Book excerpt: Despite the growing global acceptance of an individual’s right to adequate food and nutrition, and the state’s obligation to ensure that all its citizens are free from hunger, 805 million or one in nine people around the world today are still chronically malnourished; the majority live in developing countries. African states have had a particular problem with food insecurity. Food security on the continent has worsened since the 1970s and by the end of the century, the population in Africa is expected to be three times its current level. Hence, food insecurity in Africa will be much more severe than in other parts of the world. Traditionally, there have been three ways in which a country can achieve food security at the national level: domestic production, commercial food imports and food aid. But many developing countries in sub-Saharan Africa heavily rely on food imports to supply the growing demand for food. This study aims to test whether being dependent on imported food constitutes a hindrance to food security and therefore to sustainable development by assessing the agricultural policy of the two countries (Nigeria and Senegal) and analyzing the impact of food import dependency on poverty, which is seen as a measure of sustainable development. After discussing the problem of food security in Africa in detail, I perform several correlation analyses between the level of food imports and the level of poverty. I found that while in Senegal, there was a significant non-lagged relationship, suggesting that food is being imported to address poverty, there were no significant correlations for Nigeria or for a lagged relationship in either country. I therefore conclude that food imports do not cause poverty but that they also do not contribute to alleviating it. Indeed, other factors such as the cost of imported food must be examined to generate a complete picture of the way in which food imports affect development.

Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. This study, therefore, further investigates food insecurity and food imports in some selected African countries. The regression results based on the fixed effects model show that food imports, employment in agriculture, and food production have helped to reduce food insecurity in the five biggest African economies. However, livestock production, crop production, cereal yield as well as agricultural land area have not been able to reduce food insecurity in these countries. Agriculture value added per worker/food insecurity nexus was insignificant. Although, food importation remains a strong option for African countries in reducing their levels of food insecurity, policy measures by each country should be conceptualized based on their food security historical paths, environmental concerns, as well as their political, social and economic health.

Book excerpt: This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.

These men are disconnected from work, personal relationships, family and children, and civic and community life. They may be angry at government, employers, women, and "the system" in general—and millions of them have done time in prison and have cast aside many social norms. Wives or partners reject them; children are estranged from them; and family, friends, and neighbors are embarrassed by them. Book excerpt: Abstract: The purpose of this paper is to update the information on net food importing countries, using different definitions of food, separating countries by their level of income, whether they are in conflict and whether they are significant oil exporters. The study also estimates the changes in net food importing status of these countries over the last two and a half decades, and, most important, the study measures the relative importance of these net food imports in the import basket of the countries. Our results show that while many low-income countries are net food importers, the importance and potential impact of the net food importing status has been highly exaggerated. Many low-income countries that have larger food deficits are either oil exporters or countries in conflict. Food deficits of most low-income countries are not that significant as a percentage of their imports. Our results also show that only 6 low-income countries have food deficits that are more than 10 percent of their imports. Last two decades have seen a significant improvement in the food trade balances of low-income developing countries. SSA low-income countries are an exception to this trend. On the other hand, there are a group of countries which are experiencing civil conflicts which are large importers of food, and these countries can not meet their basic needs. They also need special assistance in the distribution of food within their boundaries. Therefore, one should modify the WTO Ministerial Declaration, and focus on these conflict countries rather than the broad net food importers.
