder Institutionen welche ein hohes Ansehen genießen, haben Aufrufe zur Solidarität mit den Entwicklungsländern die Möglichkeit ein breites Publikum zu erreichen. Beispielhaft kann hier das kürzlich veranstaltete Live Aid-Konzert angeführt werden, das als ein weltweit hörbarer Appell, welcher die Entwicklungsproblematik ins Bewusstsein aller rufen sollte, verstanden werden kann. Ob ein solcher Appell die Zivilgesellschaft zu aktivieren vermag, wird die Zukunft zeigen. Der Zusammenhang zwischen Zivilgesellschaft und MDGs soll in dieser Arbeit herausgearbeitet werden.
