We also show how these tensions and doubts often prompt attempts at closure in the form of defensive maneuvers, like Eurocentric conceptions of development that justify Western dominance and the condemnation of scholarship that exposes relations of domination and subordination as violating the precepts of unit-level positive science. But recognizing these maneuvers as defensive reactions may help us grasp the moments of greater openness within liberalism that connect to traditions that think against and beyond its central tenets.

Book excerpt: In Beyond Nihilism, Michael Polanyi argued that a merely "negative" liberty of doing as one pleases so long as one does not impinge upon the equal liberty of others - must and has led to destructive nihilism and a fierce reaction to collectivism. R.T. Allen takes up this argument in Beyond Liberalism, and shows how Polanyi's political philosophy evolved into a more "positive" and distinctly conservative concept of liberty, converging upon the archetypal conservatism of Edmund Burke. Allen examines Polanyi's and F.A. Hayek's thinking with respect to the nature, value, and foundations of liberty.Negative and positive liberties are two sides of one liberty, and Allen believes negative conceptions of liberty are as dangerous as positive ones. He distinguishes among general and abstract definitions of liberty and shows how all, including that of Hayek, ultimately dissolve. According to Allen, only tacit conceptions of liberty, such as those of Burke and Polanyi, prove viable. This is because they rest on concrete tradition. Allen examines how the skeptical, rationalist, and utilitarian philosophies of Ludwig von Mises and Sir Karl Popper fail to support the value of liberty and even proved to be destructive of it. Allen argues that society cannot rely upon the classically liberal notion of contract but rather upon prescriptive and inherited obligations. In turn, this means that citizens have positive, as well as negative, duties to each other and the body politic of which they are part and upon whose support liberty depends.A free society is held together by emotional bonds and the traditions and rituals that sustain them. A free society also presupposes that the individual has inherent value in and for himself. For R.T. Allen, only Christianity, and certainly no modern philosophy, has a conception of the unique individual and his irreplaceable value and of a political order that transcends itself into the moral order. Even Polanyi's liberty is ultimately insufficient, for it gives no inherent value to the person himself but instead to the ideals which he serves. Beyond Liberalism challenges deeply ingrained notions of liberty and its meaning in modern society. It is a call for traditions of self-restraint and justice for their own sakes. This noteworthy volume is an essential addition to the libraries of political scientists, philosophers, and theologians alike.

We invoke the word frequently, yet the freedom of countless Americans is compromised by social inequalities that systematically undercut what they are able to do and to become. If we are to remedy these failures of freedom, we must move beyond the common assumption, prevalent in political theory and American public life, that individual agency is best conceived as a kind of personal sovereignty, or as self-determination or control over one’s actions. In Freedom Beyond Sovereignty, Sharon R. Krause shows that individual agency is best conceived as a non-sovereign experience because our ability to act and affect the world depends on how other people interpret and respond to what we do. The intersubjective character of agency makes it vulnerable to the effects of social inequality, but it is never in a strict sense socially determined. The agency of the oppressed sometimes surprises us with its vitality. Only by understanding the deep dynamics of agency as simultaneously non-sovereign and robust can we remediate the failed freedom of those on the losing end of persistent inequalities and grasp the scope of our own responsibility for social change. Freedom Beyond Sovereignty brings the experiences of the oppressed to the center of political theory and the study of freedom. More recent theorists, however, recognize that capitalism, left to itself, would be characterized by mass social ills and argue that state intervention is necessary to guarantee individual freedom. This book is a Marxist critique of liberalism. Prabhat Patnaik demonstrates that liberalism and Marxism provide vastly differing accounts of individual freedom and the forces that restrict it. In the Marxist view, people, contrary to appearances, lack real agency under capitalism. Competition coerces individuals to act according to the impersonal logic of capitalism, making them mere instruments of the system. In this way, capitalism creates universal alienation, and true individual freedom is possible only through overcoming it. Patnaik argues that socialism can secure individual agency in both economic and political spheres, though actually existing socialism has failed in this respect. He also considers what a socialist society should look like: not a planned economy but a highly decentralized system in which citizens are directly involved in taking decisions affecting their lives and enjoy fundamental economic rights as well as political ones. Readable yet rigorous, Beyond Liberalism brings together political philosophy and political economy to offer a renewed vision of socialism.

Beyond Liberalism argues that there is a flaw in liberalism: the doctrine of individualism. Specifically, the defect consists in two distinct ideas: "atomism" and "subjectivism." These ideas underpin the "principle of freedom," which is our default method for making personal choices and resolving interpersonal disagreements but contains no standard for determining what might be worth doing, and hence no criteria for assigning relative priority to values in conflict. Objective ethical judgments can be achieved, however, if we understand that, insofar as they support the fulfillment of empirically identified human needs, statements about good and bad are propositions of a factual nature. A conception of the good for human beings is implicit in the fulfillment of those needs. To articulate that conception, we need a constructive, productive public practice of ethical dialogue and deliberation. To build such a practice will require what amounts to a life of "ethical heroism." This book seeks to encourage that sort of life.

Book excerpt: Though the fall of the Soviet Union opened the way for states in central and eastern Europe to join the world of market-oriented Western democracies, the expected transitions have not been as easy, common, or smooth as sometimes perceived. Rachel A. Epstein investigates how liberal ideas and practices are embedded in transitioning societies and finds that success or failure depends largely on creating a social context in which incentives held out by international institutions are viewed as symbols of an emerging Western identity in the affected country. Epstein first explains how a liberal worldview and institutions like the European Union, World Bank, the International Monetary Fund, and the North Atlantic Treaty Organization go hand-in-hand and why Western nations assume that a broad and incremental program of incentives to join will encourage formerly authoritarian states to reform their political and economic systems. Using Hungary, Poland, Romania, and the Ukraine as case studies, she demonstrates the limits of conditionality in the face of national social perceptions and elucidates the three key points around which a consensus within the state must emerge before international institutions can expect liberalization: domestic officials must be uncertain about how changing policies will affect their interests; the status of international and domestic institutions must not be in jeopardy; and the proposed polices must seem credible. In making her case, Epstein cleverly bridges the gap between the rationalist and constructivist schools of thought. Offering new data on and fresh interpretations of reforming central bank policies, privatizing banks with foreign capital, democratizing civil-military relations, and denationalizing defense policy, In Pursuit of Liberalism extends well beyond the scope of previous book-length studies.
