Yet, in Africa, millions of people have never made a telephone call. The technological gulf between developed and developing countries (DCs) is likely to widen further with the rapid expansion of the internet and the speedy transition to digitalisation in the West. The impacts on DCs may include an increase in the so-called brain drain and growing dependence on foreign aid of a different kind – knowledge aid. There are fears that knowledge imperialism is already with us. What is clear is that most of the technological innovations in ICTs are Western-designed and fail to address the needs of the most disadvantaged. The interest of industrialised countries in the use of ICTs in DCs has largely been more concerned with the profitability of their own business enterprises than with any broader goals concerning the development of the host countries. DCs face the challenge of either becoming an integral part of the knowledge-based global economy or the very real danger of finding themselves on the wrong side of the digital divide. Successful management in the new millennium requires developing new methods and approaches to meet the challenges and opportunities of this information revolution while at the same time fostering sustainable development. The Bank s project performance rebounded in 2008, allaying concerns about the weakened performance in 2007. As previous ARDEs have shown, project performance has been improving gradually for 15 years according to the traditional measure percent of projects with satisfactory (versus unsatisfactory) outcomes. But IEG ratings of M and E quality for completed projects indicate considerable room for progress. Information to assess impacts continues to be lacking although preliminary data suggests improvements in baseline data collection. Bank support for the environment has recovered since 2002 due to new sources of concessional finance. The outcomes of environment projects have improved in recent years. A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank s involvement in climate change issues. But M and E remains weak: three-quarters of environment-related projects those managed by sectors other than environment lack reporting of environmental outcomes.

Book excerpt: The World Summit on Sustainable Development (WSSD) in Johannesburg 2002 was the latest conference in an international process to manage environment and development issues that can be traced back to the late 1960s. Three milestones mark this 30-year process of social and political interaction: the United Nations Conference on the Human Environment (UNCHE), held in Stockholm in 1972, the first international meeting at a high political level convened to address environmental issues; the 1992 United Nations Conference on Environment and Development (UNCED), held in Rio de Janeiro; and the WSSD, which attempted to set policy goals and targets for the global environmental and developmental challenges previously identified.But what did the WSSD achieve? Following the summit there have been various opinions of its significance and its outputs, many of them negative. This book argues that there is a need to place the WSSD in its broader context. Understanding the connections between the WSSD and its precedents as well as those between this overall process and individual environmental decision-making processes (such as on climate change), and how they all contribute to the overall global policy process, adds a critical dimension to the analysis of the WSSD outcomes. This book examines the challenges facing the global policy process for sustainable development as it continues beyond Johannesburg into the future. It combines a forward outlook with a historical perspective in tracing the evolution of selected cross-cutting themes on the agenda of the three conferences, the institutions and formal results of the process, and the actors and their patterns of interaction over time.
