Book excerpt: The European Union is widely held to suffer from a democratic deficit, and this raises a wider question: can democracy at all be applied to decision-making bodies beyond the nation state? Today, the EU is a highly complex entity undergoing profound changes. This book asks how the type of cooperation that the EU is based on can be explained; what are the integrative forces in the EU and how can integration at a supra-national level come about? The key thinkers represented in this volume stress that in order to understand integration beyond the nation state, we need new explanatory categories associated with deliberation because a supranational entity as the EU posesses far weaker and less well-developed means of coercion - bargaining resources - than do states. The most appropriate term to denote this is the notion of 'deliberative supranationalism'. This pioneering work, headed by major writers such as Habermas, Schlesinger and Bellamy, brings a new perspective to this key issue in contemporary politics and political theory.

Book excerpt: Ailish Johnson examines national welfare state regimes of EU Member States and the features of the European Union and the International Labour Organization that encourage cooperation and assure outcomes of supranational cooperation higher than theories of inter-state bargaining or social dumping would predict. By tracing the development of EU and global social policy from the 1950s to today, she identifies policy leaders, resisters and passive states. She concludes with an analysis of the forms and outputs of supranational social policy and suggests limits of social policy in an enlarged European Union.

Book excerpt: Throughout the second half of the 20th century, fundamental differences in values and policy can be discerned in British-German relations. For historical, political, and economic reasons, the collective memories of both nations have retained very different identities and attitudes towards each other and towards the European continent and European integration. Yet, Britain is one of the most significant European partners for Germany and Germany is of great importance for Britains role in Europe. This book focuses on the influence of European integration on the policies of Britain and Germany towards each other. It considers British-German relations in the context of European integration in their historical dimensions since 1945. Britains ambiguous policy towards the GDR and Mrs Thatchers opposition to German unification are also discussed. In particular, the book focuses on the post-1990 relationship and examines the political, security related, economic and financial as well as the social aspects of the dynamic British-German relations in an ever more interdependent world. The influence of the US and France on both Germany and Britain and their European policies is therefore considered in detail. This book offers interesting and challenging insights into the evolution of British-German relations within the context of European integration in the post-Second World War and post-Unification era. The book argues that throughout the latter half of the twentieth century Britain and Germany can be characterised as uneasy allies. It is only since the late 1990s Britain and Germany appear to have become genuine partners in the context of European integration.

Available in PDF, EPUB and Kindle. Book excerpt: Giulia Parola’s Environmental Democracy at the Global Level: Rights and Duties for a New Citizenship can be seen as a manifesto that is both traditional and revolutionary at the same time. It calls for the construction of a new civilisation centred on the environment, while drawing on the traditional notions of democratic government. It adopts an approach that is focused on the power of individuals rather than governments, as ways to protect and improve the environment. It proposes that environmental rights and ecological duties are self-evident and inalienable, and should be treated as the cornerstones of a new democracy. Parola’s book is a thought provoking and intriguing work that will be of interest to scholars of environmental studies as well as to legal practitioners and non-specialists. Giulia Parola has studied Environmental Law at the University of Torino, at the University of René Descartes in Paris, (where she obtained PhD in Public Law) and at the University of Iceland ( LLM in Natural Resources Law and International Environmental Law). In 2011, she was appointed by the University of Laval (Canada, Quebec) as a researcher and a lecturer in Environmental Law.

This study contributes to the contemporary discussion, which wrestles with questions such as: What have been the visions and objectives for European integration in the last decades? How to describe European Union as a political entity and a legal system? What is the relationship between legal certainty, rule of law, various general principles and human rights?

This book was released on 2008-01-10 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: The May 2007 White Paper "Meeting the energy challenge: a white paper on energy" (Cm. 7124, ISBN 9780101712422) set out the Government's international and domestic strategy to address the two main challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Finally there are three annexes: alternatives to nuclear power; justification and strategic siting assessment processes; regulatory and advisory structure for nuclear power.
