Book excerpt: Malawi has a long history of public intervention programs in the fertilizer market, going back to 1992. The latest iteration, the Affordable Inputs Program (AIP), was launched in 2020 and is now under considerable strain because of rapidly escalating fertilizer prices. Under the AIP, the Government of Malawi intends to supply around 428,000 tons of fertilizer (half of it NPK, half urea) to small-holder farmers at a subsidized price of MWK 4,995 per 50 kg bag. It was envisaged that the fertilizer would be imported and distributed by private suppliers and two parastatals, the Smallholder Farmers Fertilizer Revolving Fund of Malawi (SFFRFM) and the Agricultural Development and Marketing Corporation (ADMARC). However, the Government found the cost proposed by the private sector through the Fertilizer Association of Malawi (MWK 35,000 per bag) excessive, and is considering sourcing all AIP fertilizer exclusively through SFFRFM and ADMARC. The purpose of this note is to assess the situation and outline the best policy options available to the Government to ensure adequate fertilizer supply in the short time remaining before the onset of the agricultural season in Malawi.

Book excerpt: Despite the rise of targeted input subsidy programs in Africa over the last decade, several questions remain as to whether low and variable soil fertility, frequent drought, and high fertilizer prices render fertilizer unprofitable for large subpopulations of African farmers. To examine these questions, we use large-scale, panel experimental data from maize field trials throughout Malawi to estimate the expected physical returns to fertilizer use conditional on a range of agronomic factors and weather conditions. Using these estimated returns and historical price and weather data, we simulate the expected profitability of fertilizer application over space and time. We find that the fertilizer bundles distributed under Malawis subsidy program are almost always profitable in expectation, although our results may be reasonably interpreted as upper-bound estimates among more skilled farmers given that the experimental subjects were not randomly selected.

Book excerpt: Malawi has been at the center of the debate on agricultural input subsidies in Africa ever since it significantly expanded its fertilizer subsidy program about two decades ago. When it did so, Malawi was a trailblazer, receiving international attention for seemingly leveraging the subsidy program to move the country from a situation characterized by food deficits and widespread hunger to crop production surpluses. In this paper we trace the history of Malawi’s subsidy program over the past 70 years, describing how the country arrived at that watershed moment earlier this century and how the subsidy program has developed since. We show how donor support for the program has wavered and how external pressure to remove the subsidy has repeatedly been unsuccessful. We also demonstrate how over the years the program’s total fiscal burden has fluctuated significantly. However, we find that since the expansion of the subsidy program in 2004, the fiscal costs of the program have shown little correlation with the maize harvest that same agricultural season. We show that the subsidy program has succeeded in raising awareness about the value of the fertilizer for increased crop productivity. However, despite its continued prominence in the country’s agricultural policy, most Malawian smallholder do not manage to grow sufficient maize to feed their households throughout the year, and every year millions depend on food assistance during the worst months of the lean season.

This paper reviews the programme from 2005/06 to 2008/09. Nationwide disbursement of heavily subsidized fertilizers and seed to large numbers of beneficiaries represents a significant logistical achievement and substantially increased national maize production and productivity, contributing to increased food availability, higher real wages,wider economic growth and poverty reduction. However, the latter years of the programme have been accompanied by high international fertilizer prices and costs and high maize prices, the latter undermining the programme's food security, poverty reduction and growth benefits for many poor Malawian farmers relying on purchased maize for substantial amounts of their staple food requirements. Estimated economic returns to the programme have been satisfactory, given other programme benefits not captured in cost-benefit analysis. With substantial reductions in both prices and subsidized volumes of fertilizers in subsequent years, there is considerable scope for building on achievements to raise programme effectiveness, efficiency and benefits. Any application of Malawi's subsidy experience to other countries should take into account the special characteristics of the Malawian maize economy and measures needed to raise programmes' effectiveness and efficiency and their contribution to sustainable development policies.

Book excerpt: Despite consecutive years of good harvest, Malawi has experienced continuous price escalation of staple food commodities unsolved over the time. The real price of maize in Malawi has increased by 141 percent between 1998 and 2008, and has been rising along with the prices of many other commodities over this period. The study therefore investigated the determinants of food inflation rate in Malawi and its effect on the economy. Monthly and annual data were collected from Reserve Bank of Malawi from 1978 to 2008. Data were analyzed by estimating an error correction model. The results show that fertilizer prices, crop diversification index, maize prices, diesel prices, real exchange rates and real interest rates significantly and positively influenced food inflation in Malawi.Besides, exports, imports, real interest rate and real exchange rate significantly influenced real agricultural output (GDP) and national GDP respectively. High food price inflation induced low purchasing power to consumers. The study recommends that a deliberate policy is needed to promote crop diversification. Adoption of flexible exchange rate regime is paramount to unlock forex and fuel crises in Malawi.

Book excerpt: Years of continuous cultivation with little or no use of external inputs to restore soil nutrients has resulted in a situation in which crop production in a number of African countries is now limited by nutrient deficiencies nitrogen, in particular, which is crucial to healthy plant growth. This widespread problem has been described as a nitrogen drought. Attempts to remedy this situation using only organic inputs have largely failed to keep up with the rate of nutrient loss. This policy note uses Malawi as an example of a country facing these conditions and in which the level of household food production is largely determined by the availability of nitrogen in the soil. Years of efforts to ameliorate this situation with organic soil fertility replenishment technologies have elicited little farmer support because of their lack of impact. Elsewhere in the world, these deficiencies in nutrients are made good with inorganic fertilizers, and in Malawi small-scale farmers have seen the benefits of these and are anxious to obtain them. However, with limited opportunities for generating income either on or off the farm, the majority of farmers cannot afford to purchase fertilizer at commercial prices. This policy note describes unsuccessful efforts to address this situation. Finally, a year of severe hunger led the government to initiate a fertilizer subsidy program. Both the successes and challenges of this strategy and its current parlous situation are described. Despite its weaknesses, the subsidy has led to improved food availability for millions of people. Its withdrawal would result in serious hunger and hardship, as crop yields would decline in the face of major nutrient deficiencies. At present, the country faces a clear option between importing and subsidizing inorganic fertilizer or importing and subsidizing higher cost grain.
