Book excerpt: Numbers play a fundamental role in key areas of trade negotiations. They are the alpha and the omega of any tariff-reduction agreement. They provide the starting point for discussion, and after long and often difficult reformulations - as numbers are tabled and pondered - the process finally ends with a deal. Perhaps more than in any previous multilateral round of trade negotiations, "tariffs" and "formulas" are at the core of the Doha negotiations. Up to now, access to these data was cumbersome and limited to a closed circle of trade specialists. The present publication is an important step forward. It provides a comprehensive picture of tariff profiles from around the world in an abridged format. This information is essential for the current round of negotiations in the field of market access. With the joint effort of the WTO, UNCTAD and ITC, the reader will find in a single and comprehensive document the main tariff parameters for each of the 150 WTO members. A special effort was made also to include other countries and customs territories, to include ad valorem equivalents, and to ensure international comparability of the indicators. The description of the tariffs imposed by each economy on its imports is complemented with an analysis of the market access conditions it faces in its major export markets. This new publication, which will be updated on a yearly basis.

Book excerpt: The 2021 edition provides comprehensive information on the tariffs and non-tariff measures imposed by over 170 countries and customs territories. It is a joint publication of the WTO, the International Trade Centre (ITC) and the United Nations Conference on Trade and Development (UNCTAD). Tariff data are presented in comparative tables indicating, among other things, the average "bound" or maximum tariff each economy may apply to its imports and the average tariff it applies in practice. A one-page profile for each economy provides more detailed data, with tariffs broken down by product groups and trading partners. A summary table providing selected indicators on the imports and exports for each country and customs territory is also included. In addition, the publication provides statistics on non-tariff measures, such as safeguards and anti-dumping measures, used by WTO members. The special topic for this edition is market access to medical goods related to COVID-19.

Trade-at-a-Glance tables for the 210 countries in the database facilitate comparisons among countries in key areas. Complementing the rich database are Trade Briefs for 142 developing countries summarizing insights from the data and the main findings of analytical work conducted by the Word Bank, the International Monetary Fund, and the World Trade Organization for individual countries. The companion volume to the 'World Trade Indicators 2008' highlights the main patterns in policy and performance revealed by the database grouping countries by region or income. Available in PDF, EPUB and Kindle. Book excerpt: A detailed examination of WTO agreements regulating trade in goods, discussing legal context, policy background, economic rationale, and case law. The General Agreement on Tariffs and Trade (GATT) has extended its institutional arsenal since the Kennedy round in the early 1960s. The current institutional design is the outcome of the Uruguay round and agreements reached in the ongoing Doha round (begun in 2001). One of the institutional outgrowths of GATT is the World Trade Organization (WT0), created in 1995. In this book, Petros Mavroidis offers a detailed examination of WTO agreements regulating trade in goods, discussing legal context, policy background, economic rationale, and case law. Each chapter examines a given legal norm and its subsequent practice. In particular, he discusses agreements dealing with customs clearance; “contingent protection” instruments, which allow WTO members unilaterally to add to the negotiated amount of protection when a certain contingency (for example, dumping) has occurred; TBT (Technical Barriers to Trade) and SPS (Sanitary and Phyto-sanitary Measures) agreements, both of which deal with such domestic instruments as environmental, health policy, or consumer information; the agreement on Trade Related Investment Measures (TRIM); sector-specific agreements on agriculture and textiles; plurilateral agreements (binding a subset of WTO membership) on government procurement and civil aviation; and transparency in trade relations. This book's companion volume examines the GATT regime for international trade.
