Available in PDF, EPUB and Kindle. Book excerpt: First Published in 2005. The phrase 'education of minorities' raises a variety of questions. As a World Yearbook theme it demands clarification. We are using the word 'minority' to refer not to relative numbers but to 'the condition of being inferior or subordinate'. This could be taken to include students with a variety of handicaps - physical, intellectual, socioeconomic, cultural; pupils with low literacy or language problems; and victims of race or sex discrimination. However, this book concentrates on the problems of students who are disadvantaged by differences of culture and language, especially ethnic minorities who do not possess the background, attributes and skills of the dominant group and are thus distanced from the sources of power and status in the country they inhabit.

Book excerpt: Digital methodologies, new forms of data visualization and computer-based learning and assessment are creating new challenges as well as opportunities for scholars in educational research. The World Yearbook of Education 2019 explores this highly relevant topic, opening a new discussion about the various conceptual and methodological challenges and opportunities in contemporary educational research. This volume explores contemporary methods of inquiry, with chapters organized around four topics of enduring interest in this field: impacts, patterns, relations and contexts. The World Yearbook of Education 2019 comprises contributions from internationally renowned scholars exploring novel concepts and methodologies in grappling with contemporary empirical phenomena in educational research. Vital questions such as how we understand the technological developments that are creating new possibilities for and demands on education, and how we make sense of complex cases that cut across multiple nations, are discussed. This newest addition to the prestigious World Yearbook of Education series provides a fascinating read for scholars in the fields of education policy and comparative education. It is not only a useful resource for educational researchers and policy makers examining new trends and emerging issues, but would be of interest to graduate students exploring innovative methodologies, particularly in the study of education and education policy.

Available in PDF, EPUB and Kindle. Book excerpt: A timely contribution to the debate on educational governance and equality, the World Yearbook of Education 2020 documents the significant changes that have occurred in the last 20 years reflecting a widespread shift from government to governance. Considering school context as well as specific school responses around the emergence of particular forms of governance, this book presents and contextualises a clear historical account of governance and accountability within schooling. Organised into three sections covering: Changing contexts of school governance; stakeholders and ‘responsibilisation’; and radical governance, carefully chosen contributors provide global insights from around the world. They consider educational outcomes and closing the inequality gap and they document radical forms of governance, at local level, which have sought to create more equitable governance, intelligent accountability and greater involvement of key stakeholders such as students. Providing a series of provocations and reminders of the possibilities that remain open to us, the World Yearbook of Education 2020 will be of interest to academics, professionals and policymakers in education and school governance, and any scholars who engage in historical studies of education and debates about educational governance and equality.

Book excerpt: The persistently increasing scale and complexity of government, of quasi public organizations, and of private organizations pose many problems in the economics of collective choice. Moreover, education as a quasi-public good has drawn ever more heavily on public budgets. Yet economic research into collective behavior with respect to education has been sparse (with the partial exception of recent work on teacher unions). In view of these trends, it was decided that the third conference under the Ford-sponsored UK. jUS. Pro gramme in the Economics of Education should make the high-risk effort of encouraging and bringing together studies relating to collective choice in education, with some emphasis on studies in educational finance. The con ference exploited opportunities for an exchange of ideas between economists in the United Kingdom and in the United States; there were special gains that could come from such an interchange. British and American economists do share a common inheritance that goes back to Benthamite utilitarianism and a common training in neo-classical economic theory even when one or both of these is challenged (which happens, of course, on both sides of the Atlantic). They share also a culture of political democracy despite important dissimilar ities in governmental structures and institutions. These commonalities and contrasts facilitate comparative testing of analyses developed in either setting.

Available in PDF, EPUB and Kindle. Book excerpt: The basic aim of this special issue is to focus on the profound change of tendency in education that is taking place at both the national and interna tional level. At a time when education and lifelong learning are increasingly merging into one process, it is important to examine the ways in which edu cational policies and practices are evolving. Consequently, we invited a variety of contributors, both men and women, coming from different regions and encompassing both research and practice, to identify significant phenomena and trends that are indicative of the ways in which systems of education are responding to new social and cultural demands. We asked our contributors to show how educational reality in different countries is no longer confined within the temporal and spatial limits of institutional education, to indicate how models of educational practice are changing, to examine the extent to which the traditional cycles of human life are shifting their boundaries, and to describe how these changes are mani festing themselves in different national contexts in both South and North. We also asked our authors to pose questions raised by this educational revolution. We have included 17 contributions, some of the authors analysing par ticular national situations, others drawing questions and observations from their own experiences or taking a searching look at education from the perspective of a practical involvement in social iSl>ues or from a background of research into popular arts and traditions.
