The role of dual enrollments in easing the transition between high school and postsecondary education was explored through a review of dual enrollment programs across the United States. Particular attention was paid to New York City's College Now program and Wisconsin's Youth Options program. College Now allows seniors from select New York City high schools to take up to six credits of college-level courses per semester at their high school. Whereas College Now focuses on academic subjects and preparing students for college-level work, Youth Options focuses on providing young people with expanded curricular choice, particularly in vocational subjects. Compared with other City University of New York freshman, College Now graduates earned more college credit than and were more likely to graduate from college on time. Youth Options was found to have had a discernible impact in providing a wide array of curricular options to high school students, particularly in rural schools. It was concluded that both delivery models have the potential to improve preparation for college. (Contains 37 references.).

The Concurrent Courses initiative comprised eight programs involving 10 colleges and 21 high schools across California. Among participating students, 60 percent were students of color and 40 percent came from non-English speaking homes. Extensive evaluation shows that program participants, compared with other students in their districts, were: (1) More likely to graduate from high school; (2) More likely to transition to a four-year college rather than a two-year college; (3) Less likely to take basic skills courses in college; (4) More likely to persist in postsecondary education; and (5) Accumulating more college credits. Policymakers and community leaders can build on the lessons learned from the Concurrent Courses initiative and further reduce the barriers to program development and student participation. More and more states are adopting policies designed to create a wider array of opportunities--for a broader range of students--to get a head start on college. These opportunities range from "college-like" Advanced Placement courses that traditionally have been used to accelerate the progress of high-achieving 11th and 12th graders; to programs that allow students to take actual college courses, for credit, while still enrolled in high school; to innovative new options for a broader range of students--from tech-prep programs to distance learning to early and middle college high schools. Dual enrollment exists in some form or other, in nearly every state--18 states mandate that dual enrollment opportunities be provided to students. But eligibility and tuition requirements, funding streams and program features vary widely from state to state. Courses may or may not be designed specifically for high school students; they may be offered at the high school or at the college; they may be taught by regular college faculty or by specifically certified high school teachers. Some programs offer college credit immediately upon completion of the course, while others offer the credit only when the student enrolls in postsecondary education. This issue of "The Progress of Education Reform" summarizes the findings of three reports: (1) A review of existing research on the effectiveness of dual enrollment programs in increasing college access and success for a broad range of students; (2) An in-depth look at state dual enrollment policies, and how they affect the quality and availability of programs; and (3) An analysis of differing views within the higher education community on the role and value of college-level learning in high school--Advanced Placement courses and school- and college-based dual enrollment programs. Book excerpt: The purpose of the study was to analyze the perceptions of the high school graduates and college professors on the effectiveness of the dual-enrollment program. A single school district within Chester County, Pennsylvania, was selected for this case study. Through surveys and semi-structured interviews, this researcher asked participants their perceptions of the benefits associated with participation in a dual-enrollment program. Archival data and interviews were used to triangulate the rich and descriptive data obtained. Of the 31 participants, twenty-four were high school graduates who participated in a dual-enrollment program included in this study, while seven were college professors who offered instruction at one of the colleges included in this study. Participant perceptions of the perceived benefits of the dual-enrollment program often intertwined, so that there were shared themes across all three research questions. The study was designed to uncover student perceptions regarding: (a) participant level of satisfaction associated with dual-enrollment programs, (b) high school performance, (c) transition from high school to post-secondary schooling, (d) comparable treatment of high school and traditional college students in dual-enrollment courses, (e) level of preparedness for college courses, and, (f) post-secondary performance. Each of these six topics is embedded within the three research questions. Overall, dual-enrollment participants indicated that their experience was a positive one. Participants used various phrases to describe the perceived benefits of participating in the dual-enrollment program. The emerging themes which were reflected in these responses were (a) overall preparedness, (b) the ease of transition as a result of participating in a dual-enrollment program, (c) an increased awareness for personal responsibility and time management, (d) a recognition of the value of accumulating college credit while still in high school, (e) the financial benefits of taking college classes while still in high school, and (f) a recognition that expectations of high school teachers were often less stringent than expectations of college professors. The rich and descriptive responses of the participants as related to the benefits of participating in a dual-enrollment program reinforced the research cited in the review of literature which promoted further study of dual-enrollment programs and overall educational reform initiatives at the secondary level.

Book excerpt: In 2008, The James Irvine Foundation launched the Concurrent Courses initiative to make dual enrollment programs--which allow high school students to take college courses and earn college credit--available to low-income youth who struggle academically or who are from populations historically underrepresented in higher education. This work advances its Youth program goal of increasing the number of low-income youth in California who complete high school on time and attain a postsecondary credential by age 25. When the initiative began, evidence already pointed to the benefits of dual enrollment for the high-achieving students normally exposed to these programs. In recent years, educators and policymakers have become increasingly interested in the potential of dual enrollment to improve educational outcomes for a broader range of students. At the same time, there is growing evidence that giving the programs a career focus adds relevance and interest and can re-engage students who may not envision themselves on a path to college and career. This aspect of the initiative reflects the core components of Linked Learning, Irvine's approach to comprehensive high school reform. In a time when the need for higher levels of education is rising, the Foundation is pleased to report good news: Evaluation of the Concurrent Courses initiative reveals that the participating students--those facing serious barriers to education and advancement--had better high school and college outcomes than comparison students. This report documents findings that initiative participants were more likely when compared to similar students who did not participate to graduate from high school, enroll in a four-year college and persist in postsecondary education. They also accrued more college credits than comparison students and were less likely to enroll in basic skills courses in college. The report also offers lessons learned through the initiative, including recommendations for effective dual enrollment practice and for public policies that would expand adoption of this beneficial approach to educational achievement. Book excerpt: Research shows that students who participate in dual enrollment are more likely than their peers to finish high school, enter college and complete a degree. This means dual enrollment can greatly benefit students in rural areas, which report lower college-going and postsecondary attainment rates than other locales. However, rural areas face unique challenges in providing high-quality dual enrollment programs: (1) Securing qualified instructors, either high school teachers who have the qualifications to lead college-level courses or postsecondary instructors; (2) Covering program costs, as many rural districts face declines in enrollment and the funding that follows students in many states; and (3) Addressing program logistics, including the challenges of offering a course to a small number of students and offering career/technical education coursework when high schools may not have the latest technical equipment but the nearest community college is a long drive away. This report will discuss how states are rising to these challenges, including these examples: (1) A public-private partnership in Ohio includes funding to help eight colleges and universities create and administer an 18-month master's degree with a teacher-friendly schedule; (2) Texas authorizes workforce investment funds to support dual enrollment programs targeted to address the needs of high-demand fields; and (3) Ten states authorize a course to be offered at a location other than a high school or college, easing travel burdens. This includes Illinois and Wyoming. A final section will address the opportunities posed by delivering dual enrollment through tribal colleges. State policies are often silent on the inclusion of tribal colleges in dual enrollment programs. However, one state, New Mexico, created a tribal college dual credit program fund to address this issue.
