Book excerpt: In light of the Arab Spring and after days of public quarreling that highlighted the divisions among NATO’s members on an agreement to give command of the "no-fly" zone in Libya to the Alliance, it is evident that the U.S. is having problems engaging with its European allies and partners. Why is this happening? Breaking away from the conventional way to study transatlantic relations, Serena Simoni uses a Constructivist theoretical lens to argue that the transatlantic partners’ changing identities since the early 1990s have influenced their political interests and, as a consequence, their national security policies. Contemporary divergences are a notable byproduct of these transformations. By focusing on cases of disagreement (i.e., NATO’s enlargement, the International Criminal Court, and Debt Relief for Africa), this book shows how since the 1990s, the US has started to see itself as the actor carrying the international defense burden, while the European Union has developed an image of itself as the actor in charge of humanitarian efforts, which generally entails diplomacy rather than military efforts. Contemporary cases of disagreement as the Arab Spring, Libya, and Foreign Assistance in Africa illustrate how redefined national identities continue to alter the course of transatlantic relations. Understanding Transatlantic Relations provides a more accurate examination of the future of transatlantic relations and offers an understanding of those issues that the United States and Europe would consider important enough to justify their cooperation.

His recent books describe the "new demons" let loose upon the contemporary world by the double-edged achievements of science and industry. But he asserts in this latest book, the critics have gone too far. The West is the victim of a betrayal--that of its own children. Its intellectuals, most notably those of the Left, are necessarily that products of a civilized society. Yet they so loudly reproach this civilization for the atrocities and the destruction of rich local culture which have accompanied its growth that we are deaf to the reasoned voice which proclaims our debts to this Western tradition. When Ellul acknowledges the validity of many of these accusations, in The Betrayal Of The West he points out that they are not peculiar to the West, that they are indeed inherent in the growth of any civilization. And Ellul, as an historian, is a lover of civilization. He especially emphasizes the importance of the legacy of our own civilization. We are indebted to the West for our concepts of freedom, equality, and above all, the idea of the individual. In his words, "The West represents values for which there is no substitute. The West is a past, a difference, a shared history, and a shared human project ... The end of the West today would mean the end of any possible civilization." The Betrayal of the West explores the need for defense as well as critique of our culture. It explains the origins of the contradiction at the heart of Western Civilization and traces the course of this dialectic in three supreme chapters constructed around metaphors which correspond to the promise, the challenge, and, ultimately, the failure of the political left in Western societies.

This anthology of western history articles emphasizes the New Western History that emerged in the 1980s and adds to it a heavy dose of legal history, a field frequently ignored or misunderstood by the New Western historians. From first contact, American Indians knew that Europeans did not understand the gendered nature of America. Confusion regarding the role of women within tribes and bands continued from first contact well into the late nineteenth century. The journal articles that follow give readers a true sense of the gendered West. Racial and ethnic heritage played a role in female experience whether Hispanic, Japanese or Irish. Women's work was part western history, but women did not confine themselves to plow handles or brothels. Women were very much a part of most occupations or in the process of breaking down barriers of access. They worked in the fields for wages as well as for family welfare and prosperity. Women demanded access to the professions whether teaching or law, accounting or medicine. The process of eliminating barriers varied in time and space, but the struggle was constant. Yet the story of women in polygamous Utah or Idaho was different and an integral part of the fabric of western history. Because of their beliefs and practices these women suffered at the hands of the federal government and persevered.
