Book excerpt: With 70 per cent of Africa’s young population living in rural areas and more than 50 per cent of the ACP population below the age of 30, involvement of young people in agriculture is crucial if the sector is to develop and modernise. With this in mind, CTA has been supporting youth engagement in agriculture for more than 15 years. Its youth strategy is a first attempt to bring these efforts into a comprehensive policy. Under a common theme of building capacity, the strategy sets out four objectives: promoting policies on youth in agriculture; encouraging youth engagement in value chains; exploring increased use of ICTs by young people; and supporting young professionals in agricultural sciences and innovation.

Available in PDF, EPUB and Kindle. Book excerpt: The EU-CoE youth partnership stems from the close relations that the Council of Europe and the European Commission have developed in the youth field over the years since 1998. The overall goal is to foster synergies between the youth-oriented activities of the two institutions. The specific themes are participation/citizenship, social inclusion, recognition and quality of youth work. What is youth policy, and what major elements should a national youth policy strategy include? How can young people be consulted and otherwise involved in developing youth policy? How do institutions such as the European Union, the Council of Europe and the United Nations address youth policy, and how can this work be concretely linked to the efforts of a national government to develop a youth policy agenda? How is youth policy organised in specific countries of the Middle East and North Africa (MENA) region? These are some of the essential questions addressed in this publication. The Youth policy manual should be considered a source work, a tool and a helpful guide both for policy makers in the youth field and for non-governmental organisations and other stakeholder groups who advocate improved youth policy at the national level. This manual proposes one possible model for how a national youth policy strategy can be developed. It is a revised version of the Youth policy manual (2009) and takes into account relevant specificities of the MENA region.

Available in PDF, EPUB and Kindle. Book excerpt: Empower youth, transform policies: From concept to action Participatory youth policy implies that young people are involved in policy making at all stages, from inception to implementation, monitoring and evaluation. The main feature of participatory youth policy is a mobilised effort to promote co-creation of youth policy with young people and to include strengths and talents from the field, making sure that youth olicy is built on democratic principles, support for solidarity, inclusion, equality, openness and outreach. Across Europe, meaningful youth participation in dialogue and mutually respectful work in policy implementation are understood to be prerequisites for effective and efficient policy making. Knowledge, understanding and commitment to knowledgebased participatory youth policy has increased exponentially following the publication by the EU–Council of Europe Youth Partnership of About time! A reference manual for youth policy from a European perspective in 2021. This T-Kit complements the manual and provides educational support for building youth sector capacity for participatory policy making. The knowledge developed in the sector over the past few decades, on which this T-Kit is based, will benefit youth leaders, workers, trainers and organisations advocating participatory structures, especially at local and national levels. Youth policy makers will be able to launch participatory processes by using the activities contained in this T-Kit. Organisations and experts developing training and development strategies on youth policy may find the T-Kit to be a useful resource. It is structured to enable users to find a wide range of resources in one place for successful educational processes on participatory youth policy. The T-Kit provides conceptual, methodological and educational frameworks and offers a set of educational activities and a toolbox to help address the themes of participatory youth policy making, enabling its users to learn, grow and importantly – to engage.

Available in PDF, EPUB and Kindle. Book excerpt: Albania is the seventeenth country to have undergone an international review of its national youth policy, a series which was started by the Council of Europe in 1997. The review was performed in 2009 during two one-week visits by a team of international experts working on the basis of the Albanian National Youth Strategy, published in 2007. The report focuses on three issues identified by the Albanian government: the law, delivery mechanisms and youth participation, and three issues identified as important by the review team itself: youth information, leisure-time activities and youth crime and justice. While reviewing the youth policy in Albania with special attention to theses issues, the international team came across a number of specific or cross-sectoral subjects (education, health, minorities, etc.) which helped depict a broad picture of the situation of young people in the country. Recommendations made by the international team cover not only government action, but address steps to be taken by those who take part, at all levels, in the shaping of youth policy in Albania.

Book excerpt: This timely book presents a vital analysis of the politics, policy and practice of youth work services in England and the impacts of the austerity agenda introduced after the 2007-08 financial crisis. Davies frames his research within the ideological, political and economic context of the last decade, contemplating the prescriptions of neoliberalism, and various other socio-political developments. He illustrates how wider government policies, programmes and initiatives have marred the purposes and methods of the Youth Service and youth work facilities, forging connections with what this means for young people and youth work. Unique in its depth and detail, this book is one of the first comprehensive, evidenced and up-to-date accounts of UK Youth Policy. It is an essential and invaluable resource for youth educators, researchers, service managers, practitioners and activists, as well as scholars and students of youth studies, social policy, public policy, and history.

Book excerpt: A reference tool for initiating youth policy and learning about the diversity of national and international governance and about the infrastructure available for youth policy, its implementation, review and evaluation Today, we know much more about national and European youth policy, the role of research, participation of young people and monitoring and evaluation of youth policy than we did when the first Youth policy manual was published in 2009 by the EU–Council of Europe youth partnership. The concept of youth policy can be very narrowly or very broadly constructed. This volume positions youth policy in the context of public policy and reflects on the complex, cyclical nature of policy making, bringing together the results of knowledge gathering and debates central to the European agenda in the field over the last 15 years. Thematically, the manual focuses very specifically on those areas of youth policy that have been formulated and developed through European consensus-building – participation, information, volunteering, social inclusion, access to rights, youth work, mobility and digitalisation. We hope that the five parts of the manual, from the conceptual to the practical, and through a range of examples and questions for reflection, will help you to explore, understand and engage with the youth policy framework in your context, from your own perspective, and will provide you with a sense of all the stages of youth policy making. Most importantly, the manual includes a wide range of standards, tools and resources developed by and for the benefit of youth policy makers, youth work practitioners, youth researchers and young people across Europe. It is About Time! we strengthen the youth sector further to develop a new generation of positive and purposeful youth policies in Europe!

As Moldova is the 16th country to be reviewed since 1997, this report has been enriched by the experience gained from the previous reviews of countries in western and eastern Europe and one in the Commonwealth of independent States (Armenia). These reviews have nurtured the development of an informed way of thinking about youth policy and strategies for implementation. The report is based on a cross-sectoral understanding of youth policy, it focuses on youth policy structures, education (formal and especially non-formal), transition to the labour market and entrepreneurship. There are overviews of policy related to social security (health and social protection, childcare), juvenile justice and sport. Particular attention has been paid to questions such as migration, urbanrural divisions and the Transnistria issue. There is also a chapter dedicated to cross-cutting issues, including y

Available in PDF, EPUB and Kindle. Book excerpt: Greece is the 20th country to have had its youth policy reviewed by an international review team appointed by the Council of Europe. The financial crisis and resulting high unemployment rate, especially among young people, was the major concern encountered by the review team. Although the crisis has compelled Greece to engage in profound fiscal reform and address many of its structural weaknesses, this has not been matched by labour market activation policies and other youth policy measures needed to reverse the mood of despondency and stem the tide of emigration of young people. This international review focused in particular on two aspects of youth transitions: the transition from the education system to the labour market; and the related issue of military service and conscription, which is an integral part of life for young men in Greece. The review team also considered characteristics of the public administration, which dwells on bureaucratic compliance and has limited scope and licence for fostering initiative and creativity, despite incessant rhetoric about the need for “entrepreneurship”. The review team advocates the establishment of more creative and innovative mechanisms to free the entrepreneurial and participative spirit not only of young people in Greece, but also of its regional and local administrations, youth organisations and local youth councils, in order for them to provide timely and purposeful intervention, opportunity and support according to local need and circumstances.

Book excerpt: This book showcases rights based participatory approaches to policy-making, practice and research with children and youth. Throughout its three parts, the book conceptualises a rights-based participatory approach; showcases constructive and innovative rights based participatory approaches across the domains of research, policy and practice; and interrogates the challenges and complexities in the implementation of such an approach. In recent times, Ireland has been at the forefront of promoting and implementing participatory approaches to policy-making, practice and research focused on children and youth. This edited volume is a timely opportunity to capture previously undocumented learning generated from a wide range of innovative participatory initiatives implemented in Ireland. In capturing this learning, real world guidance will be provided to international policy-makers, practitioners and researchers working with children and youth. This book is essential reading for those interested in a rights based participatory approach, for those who want to appropriately and meaningfully engage children and youth in research, and for those wishing to maximise the contribution of children and youth in policy-making.

Book excerpt: This international review of Hungarian national youth policy is the fifteenth in the series started in 1997 by the Directorate of Youth and Sport of the Council of Europe. Like preceding reviews, it aims to fulfil three distinct objectives: - to advise on national youth policy; - to identify components which might combine to form a harmonised approach to youth policy across Europe; and - to contribute to a learning process in relation to the development and implementation of youth policy. Hungary, at its own request, embarked on an international review to benefit from ten years of reviewing experience and to contribute to the European exchange of information on youth policies. This report includes information gathered by the international review team as well as its analyses and recommendations concerning the development, perspectives and challenges for the future of youth policy in Hungary.

Available in PDF, EPUB and Kindle. Book excerpt: Why do we need evidence based youth policies? International in scope, this book presents a systematic and interdisciplinary reflection on what has been termed the “magic triangle”, i.e., the relationship between youth policies, youth research and practical youth work, based on the necessity of organising knowledge exchange between different actors in the youth field. On this basis, researchers from across the globe analyse and discuss youth policy development, the theories that underlie youth policy, as well as the models and impact of youth policy in different societies. They respond by: - Analysing the impact of economic, social and cultural change on young people in different world regions, locations and social contexts; - Presenting and explaining theories of youth; - Discussing strategies for the development and implementation of youth policies in different world regions; - Evaluating the impact of current youth policies at regional, national and international levels; - Analysing and discussing applied models of cross sectional policy and practice in the youth sector; - Discussing contributions of youth research to the development of evidence based youth policies in areas such as values, employment, participation, citizenship, migration, social exclusion and vulnerability.
