Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2000: The book analyses the development of arctic environmental cooperation since the late 1980s until the establishment of the Arctic Council in 1996. The study is based on the discourse analysis of statement, documents and interviews by the different actors in the cooperation. In this book, the problem of the environment is seen as a problem of order: it is a problem of ordering relations among related actors, of ordering priorities of action and of ordering relations between different institutional arrangements locally, regionally and internally. Three discourses were found in the cooperation: discourses of sovereignty, knowledge and development. In the discourse of sovereignty, the development of relations between state and indigenous peoples in terms of international environmental cooperation is central. In the discourse of knowledge, the different forms of knowledge and the role of different producers of knowledge in cooperation has been discussed. The discourse of development focuses on the idea of sustainable development and its applications in defining the future of the Circumpolar North and the activities of the Arctic Council. The arctic cooperation can be understood as a regional effort to make an order of sustainability into practice.

Available in PDF, EPUB and Kindle. Book excerpt: For many years, concerns have been expressed about environmental issues in the Arctic. While the Arctic region, unlike Antarctica, has been inhabited for thousands of years, it is under unique threat because of its vulnerability toward resource exploitation and the deposition of various airborne pollutants. With its varied populations, and with eight Nations asserting territorial interests, the Arctic needs a careful approach to its protection and development. This report describes the current Arctic environmental legal regime. It also discusses the possibility of negotiating a sustainability treaty for the Arctic with high standards of environmental protection similar to those in the 1991 Protocol on Environmental Protection to the Antarctic Treaty. It is hoped that this review of the legal and policy contrasts between the Arctic and Antarctic can help in the consideration of future directions for the Arctic legal regime.

Available in PDF, EPUB and Kindle. Book excerpt: This accessible and engagingly written book describes how national and international scientific monitoring programmes brought to light our present understanding of Arctic environmental change, and how these research results were successfully used to achieve international legal actions to lessen some of the environmental impacts. David P. Stone was intimately involved in many of these scientific and political activities. He tells a powerful story, using the metaphor of the 'Arctic Messenger' - an imaginary being warning us all of the folly of ignoring Arctic environmental change. This book will be of great interest to anyone concerned about the fate of the Arctic, including lifelong learners interested in the Arctic and the natural environment generally; students studying environmental science and policy; researchers of circumpolar studies, indigenous peoples, national and international environmental management, and environmental law; and policymakers and industry professionals looking to protect (or exploit) Arctic resources.

Available in PDF, EPUB and Kindle. Book excerpt: This seminal book results from a NATO Advanced Research Workshop at the University of Cambridge with Russian co-directorship, enabling the first formal dialogue between NATO and Russia about security issues in the Arctic Ocean. Involving interdisciplinary participation with experts from 17 nations, including all of the Arctic states, this workshop itself reflects progress in Arctic cooperation and collaboration. Interests now are awakening globally to take advantage of extensive energy, shipping, fishing and tourism opportunities in the Arctic Ocean as it is being transformed from a permanent sea-ice cap to a seasonally ice-free sea. This environmental state-change is introducing inherent risks of political, economic and cultural instabilities that are centralized among the Arctic states and indigenous peoples with repercussions globally. Responding with urgency, environmental security is presented as an "integrated approach for assessing and responding to the risks as well as the opportunities generated by an environmental state-change." In this book – diverse perspectives on environmental security in the Arctic Ocean are shared in chapters from high-level diplomats, parliamentarians and government officials of Arctic and non-Arctic states; leaders of Arctic indigenous peoples organizations; international law advisors from Arctic states as well as the United Nations; directors of inter-governmental organizations and non-governmental organizations; managers of multi-national corporations; political scientists, historians and economists; along with Earth system scientists and oceanographers. Building on the “common arctic issues” of “sustainable development and environmental protection” established by the Arctic Council – environmental security offers an holistic approach to assess opportunities and risks as well as develop infrastructure responses with law of the sea as the key “international legal framework” to “promote the peaceful uses” of the Arctic Ocean. With vision for future generations, environmental security is a path to balance national interests and common interests in the Arctic Ocean for the lasting benefit of all.

Available in PDF, EPUB and Kindle. Book excerpt: Oran R. Young is a key participant in recent debates among international relations scholars about the dynamics of rule-making and rule-following in international society. In this book, he weaves together theoretical issues relating to the formation of international regimes and substantive issues relating to the emergence of the Arctic as a distinct region in world affairs. Young divides the overall process of regime formation into three stages—agenda formation, negotiation, and operationalization—and argues that each stage has its own particular political dynamics. Efforts to explain or predict developments in specific issue areas, he suggests, require careful attention to each stage in the process. Empirically, Young examines in detail the events leading to the formation of the Arctic Environmental Protection Strategy and the Barents Euro-Arctic Region. Although these cases exhibit the defining characteristics of all international regimes, they broaden our understanding of institutional arrangements that are largely programmatic, rather than regulatory, in nature and that are based on soft-law agreements.

Book excerpt: Protecting the Arctic explores some of the ways in which indigenous peoples have taken political action regarding Arctic environmental and sustainable development issues, and investigates the involvement of indigenous peoples in international environmental policy- making. Nuttall illustrates how indigenous peoples make claims that their own forms of resource management not only have relevance in an Arctic regional context, but provide models for the inclusion of indigenous values and environmental knowledge in the design, negotiation and implementation of global environmental policy.
