The Oromia National Regional State Rural Land Administration and Use Proclamation and its implementation procedure are examined from a gender perspective in terms of ensuring rural women’s landholding rights. This study forwards the recommendation to address gender gaps identified to ensure women’s equal access to and control over land in the study area. The study is organized into four Chapters. The first chapter deals with research methodologies, statement of the problem, objective of the study, significance of the study, Limitation of the study, scope of the study and the literature review. The second chapter discusses the general background information regarding women's land use rights more broadly. The third chapter focuses on the challenges hindering women not to practice their land-use rights properly in both Amigna and the Robe districts of East Arsi zone. Finally, Conclusions, Recommendations, and References were are drwan in a last chapter.

It is based on the results of an expert group meeting held in June 2012 in Geneva, Switzerland, where critical issues facing women today in relation to the enjoyment of their land rights were raised. Land itself can be understood to include farmland, wetland, pasture, rangeland, fishery, forest, as well as harvesting and hunting territories. Throughout this publication the phrase womens rights to land must be understood holistically and in a manner which is grounded in the international human rights framework, and in the context of intersecting forms of discrimination. While this publication focuses on womens rights to land, it is also recognized that land is inextricably linked to womens access to, use of and control over other productive resources, such as property, fisheries, livestock and game. Therefore, the publication also uses the phrase womens rights to land and other productive resources to reflect this broader context.

Book excerpt: This book explores the customary, social, economic political and rights issues surrounding access, ownership and control over land from a gender perspective. It combines theory and practice from researchers, lawyers and judges, each with track records of working on women and rights concerns. The nexus between the reluctance to recognize and materialize womens right to land, and the increasing feminization of poverty is undeniable. The problem assumes special acuity in an essentially agrarian context like Cameroon, where the problem is not so much the law as its manner of application. That this book delves into investigating the principal sources and reasons for this prevalent injustice is particularly welcome. As some of the analyses reveal, denying women their right to land acquisition or inheritance is sometimes contrary to established judicial precedents and even in total dissonance with the countrys constitution. Traditional and cultural shibboleths associated with land acquisition and ownership that tend to stymie womens development and fulfilment, must be quickly shirked, for such retrograde excuses can no longer find comfort in the law, morality nor in modern traditional thinking. The trend, albeit timid, of appointing women to Land Consultative Boards and even as traditional authorities, can only be salutary. These are some positive practical steps that can translate the notion of equal rights into equal power over land for both sexes; otherwise equality in this context will remain an unattractive slogan.

The objective of this paper is to review the current status of rural women, to access and control over different resources in Ethiopia and to identify different constraints that hinder women's access to and control over resources in Ethiopia. Among rural resources land is the one which is carefully reviewed because it the base of all activities for rural women. From historical views of the Ethiopian feudal era, women had no access to land in their own right. During Derg region women also did not benefit on equal terms with men. The main challenge for an effective implementation of women's right to rural land in the Ethiopia is largely attributable to the negative attitudes and harmful practices which deny a woman's right to own, administer property and control the rural land. Even though the new Government of Ethiopia facilitate conditions to the speeding of equality between men and women in owning and controlling on land resources, in many parts of the Ethiopia the implementation of the laws is low. In order to solve this problem land certification is reducing gender gaps in productivity in rural Ethiopia and formalizing land rights in most of the rural areas which has been advanced as a way of ensuring land owners. Non farming activity like micro-finance and credit has yielded positive impacts on women's economic empowerment by increasing their income. In this Wereda there are 12000 residences from this 5539 are female but in terms of participation in politics they are only 350.Six focused group discussion was held each group contains five female generally 30 participant and 8 interviewee was held with the residence and heads of women children and youth office. Data collection was analyzed using themes and explanations while comparing and contrasting the findings with the literature review part of the study.

Furthermore it wants to generate baseline information on production and marketing systems of the selected study area in particular by concentrating on parameters like production, marketing, institutional and organizational support and challenges and opportunities. Currently, Ethiopia contributes 3.6 percent of the total value and 3 percent of the total quantity of coffee traded to the global market, which leads the country to be the 10th largest exporter of coffee in the world and the first exporter in Africa. 40% of the total coffee production of Ethiopia is exported, which earns 33% of the overall value of agricultural goods exported and 24% of the whole export value of the country. Over one-third of the population living in the rural areas and over 15 million populations sustain their livelihoods and participated in coffee production. There are around one million coffee growers in the country. Coffee has been an important commodity which has got greater attention by the government of Ethiopia. It is the first cash crop that the Ethiopia Commodity Exchange (ECX) started trading operations in April 2008 in order to advance coffee markets in the country. High costs and high risks of transaction were the features of agricultural markets in Ethiopia before 2008, with only one third of the production reaching the market. Besides, smallholder farmers have little information about the market which limits them to sell their final products at the nearby market, deal with good prices as well as minimizing their market risk. Coffee market incompetence chiefly affect the income of coffee farmers and discourage them in the process

I believe there are different levels to slang. I also believe that slang itself can be identified as a second language, depending on who speaks it and where it is spoken. All my life I have spoken slang. I grew up around people who also spoke slang rather frequently. I guess one could argue slang has been a part of my very fabric since I was able to speak and remember. Growing up I did not understand that I was speaking slang. I had never given any serious thought to the way I spoke or the people around me. I never had to. I did not realize I spoke differently or "wrong" until I was measured up against someone else's speaking, primarily white people. When I was a child I could remember being corrected by my teachers, all of whom spoke slang, but they had the ability to code switch when it was necessary, an ability I had not yet possessed. It would often make me feel less confident when I was corrected by my teachers for speaking incorrectly, considering the fact that it was done so frequently. I could never understand why I had to adjust my speaking if my teachers understood me perfectly fine. I remember feeling a strong sense of discomfort when I spoke slang among people who did not speak slang. Trying to adjust was like learning another language and very troubling for me. It often made me question, "What is slang?", "Why can’t I just speak the way I am comfortable?" and "Why is slang so bad if I’m perfectly understood?" All of these questions lead to my exploration of slang and compelled me to do extensive research on the subject matter. I want to understand, "why is slang considered bad in certain settings if the communication is effective?" Slang has evolved tremendously over the years. There is not any objective defining of slang. Researchers have speculated how useful and useless slang is or has been over the years. It cannot be said that slang was ever meaningless it has been based on random choice or personal whim, rather than any reason or system.

Book excerpt: This research assesses woreda capacity in Gindeberet and Abuna Gindeberet Woreda of West Shoa Zone Oromia National Regional State since the implementation of District Level Decentralization Program. To this end, the study assesses the human resource, financial, managerial, facility capacity as well as the extent to which enabling work environment and community participation is available. The findings indicate that the capacity building program which was launched to address the problem of rural woredas has not brought about significant changes though there are some improvements in terms of community participation, service delivery and responsiveness to customers. However, constraints of resources and its utilization, lack of conducive work condition, lack of strong political leadership and commitment, and lack of governance system are identified as factors responsible for the ineffectiveness of the program. It is therefore recommended that for the capacity building effort to be materialized, there is a need for resources and proper utilization, strong political leadership and commitment, enabling work environment and an improved governance system.
