It is possible that a more logical method of treatment might demand a detailed consideration of the problem as it has been worked out in each individual state, but this method would have necessitated too much of a deviation from the position taken that the problem is national rather than local, and so this phase of the problem has been emphasised at the possible expense of logical arrangement.
