The modern society enjoyed today is powered by the availability of relatively cheap and abundant energy given by fossil fuels, but the unmit igated emission of greenhouse gases over the last century has begun to change the climate, creating an existential crisis for the planet. Models predict that to avoid the worst outcomes from climate change, the planet should be prevented from warming to 2 ℗ʻ( above temperatures before the industrial age, and in 2015, the Paris Climate Accords were signed by 197 countries with an aim to maintain a planetary temperature "well below" 2 ℗ʻ( and target of staying below 1.5 ℗ʻ ( (Denchak, 2018). The planet is currently +1 .14 ℗ʻ ( above pre-industrial levels (NOM, 2020) and to be able to meet the Paris Accord goals, greenhouse gas emissions must be drastically and quickly reduced. All sectors of the economy must act now to meet these goals. According to the United States Environmental Protection Agency, general industry accounts for 27% of the US greenhouse emissions per year (EPA, 2020). Specifically, the steel industry alone used 6% of all of the energy expended in manufacturing in 2006 (Stubbles, 2000). Among the producers of primary metals (metals using ore as direct raw materials), steel was the largest energy user at 60% of the entire group (Stubbles, 2000). On average, the production of one ton of crude steel results in emissions of 1.83 tons of C02, and over 1,700 Megatons of steel were used in 2019 (worldsteel, 2020). Figure 1 shows a breakdown of steel use by sector. Despite the energy intensive nature of steelmaking, it is an essential commodity as it is unparalleled for its high strength-to-weight rat io, ability to be formed into any shape, and affordability. Steel can play a role in circular economies, as it is almost infinitely recyclable (recycled steel is referred to as "secondary steel" within the industry). Because of its many beneficial properties, steel will play a key role in transitioning to more green, resi lient economies, and thus elimination of greenhouse gas emissions from production is imperative. This work examines the current status of the steel industry in the United States and investigates possible future scenarios for decarbonization of energy sources as well as what pathways for the integration of renewable energy are being considered. The Earth is getting warmer. Yet, as Hans-Werner Sinn points out in this provocative book, the dominant policy approach—which aims to curb consumption of fossil energy—has been ineffective. Despite policy makers' efforts to promote alternative energy, impose emission controls on cars, and enforce tough energy-efficiency standards for buildings, the relentlessly rising curve of CO2 output does not show the slightest downward turn. Some proposed solutions are downright harmful: cultivating crops to make biofuels not only contributes to global warming but also uses resources that should be devoted to feeding the world's hungry. In The Green Paradox, Sinn proposes a new, more pragmatic approach based not on regulating the demand for fossil fuels but on controlling the supply. The owners of carbon resources, Sinn explains, are pre-empting future regulation by accelerating the production of fossil energy while they can. This is the “Green Paradox”: expected future reduction in carbon consumption has the effect of accelerating climate change. Sinn suggests a supply-side solution: inducing the owners of carbon resources to leave more of their wealth underground. He proposes the swift introduction of a “Super-Kyoto” system—gathering all consumer countries into a cartel by means of a worldwide, coordinated cap-and-trade system supported by the levying of source taxes on capital income—to spoil the resource owners' appetite for financial assets. Only if we can shift our focus from local demand to worldwide supply policies for reducing carbon emissions, Sinn argues, will we have a chance of staving off climate disaster.
