Book excerpt: Throughout the second half of the 20th century, fundamental differences in values and policy can be discerned in British-German relations. For historical, political, and economic reasons, the collective memories of both nations have retained very different identities and attitudes towards each other and towards the European continent and European integration. Yet, Britain is one of the most significant European partners for Germany and Germany is of great importance for Britains role in Europe. This book focuses on the influence of European integration on the policies of Britain and Germany towards each other. It considers British-German relations in the context of European integration in their historical dimensions since 1945. Britains ambiguous policy towards the GDR and Mrs Thatchers opposition to German unification are also discussed. In particular, the book focuses on the post-1990 relationship and examines the political, security related, economic and financial as well as the social aspects of the dynamic British-German relations in an ever more interdependent world. The influence of the US and France on both Germany and Britain and their European policies is therefore considered in detail. This book offers interesting and challenging insights into the evolution of British-German relations within the context of European integration in the post-Second World War and post-Unification era. The book argues that throughout the latter half of the twentieth century Britain and Germany can be characterised as uneasy allies. It is only since the late 1990s Britain and Germany appear to have become genuine partners in the context of European integration.

Book excerpt: At first, it might not seem surprising to have a formal military alliance that has endured more than 4 decades between two communist neighbors, China and North Korea. After all, their armed forces fought shoulder-to-shoulder in the Korean War 50 years ago. However, Beijing's ties to Pyongyang have weakened considerably over time, and China now has much better and stronger relations with the free market democracy of South Korea than it does with the totalitarian, centrally planned economy of North Korea. In many ways Pyongyang has become a Cold War relic, strategic liability, and monumental headache for Beijing. Nevertheless, the China-North Korea alliance remains formally in effect, and Beijing continues to provide vital supplies of food and fuel to the brutal and repressive Pyongyang regime. Since the ongoing nuclear crisis on the Korean Peninsula, which emerged in October 2002, the United States and other countries have pinned high hopes on Chinese efforts to moderate and reason with North Korea. Beijing's initiative to bring Pyongyang to the table in the so-called Six-Party Talks and host them seems to substantiate these hopes. Yet, as the author points out, it would be unrealistic to raise one's expectations over what China might accomplish vis-à-vis North Korea. Beijing plays a useful and important role on the Korean Peninsula, but in the final analysis, the author argues that there are significant limitations on China's influence both in terms of what actions Beijing would be prepared to take and what impact this pressure can have. If this analysis is correct, then North Korea is unlikely to mend its ways anytime soon

Why and how such a reversal of a 150-year nonalignment policy by the United States was brought about, and how the goals of the treaty became a reality, are questions addressed here by a leading scholar of NATO. The importance of restoring Europe to strength and stability in the post-World War II years was as obvious to America as to its allies, but the means of achieving that goal were far from clear. The problem for European statesmen was how to secure much- needed American economic and military aid without sacrificing political independence. For American policymakers, in contrast, a degree of American control was seen as an essential quid pro quo. As Mr. Kaplan shows, the lengthy negotiations of 1947 and 1948 were chiefly concerned with reconciling these opposing views.For the Truman administration, the difficulties of achieving a treaty acceptable to the allies were matched by those of winning its acceptance by Congress and the public. Many Americans saw such an "entangling alliance" as a threat not only to American security but to the viability of the United Nations. Mr. Kaplan demonstrates the tortuous course of the debate on the treaty and the pivotal role of the communist invasion of South Korea in its ultimate approval. Book excerpt: The dynamics of internal changes in China – whether these changes impact its national economy or its political order and distribution of power – have imminent influence on its relations with the rest of the world. The important, and perhaps less treated, question vis-à-vis China’s rise is how and to what extent do internal changes in China affect its external behavior and thus its relations with the current world hegemon, the United States. In addition, this publication asks what the clash of two politically, culturally and economically different internal orders of the US and China will mean for their future interactions in the twenty-first century. The aim of this publication is not to measure and encompass the entirety of the posed question, but rather to provide an incursion into this problem through two specific case studies – one focusing on the interactions of two distinct political cultures and the other on the economic, geopolitical and ideological interplay of the US and China on the African continent. As will be demonstrated, incompatible as the two regimes and their respective foreign policies may seem, they will not necessarily predestine conflicts in mutual relations. As America can well coexist with China even if it does not meet the Western standards of a liberal democracy, so does the competition in Africa between these two major powers not have to amount to a zero-sum game. At the end of the day, both countries might meet halfway in their respective political interactions.
