The signs demonstrating the spread of economic globalization are more and more with each day and they could be noticed on wider and wider areas on the planet. Global trade has proliferated, driven by individuals, huge multinational companies and countries. But so has done also the flow of capital and humans across the world, both in search of attractive places. The ever more complex system of international relations in each sphere is more and more controlled by international organizations, encompassing most of the countries in the world. Among these, the leading role has the World Bank, the World Trade Organization and the International Monetary Fund. But in these international bodies the leading role is played by trade groupings such as the EU or super-powers such as the USA. The least developed countries are isolated and suppressed by these super-blocs or powers. Another major actor in the globalization process the multinational company has spurred the anger of ordinary people with its blunt behavior and no respect for the environment. For these reasons has emerged the antiglobalization movement, which is growing more and more. The process of globalization has brought wealth to some and even deeper poverty to others, showing that it could offer many dangers but also many opportunities for the economic development of the countries. One of these opportunities is the offshore outsourcing. It could be defined as the process of entrusting a partner in a foreign with a complex long-term mission, defined in terms of results. Outsourcing in the manufacturing sector is nothing new and it has existed ever since the appearance of the first big companies in the beginning of the 20th century. But in the last decade or so offshore outsourcing operations in the services sector have started to proliferate more and more, boosted by the emergence of the Internet, the modern means of communication and computer technology. Financial markets – that means mainly capital markets – and labor markets are affected in OECD countries both by innovations and institutional reforms. As regards demographics ageing is a typical challenge on both sides of the Atlantic, and pension reforms in industrialized countries have placed greater emphasis on capital markets than in previous decades. Innovation dynamics certainly are also quite important for all high wage OECD countries. The Lisbon Agenda has put particular emphasis on more growth, higher innovation dynamics and better exploitation of the advantages of a digitally networked society. Traditionally, the US has a lead in global innovations, and the US policy certainly has contributed to the American technological leadership. There still is a per capita income gap in favor of the US and the US labor market situation also looks relatively favorable, but in the ?ve years since 2001 employment growth in the euro area was higher than that of the US. The euro area is, however, a rather heterogeneous set of countries which differ in terms of institutions, attitudes and reform progress – and everywhere governments are aware that there have to be reforms, not least in the context of globalization which bring a more complex and dynamic spatial structure of value-added.

The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.
