Book excerpt: Understanding the types of food systems interventions that foster women’s empowerment and the types of women that are able to benefit from different interventions is important for development policy. SELEVER was a gender- and nutrition-sensitive poultry production intervention implemented in western Burkina Faso from 2017 to 2020 that aimed to empower women. We evaluated SELEVER using a mixed-methods cluster-randomized controlled trial, which included survey data from 1763 households at baseline and endline and a sub-sample for two interim lean season surveys. We used the multidimensional project-level Women’s Empowerment in Agriculture Index (pro-WEAI), which consists of 12 binary indicators, underlying count versions of 10 of these, an aggregate empowerment score (continuous) and a binary aggregate empowerment indicator, all for women and men. Women’s and men’s scores were compared to assess gender parity. We also assessed impacts on health and nutrition agency using the pro-WEAI health and nutrition module. We estimated program impact using analysis of covariance (ANCOVA) models and examined whether there were differential impacts by flock size or among those who participated in program activities. Program impacts on empowerment and gender parity were null, despite the program’s careful approach to developing a gender-sensitive intervention. Meanwhile, results of the in-depth gender-focused qualitative work conducted near the project mid-point found there was greater awareness in the community of women’s time burden and their economic contributions, but it did not seem that awareness led to increased empowerment of women. We reflect on possible explanations for the null findings. One notable explanation may be the lack of a productive asset transfer, which have previously been shown to be essential, but not sufficient, for the empowerment of women in agricultural development programs. We consider these findings in light of current debates on asset transfers. Unfortunately, null impacts on women’s empowerment are not uncommon, and it is important to learn from such findings to strengthen future program design and delivery.

However, attitudes and norms may shape the ability of women to engage in a broader range of productive activities if those activities are not viewed as traditionally female domains. The attitudes of women themselves and their husbands may be particularly salient: if women do not view livestock production as an appropriate activity to pursue based on their perception of community norms, they may not be responsive to economic incentives designed to encourage their involvement. Similarly, if husbands do not view ownership and control over assets or the sale of agriculture as appropriate roles for their wives, it may be very challenging for women to maintain or increase their role in household agricultural production.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider womens empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, womens empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of womens empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventionscash transfer programs, agricultural interventions, and microfinance programson womens empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on womens empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on womens empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventionsspecifically home gardening and dairy projectsshow mixed impacts on womens empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on womens empowerment, evidence is also mixed, although more recent reviews do not find any impact on womens empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

The extent to which urbanization contributes to improvements in the welfare of households and individuals depends on whether it is accompanied by the creation of remunerative employment opportunities and investments on essential infrastructure and services. Specific to child nutrition, urbanization can improve nutrition through its effects on the immediate and underlying determinants that include dietary and nutrient intake, diseases, household food security, environmental sanitation, and access to health services. The direction and strength of the association between urbanization and child undernutrition is therefore an empirical matter that largely depends on the type of urban settlements. This study examines linkages between urbanization and child undernutrition in Burkina Faso. Nutrition data are obtained from the Burkina Faso Demographic and Health Surveys (DHS) con-ducted in 1998/99, 2003, and 2010. Nutritional outcomes of children 0-59 months old are measured using height-for-age z-score (HAZ), weight-for-height z-score (WHZ), and weight-for-age z-score (WAZ). Instead of relying on a binary urban-rural classification available in the DHS data, we construct two continuous indicators of urbanization based on remotely sensed data ‒ the size of urban area within 10 kilometers radius around the DHS cluster (urban extent) and the distance between the child’s DHS cluster and the boundary of the nearest urban settlement (remoteness).

It summarizes existing knowledge regarding not only impacts but also pathways, mechanisms, and contextual factors that affect where and how agriculture may improve nutrition outcomes. The paper concludes with reflections on implications for agricultural programs, policies, and investments, and highlights future research priorities.

Book excerpt: The SELEVER study is a five-year impact evaluation designed to address key knowledge gaps on the impact of a poultry value chain intervention on the diets, health, and nutritional status of women and children in Burkina Faso. This report qualitatively examines the SELEVER program’s impact on women’s empowerment and intra-household gender dynamics in relation to food production and allocation, as well as control and use over poultry resources in the study areas. Six villages across five provinces were purposively selected for this study. Data were collected using multiple qualitative methods. In each village, we conducted four sex-disaggregated focus group discussions, and semi-structured individual interviews were held with a man and a woman from two different households. Sex-disaggregated seasonal calendars were created for half of the villages. Interviews were also conducted with project service providers in each community, including group leaders (n=13), voluntary vaccinators (n=10), and poultry traders (n=6). A mix of inductive and deductive thematic coding guided the analysis of the data. Men and women participants described an empowered woman in terms of her confidence, how she spent her time, financial capacity, and freedom of movement. SELEVER beneficiaries illuminated how gender norms were shifting related to household activities and women’s empowerment, such that young boys are now washing dishes and women earn additional incomes from raising her own poultry. Yet results suggest that women’s empowerment may threaten men and their masculinity, an important tension of which SELEVER and other projects should be cognizant. Participants perceived that while SELEVER has increased women’s access to the necessary resources and capacity to raise quality poultry, and their incomes, women still lack full latitude to make decisions around when to sell or kill their bird. Instead they must rely on their husbands’ permission. Beneficiaries are more aware of the benefits of consuming poultry products, yet barriers persist for actual consumption. This report further details the intersectional nature of these findings, which will be important to consider. The differences in women’s role in monogamous versus polygynous households is especially important to consider in interpreting the program impacts and further strengthening the program delivery activities. The SELEVER program has improved outcomes for women across the village sites in terms of empowerment, awareness raising, and behavior change. Yet barriers and challenges, often rooted in social norms, persist for women’s involvement in poultry production, their empowerment, and the potential for the SELEVER program to improve diets of household members.

The intervention is evaluated in a sample of 1,080 households surveyed following two years of program implementation. Households exposed to the intervention significantly increase their use of poultry inputs (veterinary services, enhanced feeds, and deworming), and report more poultry sold and higher revenue; however, there is no evidence of an increase in profits. This evidence is consistent with the hypothesis that the return to inputs in the poultry market may not be sufficient to counterbalance the market costs of these inputs.

This report uses data from 36 countries in three developing regions to establish empirically that women's status, defined as women's power relative to men's, is an important determinant of children's nutritional status. It finds that the pathways through which status influences child nutrition and the strength of that influence differ considerably from one region to another. Where women's status is low, this research proves unequivocally that policies to eradicate gender discrimination not only benefit women but also their children.

Book excerpt: Weather shocks and other shocks affecting the economy of farm households often trigger a cascade of coping mechanisms, from reducing food consumption to selling assets, with potentially lasting consequences on child development. In polygynous households (in which a man is married to several women), the factors that may aggravate or mitigate the impacts of such adverse events are still poorly understood. In particular, little is known about the complex mechanisms through which women’s empowerment may affect the allocation of household resources in the presence of more than one female decision-maker. Where polygyny is associated with discriminatory social norms, co-wives may have limited bargaining power, which may translate into poorer outcomes for their children. While competition between co-wives may generate inefficiencies in the allocation of household resources, cooperation in the domains of agricultural production or domestic labor may lead to economies of scale and facilitate informal risk sharing. The rank of each co-wife may also have a strong influence on the welfare of her own children, relative to other children. Using the Feed the Future Ghana Population Survey data, I investigate the relationship between polygyny and children’s nutrition, and how it may be mediated through women’s bargaining power. Using the age of each co-wife as a proxy for rank, I also study how the senior-wife status of a mother may influence her children’s nutrition outcomes.

Policymakers have often looked to the experience of civil society organizations in designing and implementing such programs, particularly in different social and cultural contexts. For the past 20 years, Helen Keller International (HKI) has implemented homestead food production programs in Asia and recently has started to adapt and implement these programs in Africa south of the Sahara. The goal of these programs is to improve the nutritional status of infants and young children through a number of production and nutrition interventions. These interventions are targeted to mothers under the presumption that increasing women's access to and control over productive assets and enhancing women's human capital to improve production and health and nutrition care practices will translate into improved nutritional status for their children. However, there is very little evidence documenting the ways in which HKI's homestead food production programs influence women's access to and control over productive assets and enhance women's human capital in ways that may improve nutritional outcomes. This paper uses a mixed-methods approach to analyze the impact of HKI's Enhanced-Homestead Food Production pilot program in Burkina Faso on women's and men's assets and on norms regarding ownership, use, and control of those assets. Even though men continue to own and control most land and specific assets in the study area, women's control over and ownership of assets has started to change, both in terms of quantifiable changes as well as changes in people's perceptions and opinions about who can own and control certain assets. The paper also discusses the implications of such changes for program sustainability.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
