In the 1980s, as they are today, young people were remaining longer in education, and were leaving better qualified, if only to face unemployment rather than real jobs and progressive careers. Traditional gender divisions and roles are being challenged. In this study, Kenneth Roberts uses evidence from youth and leisure research to examine the ways that young people were responding to these trends. His book combines theories of adolescence, of the role and growth of leisure, and of the sources and consequences of post-war youth cultures. Roberts stresses and explains the persistence of class and gender divisions through trends in clothing, music and hair artistry, and predicts that these patterns will survive changes. He explains why, even during the era of affluent young workers, the freedom of adolescence remained superficial, for most young people at least. The majority had never been granted any real alternative to using their ‘free’ time and money to embrace traditional class and gender roles. Contrary to popular reputations, Youth and Leisure argues that, on balance, youth cultures exercised a conservative influence and that the more radical styles are nurtured by middle- and not working-class youths. The analysis has policy implications which are drawn together in the final chapter. Practitioners are advised to recognise that youth and leisure services cannot override divisions and tastes grounded in the wider social structure, but this does not mean that these interventions must be ineffective. Roberts explains how leisure education and provision can modify broader patterns and enable all young people to explore the leisure opportunities their circumstances allow.

Book excerpt: Originally published in 1967, Time of One’s Own asks the question: How do young Scots spend their free time nowadays? The Kilbrandon Council asked the University of Glasgow to undertake a study on this subject and their conclusions form the subject of this book. ‘Young Scots’ were confined to those aged fifteen to nineteen, and in the main to those living in three localities which it was hoped were reasonably typical – a mining town in West Lothian and, in Glasgow, an old inner area and a new outlying housing estate. Some three thousand boys and girls provided facts and views. In addition to statistical material the study constantly refers to the ‘how and why’ of the way in which the individual youngster spent their free time. The adults who collected the information agreed that what they saw of the leisure of these adolescents lacked variety and sparkle. On the other hand, a considerable proportion of the boys and girls appeared to be on the brink of using it in less stereotyped ways. Just a little push might have done the trick. In general, the provision for recreation was inadequate. This was especially so in the case of indoor facilities. The Youth Service, which should play so important a role, required far more support. This is a valuable record from the time of what it was like to have ‘Time of One’s Own’, and this reissue is a fascinating addition to all those interested in the history of Education and Sociology.

Frequently this charge simmers down to the assertion that our young people are content for the most part to sit on the sidelines, enjoying by proxy the exertions of others. Though many such statements are made with more vehemence than discrimination, their very recurrence has caused thoughtful persons to reassess youth attitudes and the opportunities (or lack of opportunities) from which in large measure they stem. Particularly is this true of the use of leisure time. Whatever may be said of youth attitudes, the use of leisure in modern days has taken on great significance because the amount of time which must be devoted to earning a living is constantly decreasing. Young people are particularly aware of this fact because they enter the world of work much later in life than did their grandfathers and grandmothers, or even their mothers and fathers. When they do succeed in making an entry, they are likely to find themselves performing over and over a simple task which gives them little personal sense of achievement and makes satisfactory use of leisure a necessity. In a period of national emergency like the present, the use of leisure by youth is of special importance to our country. The American Youth Commission has frequently pointed out that only as youth feel they have a stake in our democracy will they be eager to defend it. They can hardly be expected to respond with enthusiasm to demands for special effort in creating and maintaining our defenses if no attention is given to their own pressing needs, one of which is healthful recreation. Furthermore, from the viewpoint of conserving our resources, failure to provide facilities for developing the highest potentialities of all our future citizens may prove a costly error.
