They do not realize how unnatural is the use of printed pages, text-books swarming with unanchored concepts, during most of the first five years of school life. And failing to realize this, they necessarily are blind to the false and vicious habits of observing and thinking bred during this period; the willingness to accept a half-truth as a whole, a hazy thought as equally current with the clear in school exchanges, if couched in the fitting phrase. The inclination to prefer a thought at second hand, if more easily won, is not one of the least of evils engendered early. And what is strictly to the point of this discussion, such a method and the kindred brood, lie coiled as serpents about the roots of physical inac tivity, nerve strain, and brain deterioration. Let us do less wailing over the abounding topics permitted in the school, and attend unremittingly to the harmonious adaptation of each subject of thought to the child's mental possessions and mental aptitude at each period of his evolution, and we need have little fear that a greater growth, a sounder habit of thought, a far more ready adapta tive power to meet the exigencies of business and life-duties, will be the outcome of our school training; while all these gifts of habit, and knowledge, and skill, will be found in a firmer alliance with vigorous bodies to sustain effort and achieve the ends of a noble ambition than ever before. Can we do better than supply that need by the study of geography? It will find a foundation to build upon in the knowl edge the child has already acquired through his perceptions. It is true that the natural sciences will do the same; but they instruct, each in its special line; while geography properly taught, will bestow that general knowledge of which the child is now in need. It will also furnish an indispensable introduction to all study of civilization past or present, and will greatly aid in forming just estimates of social surroundings. There is, then, a point in a child's intellectual development at which the study of geography becomes his best means to a larger mental life; and he has just cause of complaint against his teachers if they, through carelessness or lack of apprehension. Fail to put him in posses sion of its willing benefits. He has a right to every advantage it can confer; and it is their duty to have as clearly defined and correct aims in teaching him geography, as in teaching him writing or arithmetic. An intelligent teacher once said. Give me outline maps and a daily newspaper, and I will teach geography. Whether or not that teacher had arrived at the best method of producing the desired result, he had at least risen to a conception of the importance and' purpose of the study in question. Teachers should bear in mind that geography may be the only study in its line that many of their pupils ever pursue, and it should be their aim to make it yield those pupils as large a heritage of light as possible. To be truly practical an elementary course in geography should keep two ends in view, first, to fit the pupil to read intelligently the current literature of the day; second, to give him a desire for inform ation and a knowledge of the means of getting it, so that he will not stop learning when the farm or the work-shop takes him from the school. The saying is trite, but like most trite sayings, very true, that no school instruction can complete the work of education. That teacher does his work best, who so imbues his pupils with a love of learning, and so trains them in the use of aids to learning. Of what ever sort, that they become, when they leave him, independent and loving searchers after truth. This student disposition can be planted and fostered in the elementary course of training, if the branches read ing and geography be properly taught. And the disposition, once given a vigorous start, will grow by what it feeds upon, until the tutored child developes into the self-instructed man, seeking to under stand life, interested in its varied activities, studying its complex and often opposite relations. It is more economical. I do not pro pose to discuss the right involved in this suggestion, whether for the same work females should receive the same wages as males. As an abstract question I should answer, under the same conditions, yes. But in no case are the conditions the same. The man who has to pay three dollars per week for board, can not afi'ord to work for the same wages as one who pays but half that sum. The necessities of the laborer are an element proper to be considered in determining wages. Now as between the male and the female teach er, the latter can afi'ord to work for less wages than the former. For society imposes upon man certain pecuniary obligations from which woman is free. If a gentleman desires the company of a lady at a ride, a lecture, a concert, or other entertainment, he must pay the ex penses of both. In paying his addresses to a lady, it is customary, I be lieve, for the gentleman to do the journeying to and fro, he must bestow the gifts, and pay the person; and there his outlay has butjnst begun, and that of the lady is ended. If this condition does not establish the rightful moral claim of man to higher wages than woman for the same work, it does what is practically the same thing; it makes it possible for woman to work for less wages than man can, whereby she becomes his competitor under that condition, and she should not complain of a result determined by conditions of peculiar advantage to her sex. In Public vs. Private, Robert N. Gross describes how, more than a century ago, public policies fostered the rise of modern school choice. In the late nineteenth century, American Catholics began constructing rival, urban parochial school systems, an enormous and dramatic undertaking that challenged public school systems' near-monopoly of education. In a nation deeply committed to public education, mass attendance in Catholic schools produced immense conflict. States quickly sought ways to regulate this burgeoning private sector and the competition it produced, even attempting to abolish private education altogether in the 1920s. Ultimately, however, Gross shows how the public policies that resulted produced a stable educational marketplace, where choice flourished. The creation of the educational marketplace that we have inherited today--with systematic alternatives to public schools--was as much a product of public power as of private initiative. Gross also demonstrates that schools have been key sites in the development of the American legal conceptions of "public" and "private". Landmark Supreme Court cases about the state's role in regulating private schools, such as the 1819 Dartmouth v. Woodward decision, helped define and redefine the scope of government power over private enterprise. Judges and public officials gradually blurred the meaning of "public" and "private," contributing to the broader shift in how American governments have used private entities to accomplish public aims. As ever more policies today seek to unleash market forces in education, Americans would do well to learn from the historical relationship between government, markets, and schools.
