Book excerpt: Supporters of free trade argue that one of its benefits is to increase wellbeing and enhance respect for workers rights. Nevertheless, this will not happen unless concrete requirements concerning such protection are inserted within the actual agreements. This thesis argues that trade agreements should include labor provisions that provide effective protection for core labor rights and that those rights are enforced by the Parties. In the case of Taiwan, it has signed Free Trade Agreements (FTAs) with Panama, Nicaragua, Guatemala, El Salvador and Honduras; but only in the FTA with Nicaragua, a Labor Chapter (No. 18) has been introduced in the accord. It follows the United States- Dominican Republic- Central America Free Trade Agreement (CAFTA) design, and the signatories agree to enforce their own domestic labor laws and reaffirm their commitment to the internationally recognized labor rights. However, the language of the agreement is merely aspirational, directing Parties to strive to improve their laws, but providing no effective reward or sanction in this reward.

The history of the linkage between the Core Labour Standards (CLS) and international trade dates back roughly 150 years, and has recently become one of the most vexing issues facing policy-makers. At the heart of the debate is the question whether or not trade sanctions should be imposed on countries that do not respect the CLS as embodied in multilateral conventions administered by the International Labour Organization (ILO). Concretely, this would entail inserting a social clause in the World Trade Organization (WTO) rules, and would trigger the imposition of sanctions on those countries that do not adhere to the CLS.

The authors use a general equilibrium macro model to simulate trade reform scenarios and estimate their price effects, while a micro-module maps these price changes into real income changes at the individual household level. A useful insight from this analysis is that even if the final total impact on poverty is not too large, its dispersion across households-due to their heterogeneity of factor endowments, inputs use, commodity production, and consumption preferences-is significant and should be taken into account when designing compensatory policies. Additionally, growth and redistribution decomposition show that, at least in the short to medium run, redistribution can be as important as growth. The main policy message that emerges from the paper is that Nicaragua should consider enlarging its own liberalization to countries other than the United States to boost trade-induced poverty reductions.
