Available in PDF, EPUB and Kindle. Book excerpt: "Good government" is commonly seen either as a formidable challenge, a distant dream, or an oxymoron, and yet it is the reason why Wisconsin led America toward welfare reform. In this book, Lawrence Mead shows in depth what the Badger State did and--just as important--how it was done. Wisconsin's welfare reform was the most radical in the country, and it began far earlier than that in most other states. It was the achievement of legislators and administrators who were unusually high-minded and effective by national standards. Their decade-long struggle to overhaul welfare is a gripping story that inspires hope for better solutions to poverty nationwide. Mead shows that Wisconsin succeeded--not just because it did the right things, but because its government was unusually masterful. Politicians collaborated across partisan lines, and administrators showed initiative and creativity in revamping welfare. Although Wisconsin erred at some points, it achieved promising policies, which then had good outcomes in terms of higher employment and reduced dependency. Mead also shows that these lessons hold nationally. It is states with strong good-government traditions, such as Wisconsin, that typically have implemented welfare reform best. Thus, solutions to poverty must finally look past policies and programs to the capacities of government itself. Although governmental quality is uneven across the states, it is also improving, and that bodes well for better antipoverty policies in the future.

Available in PDF, EPUB and Kindle. Book excerpt: This book reveals that, far from being the result of a groundswell of support for parental choice in American education, the origins of school vouchers are seated in identity politics, religious schooling, and educational entrepreneurship. Inserting much-needed historical context into the voucher debates, Freedom of Choice: Vouchers in American Education treats school vouchers as a series of social movements set within the context of evolving American conservatism. The study ranges from the use of tuition grants in the 1950s and early 1960s in the interest of fostering segregation to the wider acceptance of vouchers in the 1990s as a means of counteracting real and perceived shortcomings of urban public schools. The rise of school vouchers, author Jim Carl suggests, is best explained as a mechanism championed by four distinct groups—white supremacists in the South, supporters of parochial school in the North, minority advocates of community schools in the nation's big cities, and political conservatives of both major parties. Though freedom was the rallying cry, this book shows that voucher supporters had more specific goals: continued racial segregation of public education, tax support for parochial schools, aid to urban community schools, and opening up the public school sector to educational entrepreneurs.

Available in PDF, EPUB and Kindle. Book excerpt: Once again, America is getting tough on welfare. Democrats and Republicans at both the national and state levels seem to have agreed that paying public funds to the poor--particularly to single mothers and their children--perpetuates dependency and undermines self-sufficiency and the work ethic. In this book Joel Handler, a national expert on welfare, points out the fallacies in the current proposals for welfare reform, arguing that they merely recycle old remedies that have not worked. He analyzes the prejudice that has historically existed against "the undeserving poor" and shows that the stereotype of the inner-city woman of color who has children in order to stay on welfare is untrue. Most welfare mothers are in the labor market, says Handler; however, the work that is available to them is most often low-wage, part-time employment with no benefits. Efforts to move large numbers of welfare recipients to full-time employment are not likely to be successful, especially since most of the welfare programs for single mothers are at the state and local levels, and these governments are reluctant to spend the extra money needed to institute work or other reform programs. Handler suggests that national reform efforts should focus less on welfare and blaming the victim and more on increasing labor markets and reducing poverty through legislation that promotes, for example, the Earned Income Tax Credit and universal health care benefits. Welfare reform, by itself, does nothing to improve the job market, and unless there are more jobs paying more income, we will have done nothing to lessen poverty or reduce welfare.

Book excerpt: In this definitive work, two-time Pulitzer finalist Jason DeParle, author of A Good Provider Is One Who Leaves, cuts between the mean streets of Milwaukee and the corridors of Washington to produce a masterpiece of literary journalism. At the heart of the story are three cousins whose different lives follow similar trajectories. Leaving welfare, Angie puts her heart in her work. Jewell bets on an imprisoned man. Opal guards a tragic secret that threatens her kids and her life. DeParle traces their family history back six generations to slavery and weaves poor people, politicians, reformers, and rogues into a spellbinding epic. With a vivid sense of humanity, DeParle demonstrates that although we live in a country where anyone can make it, generation after generation some families don’t. To read American Dream is to understand why.
