Congressman Charles Lee, descendant of the historic Lee family of Virginia, and his new wife, Willa Carpenter, well-known romance writer, decide to live on an island in the Chesapeake after purchasing an old home in Tuckerton for their weekend retreat. It is here they begin to learn that what Charles did in the past to help watermen survive on the bay might well be what he is called to do again for the Chesapeakes farmers.
