Book excerpt: The last decade of the 20th century was marked by a shift in how welfare-states deal with those at the bottom of the income ladder. This shift involved the introduction/strengthening of work-obligations as a condition for receiving minimum income benefits - which, in some countries, was complemented by efforts to help recipients return to the labour market, namely through the investment in active labour market policies (ALMP). Based on case-studies of developments in the US and eight European nations (UK, Norway, Denmark, Netherlands, Germany, France, Portugal and the Czech Republic), this book argues that this first set of reforms was followed by a second wave of reforms that, whilst deepening the path towards the focus on work, brings important innovations- be it the tools used to help recipients back to the labour markets (ex., financial incentives) and in how activation policies are delivered (ex., integration of benefit and employment services). Looking at the array of developments introduced during this period, we discern two key trends. The first concerns the strengthening of the role of the market in the governance of activation, which is visible in the strengthening of the focus on work, or the marketisation of employment services. The second, concerns a move towards the individualisation of service delivery, visible in the expansion of the use of personal action plans or in efforts to streamline service delivery. Finally, we show that the onset of the sovereign debt crisis in Europe, has triggered a new wave of reforms. Whilst tentative only, our analysis points to a worrying trend of the curtailment or benefits (Portugal) and activation services (Netherlands, Czech Republic) to minimum income recipients and, in parallel, a further deepening of the focus on work-conditionality (UK and Norway).

Proposals to reform incapacity benefit include the introduction of: i) a new benefit called Employment and Support Allowance (ESA), to replace incapacity benefit from 2008, with an enhanced employment support element; ii) revised medical assessments which focus on ability and support needs rather than incapacity, to be completed in 12 weeks in most cases; and iii) mandatory work-focused interviews supported by a mandatory action plan for return to work activity for new and existing claimants. Other proposals include a £360 million roll out of the Pathways to Work scheme across the country by 2008 (currently being piloted in seven areas); piloting a new work-related activity premium for lone parents on income support benefit and increasing the frequency of work-focused interviews; improving support for jobseekers over 50 years and working with employers to extend flexible working arrangements. The deadline for responses to this consultation document is 21 April 2006.

It sets out how the Government plans to take the proposals forward. The Government's vision for the welfare state is one where everyone is required to fulfill their responsibilities to prepare for, look for and take up work, with support provided at all stages, particularly given the recent economic downturn. The Government proposes a simpler benefits system, with the development of a single income-replacement benefit for people of working age: initially those currently on Income Support will move to either the Employment and Support Allowance or Jobseeker's Allowance. Changes to Housing Benefit will also be investigated in 2009. Jobcentre Plus is an effective delivery vehicle and will receive an extra £1.3 billion funding, but it will be supported by more use of private and voluntary services (which already supply 40 per cent of DWP's employment programmes). Devolving power to the local level will increase effectiveness of service delivery. This paper also responds to and supports the Gregg report on personal conditionality ("Realising potential ... ISBN 9780101749923) where everyone on benefits is expected to take active steps towards work. Support for disabled people will be enhanced and become more personalised. Those on incapacity benefits will move to the Employment and Support Allowance. More support for jobseekers will be matched by higher expectations. Currently, there are about three million households, containing 1.7 million children, who still have no-one in work. Evidence suggests that many adults in workless households would like to work, but that they face multiple barriers to work, such as low skills, disability, a lack of affordable and flexible childcare, or caring responsibilities and may have been on benefits for a long time. The NAO report examines the effectiveness of Department for Work and Pensions' employment programmes aimed at workless households in England, focusing on two programmes: the New Deal for Lone Parents and the New Deal for Partners. The report finds that these programmes are making a difference for those who take part, but more needs to be done to reach out to workless households and to increase awareness of the support available and help people to prepare for and find work.

This Committee of Public Accounts report (HCP 301, ISBN 9780215513465) examines the efforts to help people from workless households into work, and sets out a number of conclusions and recommendations, including: the Department of Work and Pensions introduced New Deal programmes to help people into work, the Committee believes that such programmes need more flexibility and earlier intervention with targeted support for those wanting to return to work; that the cost of getting people into work through the Department's employment programmes is higher than subsequent savings generated; that outreach services for workless people does not reflect the fact that 60% of workless households are concentrated in 40 districts across the UK; that recipients of incapacity benefit receive statutory sick pay for 6 months before being offered any support in returning to work, the Committee believes earlier support for people is essential for people claiming statutory sick pay; the Department could not confirm how many of the 2.9 million people who started a New Deal programme were still participating or what proportion of workless households chose not to work rather than being out of work due to personal circumstances and that the Department needs such information to inform future strategies.
