Available in PDF, EPUB and Kindle. Book excerpt: This book adopts a qualitative case study approach to provide the readers with a systematic delineation and interpretation of the implications of the university ranking phenomenon for Taiwan’s higher education system. It reviews the literature on different theories concerning the global transformation of higher education and presents basic information on higher education in Taiwan. The author develops a four-dimensional framework for the analysis of the ranking phenomenon in the island-state. First, the technological/ecological dimension aims to look into how the rankings have impacted Taiwan’s higher education based on empirical findings from five Taiwanese public universities. Next, the technological/geographical dimension examines how Taiwan can use rankings to promote its interests in global higher education. The two conceptual dimensions focus on the relationship between the rankings and power in higher education. They show how the phenomenon can be read and explained through theoretical lenses from ecological and geographical perspectives. From an ecological perspective, the empirical evidence suggests that the influence of rankings varies throughout the academic hierarchy in Taiwan. The theoretical analysis then illustrates the relationship between the ranking phenomenon and the power structure in academic hierarchy. Geographically, while the empirical analysis is based on data from Taiwan, the theoretical analysis offers essential insights that help readers to understand the changing global landscape of higher education and its implications in East Asia.

Book excerpt: America's position as the source of much of the world's global innovation has been the foundation of its economic vitality and military power in the post-war. No longer is U.S. pre-eminence assured as a place to turn laboratory discoveries into new commercial products, companies, industries, and high-paying jobs. As the pillars of the U.S. innovation system erode through wavering financial and policy support, the rest of the world is racing to improve its capacity to generate new technologies and products, attract and grow existing industries, and build positions in the high technology industries of tomorrow. Rising to the Challenge: U.S. Innovation Policy for Global Economy emphasizes the importance of sustaining global leadership in the commercialization of innovation which is vital to America's security, its role as a world power, and the welfare of its people. The second decade of the 21st century is witnessing the rise of a global competition that is based on innovative advantage. To this end, both advanced as well as emerging nations are developing and pursuing policies and programs that are in many cases less constrained by ideological limitations on the role of government and the concept of free market economics. The rapid transformation of the global innovation landscape presents tremendous challenges as well as important opportunities for the United States. This report argues that far more vigorous attention be paid to capturing the outputs of innovation - the commercial products, the industries, and particularly high-quality jobs to restore full employment. America's economic and national security future depends on our succeeding in this endeavor.

Book excerpt: Over the past decade there has been a dramatic increase in the quantity and quality of research focused on the processes through which technological capabilities are acquired by countries significantly behind the economic frontier, and the institutions that effectively support the catching up process. This book is a splendid contribution to this literature. The concept of a sectoral innovation system is well suited for framing studies of these kinds of questions, and serves well to unify the many interesting empirical studies in the book. Some of those studies are success stories, others of less successful cases. Readers new to this body of research will find this book a great introduction. All readers will learn a lot from it about what is required for and involved in economic development. Richard R. Nelson, Columbia Earth Institute, US and University of Manchester, UK This book examines in detail the features and dynamics of sectoral systems of innovation and production in developing countries. Processes of rapid growth are usually associated with specific sectors such as automobiles, electronics or software, as well as with the transformation of traditional sectors such as agriculture and food. The book shows, however, that the variations across all these sectors in terms of structure and dynamics is so great that a full understanding of these differences is necessary if innovation is to be encouraged and growth sustained. The expert contributors promote this understanding by drawing upon empirical evidence from a wide range of sectoral systems, from traditional to high technology, and across a number of countries. They explore how these systems change and evolve, highlighting policy lessons to be drawn from the analysis. Case studies include the Brazilian aeronautical, pulp and paper industries, the Korean machine tool sector, motorbike manufacture in Thailand and Vietnam, pharmaceuticals and telecommunication equipment in India, ICT in Taiwan, the biofuels sector in Tanzania, salmon farming in Chile and software in Uruguay. Scholars and researchers in the fields of economics development economics in particular and innovation will find this book to be of great interest. Policymakers and managers focussing on innovation and growth in developing countries will also warmly welcome the book.

Available in PDF, EPUB and Kindle. Book excerpt: What are the challenges that small countries face concerning innovation and what are the effects of globalization on their innovation systems? In this very interesting, rich and timely book, Edquist and Hommen compare ten different small national innovation systems from the Asia Pacific and Northern Europe that are rather advanced in their development. The answers that the authors give are convincing and relate not only to the unique characteristics of each national system that shapes innovative activity, but also to some commonalities that exist across these countries. Franco Malerba, Bocconi University, Italy This major book presents case studies of ten small country national systems of innovation (NSIs) in Europe and Asia, namely, Denmark, Finland, Hong Kong, Ireland, the Netherlands, Norway, Singapore, South Korea, Sweden and Taiwan. These cases have been carefully selected as examples of success within the context of globalization and as new economies where competition is increasingly based on innovation. To facilitate comparative analysis the ten studies follow a common structure, informed by an activities-based approach to describing and analysing NSIs, which addresses the critical issues of globalization and the consequences of innovation for economic performance. The final chapter compares fast growth and slow growth countries, concentrating on issues of innovation policy. The results illustrate the usefulness of an activities-based approach to studying NSIs, point to distinctive national roles within an increasingly differentiated international division of labour and address the key themes of selectivity and coordination in innovation policy. This valuable book presents one of the most significant, comprehensive and comparative country studies of NSIs in the last decade. It will have great import and should be widely read by every serious student and scholar of innovation studies.

Book excerpt: As a result of the world class university rankings, many governments adopt public incentives and sanctions to push universities to excel. Above all, the better faculty research publication in SSCI and SCI journals, the more resources and social prestige universities will obtain. This timely book attempts to relate these dilemmas in Taiwan to many non-English speaking counterparts which also struggle with the worldwide SSCI syndrome. As Taiwan’s higher education system, similar to that of some other countries, has been recently devastated by the SSCI-based quantitative evaluations of academic performance in terms of its adverse impacts on the balances between teaching vs. research; qualitative vs. quantitative evaluations; globally oriented, English vs. locally oriented, non-English publications; and publications in academic journals vs. books, The SSCI Syndrome in Higher Education is a long overdue study that offers a systematic, comprehensive coverage of the above-mentioned SSCI syndrome on the dynamics of Taiwan’s academe. This book definitely helps fill an important gap in the literature on Taiwan’s higher education system. Tsung Chi Professor of Politics, Occidental College, USA Prudence Chou’s book addresses an academy on crisis caused by the ceaseless hype over university rankings. It further confirms that who comes out on top depends on who is doing the ranking. To save the heart and soul out of the Taiwanese academy, this book makes a cogent argument for culturally-responsive research in the social sciences and humanities. Gerard A. Postiglione Professor and Head, Division of Policy, Administration and Social Sciences Director, Wah Ching Center of Research on Education in China, The University of Hong Kong A spectre is haunting almost all universities in the world, including Taiwan — the spectre of “indexization.” Academics, particularly social scientists are panting from the pressure of globally spread neoliberal ideology and market-based principles. Collegiality on campus in the good old days has declined, and managerialism gained power instead. Competitive funding and university rankings are excessively emphasized, and research results are required to be internationalized, i.e., published in English. Although this book is a case study of so-called SSCI syndrome in Taiwan, the problems and challenges as well as prescription contained here are common to all academics, especially those in the non-English speaking countries positioned as “peripheral.” Yutaka Otsuka Professor of Hiroshima University, President of Japan Comparative Education Society The danger with SSCI syndrome is that it encourages social studies in nonwestern societies to dissociate themselves from local contexts, reflecting a particular view of what is claimed to be ‘universal’ that is informed only by the Western (especially English-speaking) world. It raises the question of what counts as ‘scholarship’ and defines what knowledge is and who may claim competence in it. This volume serves us well as a timely reminder of such a great danger. Rui Yang Professor, Faculty of Education, University of Hong Kong
