NarcoDiplomacy departs from traditional responses to this question, which have held that compliance with the American agenda has been beyond the capacity of key countries. By focusing on Germany and Japan, touted as two of the strongest allies of the United States in drug control efforts, H. Richard Friman exposes the flaws in capacity arguments and the policies based on them. Drawing on sources ranging from previously unknown Imperial German archives to interviews with policy makers and law enforcement officials, Friman offers a thorough analysis of bilateral and multilateral relations. He traces their evolution from international opium control efforts of the early 1900s through disputes over cocaine and money laundering during the Reagan and Bush antidrug campaigns. His work reveals that, although the internal logic of the U.S. posture was sound, American policy makers failed to recognize the nature of German and Japanese cooperation and defection, or to identify which aspects of capacity were at issue. The resulting policy, Friman contends, actually undermined German and Japanese compliance with the American agenda. Extending this analysis to Latin America, NarcoDiplomacy explores the ramifications of Friman's findings for the future of U.S. drug control policy.

Globalizing Chinese Migration is the first volume to deal comprehensively with the most recent wave of the migration from the People's Republic of China to Europe and Asia. By analyzing the Chinese state’s role in this migration, the authors dismiss as fiction the theory (sometimes advanced by hostile and racist foreign observers) that Chinese authorities are intent on using mass emigration as an expansionist tool. Book excerpt: Nonviolent state behavior in Japan, this book argues, results from the distinctive breadth with which the Japanese define security policy, making it inseparable from the quest for social stability through economic growth. While much of the literature on contemporary Japan has resisted emphasis on cultural uniqueness, Peter J. Katzenstein seeks to explain particular aspects of Japan's security policy in terms of legal and social norms that are collective, institutionalized, and sometimes the source of intense political conflict and change. Culture, thus specified, is amenable to empirical analysis, suggesting comparisons across policy domains and with other countries. Katzenstein focuses on the traditional core agencies of law enforcement and national defense. The police and the military in postwar Japan are, he finds, reluctant to deploy physical violence to enforce state security. Police agents rarely use repression against domestic opponents of the state, and the Japanese public continues to support, by large majorities, constitutional limits on overseas deployment of the military. Katzenstein traces the relationship between the United States and Japan since 1945 and then compares Japan with postwar Germany. He concludes by suggesting that while we may think of Japan's security policy as highly unusual, it is the definition of security used in the United States that is, in international terms, exceptional.
