In these volumes, we try to describe and analyze, in the context of national policy and international rivalries, the evolution of land-based air power since the United States Army in 1907 established an Aeronautical Division responsible to the Chief Signal Officer. This work, in addition to commemorating the Air Force's fiftieth anniversary, also commemorates almost one hundred years of progress in the design and use of aerial weaponry. By placing airmen and their machines in an appropriate context, it provides a clearer understanding of the central role of the Air Force in current American defense policy. Early in the conceptualization of this work, it was decided that a collaborative effort would make the best use of whatever special skills or knowledge each of contributor might possess. The history is divided into two volumes. Volume I, containing the first 12 chapters, begins with balloons and the earliest heavier-than-air machines. It carries the story through World War II to the establishment of the United States Air Force as a service separate from, but equal to, the Army and the Navy. Volume II picks up the narrative at the Korean War, takes it through the War in Southeast Asia, the Gulf War, to the drawdown following the end of the Cold War.

Book excerpt: During the first half of the 1970s, two new fighter aircraft entered operational service in the United States: The Navy's Grumman F-14 Tomcat and the Air Force's McDonnell Douglas F-15 Eagle. These two aircraft were part of the backbone of the tactical air power of the United States; their introduction was accompanied by comprehensive reforms in pilot training as well as new technologies and weapon systems. In addition to the tactical significance of the two aircraft as innovative fighting platforms, however, their development and deployment should be viewed within a broad geopolitical and geostrategic context. Tovy explains how the F-14 Tomcat and the F-15 Eagle were an integral part of the aerial component of the conventional arms race within the Cold War. He argues that the trend of Soviet advanced weapon systems development created a perception of threat to the United States, challenging its conventional military power. Tomcats and Eagles explores how the Vietnam War accelerated the need for advanced fighter-interceptors, and that the lessons learned from aerial combat in Vietnam had a significant impact on the design and operational characteristics of the F-15. The author reveals that after F-14s were sold to Iran and F-15s to Israel in the second half of the 1970s, these jets were integrated into their armed forces, leading to Israel's use of the F-15 during the First Lebanese War. They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. When done well, Air Force FACs are the fulcrum for successful employment of air power in support of ground forces. Unfortunately, FACs in recent times have been shunned by both ground and air forces, their mission complicated by inherent difficulty and danger, as well as by the vicissitudes of defense budgets, technology, leadership, bureaucracy, and doctrine. Eagles Overhead is the first complete historical survey of the US Air Force FAC program from its origins in World War I to the modern battlefield. Matt Dietz examines their role, status, and performance in every US Air Force air campaign from the Marne in 1918, World War II, Korea, Vietnam, Desert Storm, and finally Mosul in 2017. However, in the years following WWI, the U.S. Congress was far more interested in disarmament and isolationist policies than in funding national defense. For the military services this meant lean budgets and skeleton operating forces. Billy Mitchell’s War with the Navy recounts the intense political struggle between the Army and Navy air arms for the limited resources needed to define and establish the role of aviation within their respective services in the period between the two world wars. After Congress rejected the concept of a unified air service in 1920, Mitchell and his supporters turned on the Navy, seeking to substitute the Air Service as the nation's first line of defense. While Mitchell proved that aircraft could sink a battleship with the bombing of the Ostfriesland in 1921, he was unable to convince the General Staff of the Army, the General Board of the Navy, the Secretary of War, the Secretary of the Navy, or Congress of the need for an independent air force. When Mitchell turned to the pen to discredit the Navy, he was convicted by his own words and actions in a court-martial that captivated the nation, and was forced to resign in 1925. Rather than ending the rivalry for air power, Mitchell’s resignation set the stage for the ongoing dispute between the two services in the years immediately before WWII. After Mitchell’s resignation, the rivalry for air power between the two services resurfaced when the Navy's plans to procure torpedo planes for the defense of Pearl Harbor and Coco Solo were brought to the attention of the Army. The book concludes with a description of the events surrounding the Air Corps' abysmal performance at Pearl Harbor and Midway followed by a critical assessment of how the development of aviation was pursued by the Army and the Navy after WWII.
