Saskatchewan and Newfoundland and Labrador have both claimed a noticeably larger share of Canada's GDP since 1995 but easily the largest shift of economic output has been to Alberta. This adjustment in the Canadian economy is most easily observed in the large migration between provinces of Canadians seeking employment. Data from Statistics Canada's Labour Force Survey shows that over the period 1995-2014 Alberta has maintained an average annual rate of growth in employment of 2.50 per cent. This is well above the 1.44 percentage rate of employment growth in second-place Ontario and double the average rate of growth in neighbouring British Columbia. This begs the question: What would Canada's unemployment rate be today if Alberta's job creation boom hadn't happened? Since the national jobless rate is a weighted average of the provincial figures, getting an answer is straightforward. Assume Alberta's employment growth was no higher than Ontario's over the same period and the impact on Canada's unemployment rate is startling. By August 2014, Canada's unemployment would have been 9.39 per cent -- 2.23 percentage points higher than the real figure of 7.16 per cent -- and the Alberta economy would have created 411,000 fewer jobs; jobs which typically pay $200 to $300 per week more than jobs in Ontario and Quebec. This gloomy scenario means that Canada's present unemployment rate would be 2.5 percentage points higher than it was in mid-2000, and 411,000 Canadians, along with their dependents, would be clearly much worse off were it not for the boom in Alberta. Obviously this simple experiment can't capture the situation's full economic complexity. Would some of those jobs have cropped up in other provinces? Stubbornly lacklustre growth could very well have forced governments and the Bank of Canada to adopt desperate measures; it could also have damaged postrecession recovery by increasing the federal budget deficit and limiting the Bank's room to manoeuvre. While admittedly simple, this exercise highlights how reliant is Canada's international reputation for economic strength and fiscal parsimony on Alberta's prolonged economic boom.

During the past three years, Canadian unemployment rates have been some three percentage points higher than their U.S. analogues, and this gap shows no sign of diminishing. This paper is an empirical evaluation of a variety of explanations for this new unemployment gap. We first show that the demographic and industrial composition of the two countries is remarkably similar, so that no simple mechanical hypothesis explain the basic puzzle. It is also evident that the increase in Canadian unemployment relative to U.S. unemployment can not be fully attributed to output movements. We find that the gap between actual and predicted Canadian output, based on U.S. output, has fallen dramatically since 1982 while the unemployment gap has widened. We also find that unemployment in Canada was 2 to 3 percentage points higher in 1983 and 1984 than predicted by Canadian output. We have investigated a variety of hypotheses to explain the slow growth of employment in Canada after 1982. These hypotheses attribute the slow growth of employment to rigidities in the labor market that raise employers' costs and restrict the flow of workers between sectors. The evidence does not support the notion that the growth in relative unemployment in Canada is due to differences in the regulation of the labor market in the two countries. Minimum wage laws and unemployment benefits are fairly similar in Canada and the U.S., and neither has changed relative to the other in the last decade. Unionization rates have increased in Canada relative to US. since 1970. Most of this divergence occured before 1980, however, and does not seem to have created an unemployment gap prior to 1980. Finally, the hypothesis that differential real wage rates are a major determinant of relative employment in the U.S. and Canada is soundly rejected by the data. The focus of the analysis is upon the distinction between being unemployed and becoming unemployed, that is, between the stock and the flow of unemployment. The share of a particular group in the stock of unemployed will differ from its share in the flow into unemployment to the extent that the average duration of unemployment for the group differs from the economy-wide average. An analysis of Canadian and U.S. data leads to a series of stylized facts that permit a deeper understanding of unemployment in the two countries and of the differences between them. Significant differences in the average duration of unemployment imply that stock shares are not good indicators of flow shares; changes in the stock share of some groups are due to changes in the flow share, while for others they are due to changes in the length of unemployment spells. Explanations of the Canada-U.S. unemployment rate gap should try to accommodate at least three facts uncovered by the analysis: 1) that employer-initiated permanent separations are the primary means of entry into unemployment in Canada, while labor force entry plays a more important role in the U.S.; 2) unemployment spells are significantly longer in Canada than in the U.S. because of longer spells for most groups regardless of reason for unemployment, not because of a compositional difference in the make up of the unemployed; and 3) that longer spell duration and a higher incidence of unemployment contribute about equally to the trend increase in the Canada-U.S. unemployment differential during the 1980s.
