Book excerpt: We collected complete sets of tissues, fluids, and swabs (approx 30) from 37 Yellowstone National Park (YNP) female bison (Bison bison) killed as a result of management actions by the Montana Department of Livestock and YNP personnel. Our goal was to establish the relation between blood tests demonstrating an animal has antibody to Brucella and the potential of that animal to be infected during the second trimester of pregnancy the time when most management actions are taken. Twenty-eight of the 37 bison were seropositive adults (27)or a seropositive calf (1). We cultured samples using macerated whole tissues plated onto 4 Brucella selective media and-incubated with added CO2 for a week. Specimens fro1112 adult seropositive females were contaminated, thus eliminating them from our data. Twelve of the remaining 26 seropositive adult and calf female bison (46%)were culture positive for Brucella abortus from 1 or more tissues. Culture positive adult females had high serologic titers. Some of these bison, as well as elk and other wildlife, have a contagious disease called brucellosis, which can cause pregnant animals to abort. Montana livestock owners and government officials fear that if bison are allowed to leave the park, the disease could spread to cattle, potentially threatening the economic health of the state's livestock industry. To help manage this issue, three federal and two state agencies have been implementing a bison management plan that they agreed to in 2000. This report discusses (1) the progress made in implementing the bison management plan and (2) the plan's soundness and the effectiveness of the agencies' implementation of it for managing bison-related issues in and near Yellowstone National Park. GAO reviewed documentation and research on bison and brucellosis and interviewed federal and state officials and key stakeholders. The federal and state agencies implementing the interagency bison management plan have made less progress than they originally anticipated. These agencies--the U.S. Department of Agriculture's Animal and Plant Health Inspection Service and Forest Service; the Department of the Interior's National Park Service; Montana Fish, Wildlife and Parks; and the Montana Department of Livestock--had expected to progress to step two of the three-step plan by winter 2002-2003. Each of the plan's three successive steps for managing bison is intended to incrementally increase tolerance of bison roaming outside the park. As of late 2007, however, the agencies remained in step one because they have yet to meet two important conditions for moving to step two--first, that no cattle graze on a ranch north of the park, and second, that a safe and effective remote brucellosis vaccine-delivery system be available for bison. Nevertheless, the agencies have completed a number of other tasks called for in the plan, including maintaining the separation of bison and cattle in space and time and conducting some scientific research. Combined, the agencies have spent more than $2 million annually implementing the plan, with the federal government and state agencies funding about 95 percent and 5 percent of these expenditures, respectively. The agencies have no estimate regarding how long it will take to meet the conditions for starting step two, nor have they revised their estimated dates for reaching step three, which was expected by winter 2005-2006. Key deficiencies in the plan, and the agencies' implementation of it, limit their effectiveness with regard to managing bison-related issues. The plan has two broadly stated goals: to "maintain a wild, free-ranging population of bison and address the risk of brucellosis transmission." The plan, however, contains no clearly defined, measurable objectives as to how these goals will be achieved, and the partner agencies have no common view of the objectives. As a result, the agencies have no way to determine the effectiveness of the plan or of their management efforts. Also, in developing the plan, the agencies adopted an adaptive management approach that promotes flexible decision making in the face of uncertainties as outcomes from management actions and other events become better understood. But the agencies have not adequately implemented adaptive management, in that they (1) have not established critical linkages among clearly defined objectives (which are absent from the plan), information about the impacts of their management actions obtained through systematic monitoring, and decisions regarding adjustments they make to the plan and their management actions; (2) have continued to act more as individual entities, rather than as a cohesive interagency group; and (3) have not adequately communicated with or involved key stakeholders, such as conservation groups, livestock industry groups, and private landowners. Consequently, their decision making more often resembles trial and error than adaptive management and also lacks accountability and transparency.

Book excerpt: Brucellosis is a nationally and internationally regulated disease of livestock with significant consequences for animal health, public health, and international trade. In cattle, the primary cause of brucellosis is Brucella abortus, a zoonotic bacterial pathogen that also affects wildlife, including bison and elk. As a result of the Brucellosis Eradication Program that began in 1934, most of the country is now free of bovine brucellosis. The Greater Yellowstone Area (GYA), where brucellosis is endemic in bison and elk, is the last known B. abortus reservoir in the United States. The GYA is home to more than 5,500 bison that are the genetic descendants of the original free-ranging bison herds that survived in the early 1900s, and home to more than 125,000 elk whose habitats are managed through interagency efforts, including the National Elk Refuge and 22 supplemental winter feedgrounds maintained in Wyoming. In 1998 the National Research Council (NRC) issued a report, Brucellosis in the Greater Yellowstone Area, that reviewed the scientific knowledge regarding B. abortus transmission among wildlifeâ€"particularly bison and elkâ€"and cattle in the GYA. Since the release of the 1998 report, brucellosis has re-emerged in domestic cattle and bison herds in that area. Given the scientific and technological advances in two decades since that first report, Revisiting Brucellosis in the Greater Yellowstone Area explores the factors associated with the increased transmission of brucellosis from wildlife to livestock, the recent apparent expansion of brucellosis in non-feedground elk, and the desire to have science inform the course of any future actions in addressing brucellosis in the GYA.

Book excerpt: The bison (Bison bison) of the Yellowstone ecosystem, USA, exemplify the difficulty of conserving large mammals that migrate across the boundaries of conservation areas. Bison are infected with brucellosis (Brucella abortus) and their seasonal movements can expose livestock to infection. Yellowstone National Park has embarked on a program of adaptive management of bison, which requires a model that assimilates data to support management decisions. We constructed a Bayesian state-space model to reveal the influence of brucellosis on the Yellowstone bison population. A frequency-dependent model of brucellosis transmission was superior to a density-dependent model in predicting out-of-sample observations of horizontal transmission probability. A mixture model including both transmission mechanisms converged on frequency dependence. Conditional on the frequency-dependent model, brucellosis median transmission rate was 1.87 yr-1. The median of the posterior distribution of the basic reproductive ratio (R0) was 1.75. Seroprevalence of adult females varied around 60% over two decades, but only 9.6 of 100 adult females were infectious. Brucellosis depressed recruitment; estimated population growth rate ? averaged 1.07 for an infected population and 1.11 for a healthy population. We used five-year forecasting to evaluate the ability of different actions to meet management goals relative to no action. Annually removing 200 seropositive female bison increased by 30-fold the probability of reducing seroprevalence below 40% and increased by a factor of 120 the probability of achieving a 50% reduction in transmission probability relative to no action. Annually vaccinating 200 seronegative animals increased the likelihood of a 50% reduction in transmission probability by fivefold over no action. However, including uncertainty in the ability to implement management by representing stochastic variation in the number of accessible bison dramatically reduced the probability of achieving goals using interventions relative to no action. Because the width of the posterior predictive distributions of future population states expands rapidly with increases in the forecast horizon, managers must accept high levels of uncertainty. These findings emphasize the necessity of iterative, adaptive management with relatively short-term commitment to action and frequent reevaluation in response to new data and model forecasts. We believe our approach has broad applications.
