Book excerpt: Excerpt from World Politics at the End of the Nineteenth Century: As Influenced by the Oriental Situation It has been the intention of the writer in the present volume to gather into a harmonious picture the multitude of facts and considerations that go to make up international politics at the present time. The treatment is of necessity suggestive rather than exhaustive, but it is believed that, while at present no complete historical judgment as to the great forces at work could be delivered, still the far-reaching importance and dramatic interest of present developments would justify the attempt to obtain a bird's-eye view. These considerations indicate the purpose as well as the necessary limitations of the present work. While the author has, in every case, sifted his evidence and attempted to found his judgments on unimpeachable testimony, the subject is so vast that only the paradoxical specialist in all fields could avoid just criticism. The author has, however, attempted to keep himself entirely free from a priori conceptions and prejudices, and to view the great drama of contemporary life as an unimpassioned beholder who forbears to censure or commend. Analyzing the process through which sectarian conflict was managed on the continent, she identifies the unique evolution of the Irish situation. Whereas European Catholics, such as those in the new Germany, developed an institutional pillar to defend themselves and protect their interests in the modern plural state, Irish Catholics developed a radical nationalist movement in the same period at the end of the 19th century. As elements of the British political system pushed the Irish Catholic mobilization toward more separatist goals and means, they thwarted the process of accommodation seen in other European settings. The shape and dynamics of Catholic mobilization in the last three decades of the 19th century set Catholics and Protestants on a path toward the management of sectarian conflict in Germany and continental Europe and toward the perpetuation of conflict in Ireland. Much like conflict resolution literature, as well as liberal and pluralist theory mischaracterizes the role of exclusive voluntary associations in the amelioration of conflict, Cowell-Meyers asserts that voluntary organizations, if they are encouraged to do so as they were in continental Europe in the late 19th century, can provide the channels through which intense conflicts are managed. Although exclusive mobilizations reinforce social cleavages, careful handling may make them constructive political formations that allow for the channeling of differences. Of particular interest to scholars, students, and other researchers involved with peace and conflict resolution, religion and politics, and the history of modern Ireland and Germany.

Typically considered by IR scholars to be a long century of relative peace after 1815, the contributors offer a reconceptualization of IR in this century, arguing that it is temporally bifurcated, with very different patterns of behavior in the first and second halves. A mid-century discontinuity – a "pivot period" – marks the transition phase in Europe and globally when, in the space of a few years, a shift occurred from a comparatively calm, politically disconnected world under loose British free trade hegemony to one of scrambles for territory and keen interest in imperial possessions and conquest. All the book’s chapters deal with characterizing patterns of relations in the first half of the century or the second, with two addressing the discontinuity in the middle. In the first half aspects of regional orders are described (in Latin America, East Asia and Europe) alongside crucial developmental processes (missionaries and colonial expansion, the agency of regionally localized actors, of leading elites). In the second half, there is again discussion of regional developments (East Asia, Europe), but now under the onslaught and pressures of the latter half of the century, and spotlighting industrialization’s impact and the role of status competition and international law. In presenting this new narrative for the nineteenth century, it becomes clear that an era long considered uninteresting on Eurocentric grounds is in fact crucial and pivotal in global terms. This work will be of particular interest to students and scholars of the history of international relations.

With Power in Concert, Jennifer Mitzen argues that global governance is more than just the cooperation of states under anarchy: it is the formation and maintenance of collective intentions, or joint commitments among states to address problems together. The key mechanism through which these intentions are sustained is face-to-face diplomacy, which keeps states’ obligations to one another salient and helps them solve problems on a day-to-day basis. Mitzen argues that the origins of this practice lie in the Concert of Europe, an informal agreement among five European states in the wake of the Napoleonic wars to reduce the possibility of recurrence, which first institutionalized the practice of jointly managing the balance of power. Through the Concert’s many successes, she shows that the words and actions of state leaders in public forums contributed to collective self-restraint and a commitment to problem solving—and at a time when communication was considerably more difficult than it is today. Despite the Concert’s eventual breakdown, the practice it introduced—of face to face diplomacy as a mode of joint problem solving—survived and is the basis of global governance today.
