Book excerpt: Small business leaders (SBLs) underutilize billions of dollars of US government funding for small business subcontracting. The role of small business in the United States is important to local economies as well as a major contributor to the US economy. Using the resource-based view as the conceptual framework for this study, the purpose of this qualitative multiple case study was to explore the strategies five government support sector SBLs in the mid-Atlantic region used to obtain US government subcontract awards to remain sustainable. The selection criteria for this study consisted of small businesses in the mid-Atlantic region that have obtained subcontracts on prime government contracts. The data-collection process included a review of the small business documents and participants’ responses to semistructured interviews. The data analysis process included case study analysis and cross-case comparisons using methodological triangulation. Based on the data analysis, themes that emerged from the results of this study included education, experience, and networking related to strategy creation and implementation by the SBLs to obtain subcontracts on prime contracts. The findings of this study may contribute to social change by providing SBLs an opportunity to learn strategies to obtain subcontracts, which could increase organizational opportunities, promote job creation, and help to improve local economies through increases in tax revenues that could help the elderly, children, and others within the community.

Book excerpt: The United States government is the world's largest buyer of goods and services anywhere in the world, and the one most accessible to the average small business. In 2010, federal spending included $536.7 billion in contract awards, $557.7 billion in grants, and another $357.5 million in loans and guarantees. Of this, the largest portion of the dollars went to the Department of Defense (DOD) at $367 billion, followed by the Department of Energy (DOE) at $25.7 billion, and then NASA at $16 billion. The government goes to great lengths to encourage small businesses JUST LIKE YOURS to bid on contracts for some of these needs. In fact, Federal agencies are REQUIRED to establish contracting goals, with at least 23 percent of all government buying targeted to small business firms. Selling to the Federal Government can provide significant revenues for your business and provide a cyclic income for multiple years, depending on the contract. Designed for any business eager to expand into the governmental arena, it also covers special small business opportunities for companies in areas with chronically high unemployment and for companies run by minorities, women, veterans, and disabled veterans. Cutting through the red tape, this careful guide also informs the reader as to the legal and financial pitfalls that must be avoided when doing business with the government. Coverage includes: Where do you find government procurement needs? How do you register to qualify for special opportunities given to companies owned by women, minorities, veterans, and other special groups? How do you prepare bids, offers, or proposals? What are the various types of government contracts? When can you negotiate with the government, and what’s the best way to do it? What types of free government grants and loans are available? What regulations govern your hiring regulations, payrolls, contracts, and other dealings with employees? What is the best way to settle disputes? This book covers all of the most up-to-date regulations that affect business owners and entrepreneurs today, and helps them to navigate such issues as foreign trade agreements and the timely submission of bids. It also discusses how owners can team together, proper and improper business practices, and how to handle controversies over who gets a contract and disputes about contracts that have already been awarded. Book excerpt: In the current fiscal environment of reduced federal budgets, the ability for small businesses to grow and win more government work, both as a prime contractor and as a subcontractor, is becoming more and more difficult. Gone are the days when a small business could rely on winning small business set asides or being added to a large company team just because of their socioeconomic status without solid marketing and capture activities. My background is in the federal market space, specifically Intelligence and Department of Defense. Therefore, I will commonly refer to marketing as the business development process or a structured capture process that I feel is needed by any small businesses to win work in the federal market space.
