The tests were made with a 9-percent-thick airfoil having a 30-percent-chord plain flap. A faired beveled shape, 5 percent of the airfoil chord in width and having a thickness of 2.5 percent of the airfoil chord, was found to give approximately 50-percent reduction in the hinge moment caused by a given deflection of the flap and 80-percent reduction in the hinge moment due to the angle of attack of this airfoil for a wide range of angles. A blunter beveled portion of the same thickness gave overbalance and reversal of the floating tendency over a small angular range. Elliptical trailing-edge shapes were also tried but were found to be somewhat less effective than the shapes ending in an acute angle. A semicircular trailing edge produced only a slight change in the hinge moments but caused a drag increment much greater than that of an efficient beveled shape.

Three linkage ratios were tested on the model. The tests indicated that the flap and tab could be linked to give hinge-moment balance with flap deflection and with angle of attack and yet have greater lift effectiveness than a plain flap of similar size with a conventional balancing tab having a chord 20 percent of the flap chord linked to give hinge-moment balance with flap deflection only.

Three sizes of each type of balance were tested with three relative rates of deflection of the two flaps. An NACA 66-009 airfoil having a 0.30-airfoil-chord straight-contour forward flap and a 0.20-airfoil-chord straight-contour rearward flap was used. The test results indicated that a balanced double flap produced the same lift as a single plain flap of the same chord and also produced highly balanced hinge moments. High lifts and low hinge moments were obtained with a double-flap arrangement if either an overhang or an internal balance having a chord 50 percent of the flap chord was incorporated on the forward flap. The overhang-balance flap showed a lower value of the hinge-moment gradient due to flap deflection than the internally balanced flap.

The results of these tests, presented in this paper, indicate that the calculations are in agreement with experiment. The analysis has been extended on the basis of the lifting-line theory to include an approximate method for the design of an internal balance for a control surface of finite span.

The effectiveness of the balancing tab in reducing the flap hinge-moment coefficients was approxi mately the same for both the sealed plain flap and the unsealed 35-percent-f1ap - chord elliptical overhang; also, the variation of lift coefficient with tab deflection was about equal for the plain flap and for the flap with aero dynamic balance. The 2-foot-chord by h-foot-span model was made of lami hated mahogany, except for the front flap which was steel. The airfoil conformed to the naca 66-009 airfoil contour forward of the forward-flap hinge axis and to a straight line contour behind this hinge axis. The model was pro vided with a forward flap and a 0.2oc rearward flap. Figure 1 shows the me.hod used to connect the flaps to each other and to the airfoil. He rearward flan was connected to the forward flap by a mechanism that allowed he rearward flap to deflect one, two, or three times as fast as the forward flan; that is, doz/ddl equals either 1, 2, or 5. Mhe forward flap was orovided with three interchangeable blunt-nose overhang balances and three interchangeable internal balances having chords 25, to, and 50 percent of the forward-flan chord.
