Book excerpt: Abstract: The primary causes of food price rises in this decade have been agricultural commodity shortages caused by bad weather and increased food marketing costs, especially labor costs, spurred by inflation. Lack of sufficient data makes it difficult to determine why food prices do not fall when farm prices fall. Government and food industry's roles in the food system could be improved to lower price levels or slow the rate of increase. Recommendations given are based on results of studies which indicate food prices reflect increase food industry cost.s. Government could assist in controlling price increases through 1) modifications of transportation regulations; 2) increased efficiency to reduce marketing costs; 3) increase consumer information and protection. Food industry may decrease cost through 1) computerized checkout system expansion; 2) reducing food loss; and 3) moving toward standardization of primary and secondary containers to package and transport food.

This book was released on 2018-10-19 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: This research paper looks at the crises in international agricultural markets during the last decade and draws out some lessons. Although crop prices continue to be volatile, the bout of high prices/high volatility ended by 2015. The initial rapid rise of prices was not predicted, and surprised both market players and the international community more broadly. Considerable policy attention was focused on the crisis, by the UN broadly, by FAO and its members, by G20 heads, agricultural groups, and national governments. Attention by investors was also significant, as rates of return rose. The links of higher prices to growing population, incomes, energy/biofuels, dietary mix, combined with concerns for future sustainability and climate change, drew substantial concern. The main causes of higher and more volatile prices are now reasonably well understood, particularly the critical role played by adverse domestic policy reaction. However, the impact of higher prices is less well understood. Indicators of food insecurity now appear to show less impact than originally estimated, and supply response bringing prices down appears to have been higher than anticipated. International governance institutions have learned that timely cooperation of data and sharing of policy actions are crucial in times of market shocks. The paper draws from recent data and interviews with various analysts to draw out lessons for understanding markets, the need for timely data and indicators, and the roles for governance institutions.

Book excerpt: The macroeconomic effects of large food price swings can be broad and far-reaching, including the balance of payments of importers and exporters, budgets, inflation, and poverty. For market participants and policymakers, managing low frequency volatility—i.e., the component of volatility that persists for longer than one harvest year—may be more challenging as uncertainty regarding its persistence is likely to be higher. This paper measures the low frequency volatility of food commodity spot prices using the spline- GARCH approach. It finds that low frequency volatility is positively correlated across different commodities, suggesting an important role for common factors. It also identifies a number of determinants of low frequency volatility, two of which—the variation in U.S. inflation and the U.S. dollar exchange rate—explain a relatively large part of the rise in volatility since the mid-1990s.

Book excerpt: The starting point of Paul Streeten's book is the dilemma, faced by policy makers in many developing countries: should the price of food be high, in order to stimulate production, or low, in order to prevent poor food buyers from starving? The author goes on to discuss the role of prices in the light of these and other objectives. 'It is the work of one of our wisest scholars on what I consider to be the key policy issue for economic development in the 1980s...this provocative essay will be required reading for anyone working on agricultural price policy.' C.Peter Timmer 'It provides solid and practical guidance to scholars and decision-makers. It is lucid, balanced and, above all, useful.' Robert Klitgaard 'Paul Streeten is well known for his gift of explaining the pros and cons of difficult policy issues in a clear, simple and realistic way, appealing to policy-makers, students and the wider development community, as well as to academic colleagues. This gift is fully displayed in his new book, and readers are bound to emerge with a better awareness of the conflicts and policy reforms which are involved.' H.W.Singer
