More than 60,000 individuals age 16 or older participated in a nationally survey. Detailed findings on face-to-face contacts with police include the reason for and outcome of the contact, resident opinion on police behavior during the contact, and whether police used or threatened to use force during the contact. The document contains demographic characteristics of residents involved in traffic stops and use-of-force incidents and provides comparative analysis with prior survey findings. Overall, the study found that about 9 out of 10 people who had contact with police in 2005 felt that the police acted properly. Tables.

Book excerpt: This volume provides fresh insights and management understanding of the changing role of policing against the backdrop of massive cuts in public expenditure experienced and the changing landscape of policing. The challenges of funding, training, online-crimes and cultural transformation are now felt globally. The need to learn and adapt from suitable models of police service delivery have never been greater. The book offers critical insights into the theory and practice of strategic and operational management of police services and the related professional and policy aspects. One of the highlight of this volume is to bring together scholarship using experts- academics, practitioners and professionals in the field, to each of the chosen topics. The chapters are based in the practical experiences of the authors and are written in a way that is accessible and suitable for a range of audiences. We are confident that this book will cater to a wider audience to inform policy and practice, both in the UK and internationally. Sir Peter Fahy QPM, Chief Constable, Greater Manchester Police Policing across the world is facing an increasing complexity of demand and public expectation creating new challenges for leadership and management. The contributors to this work are among the leading thinkers in policing and present important new insights into both the past and the way forward. It will be welcomed by all those convinced that radical new approaches are required across the public services. Bill Skelly, Deputy Chief Constable, Devon and Cornwall Police, UK At times it feels that the focus on leadership in the police service is all about what went wrong; the negative influences of a tightly-knit culture; and the almost inevitable rise of the technocrat. It is refreshing to read a book that seeks new insights into the positive influences of police leadership and offers the prospect of a more emotionally aware and spiritually rich approach as to how those insights may be practically employed for the benefit of all in the police family and the communities we serve.

Book excerpt: The massive uprising following the police killing of George Floyd in the summer of 2020--by some estimates the largest protests in US history--thrust the argument to defund the police to the forefront of international politics. It also made The End of Policing a bestseller and Alex Vitale, its author, a leading figure in the urgent public discussion over police and racial justice. As the writer Rachel Kushner put it in an article called "Things I Can't Live Without", this book explains that "unfortunately, no increased diversity on police forces, nor body cameras, nor better training, has made any seeming difference" in reducing police killings and abuse. "We need to restructure our society and put resources into communities themselves, an argument Alex Vitale makes very persuasively." The problem, Vitale demonstrates, is policing itself-the dramatic expansion of the police role over the last forty years. Drawing on first-hand research from across the globe, The End of Policing describes how the implementation of alternatives to policing, like drug legalization, regulation, and harm reduction instead of the policing of drugs, has led to reductions in crime, spending, and injustice. This edition includes a new introduction that takes stock of the renewed movement to challenge police impunity and shows how we move forward, evaluating protest, policy, and the political situation.

Book excerpt: This volume is a collection of interviews with policing leaders that explores their understanding of policing developments and current challenges in their own countries and internationally, and examines how they evaluate or interpret these developments. The book is based on the premise that police officials have a wealth of experience that can make significant contributions to our understanding of the prospects and problems of policing today. In this book, ten police leaders from the continents of North America, Asia, Australasia, Africa, and Europe offer their combined experiences in policing. The interviews, conducted by experienced policing academics, capture how these officers personally, as well as through their organizations, have confronted many waves of change – political, social, and institutional. Interviews examine each professional's assessment of their career path; changes experienced during their career; their personal policing philosophy; problems and successes experienced in leadership; their views on the contribution of theory to practice; their experience of transnational relations; their understanding of nature of democratic policing; and their assessment of how policing will change in the future. As police and policing across the world face a turning point, this book offers ideas and best practices from the front lines on ways to respond with vigor, creativity, and sensitivity to the challenges of repositioning police in the twenty-first century.

Book excerpt: Opening with a powerful letter to former Tacoma police chief David Brame, who shot his estranged wife before turning the gun on himself, Norm Stamper introduces us to the violent, secret world of domestic abuse that cops must not only navigate, but which some also perpetrate. Former chief of the Seattle police force, Stamper goes on to expose a troubling culture of racism, sexism, and homophobia that is still pervasive within the twenty-first-century force; then he explores how such prejudices can be addressed. He reveals the dangers and temptations that cops face, describing in gripping detail the split-second life-and-death decisions. Stamper draws on lessons learned to make powerful arguments for drug decriminalization, abolition of the death penalty, and radically revised approaches to prostitution and gun control. He offers penetrating insights into the "blue wall of silence," police undercover work, and what it means to kill a man. And, Stamper gives his personal account of the World Trade organization debacle of 1999, when protests he was in charge of controlling turned violent in the streets of Seattle. Breaking Rank reveals Norm Stamper as a brave man, a pioneering public servant whose extraordinary life has been dedicated to the service of his community.

Book excerpt: The Home Affairs Committee says that, faced with the prospect of funding cuts, the police service will have to fundamentally re-think the way in which it provides back-office functions in order to support the front-line. It says across the board the service needs more support from Government to allow the service to find new ways of maximising service levels and efficiency, such as involving the private sector, or exploring force mergers. Although figures show overall rises in both the number of police officers and the number of police staff employed across the service over the past five years this varied significantly across forces with 13 forces reporting a reduction over the same period. On the basis of provisional financial information from the Government, some forces are planning to cut officer numbers in the next financial year. The position after 2011 is unclear as the Government has given no indication of funding settlements after that, but all forces believe they will have to make significant spending cuts. The Committee believes it may be time to review the entire means by which money is allocated to forces, as the distribution of the police national grant is seen as a barrier to maximising resources. It has become clear to the Committee that voluntary mergers can enable forces to make substantial savings. And in the right circumstances, the private sector can provide the police with expertise they may lack, value for money in service delivery and a source of up-front investment.

Book excerpt: This book has been written specifically for the leadership and management needs of the law enforcement professional. Most examples in this book are real-life examples and will relate directly to law enforcement, and therefore should be practical to the law enforcement professional. This book will discuss many principles of leadership. It will provide stories, examples, and experiences that offer lessons and takeaways linked directly to leadership principles. It will also dive into management and law enforcement-specific topics as to how you might drive performance, maintain accountability, or just do a more effective job as a supervisor. The ideas and suggestions made in this book are founded on sound leadership behaviors. The content is practical, and though the foundational leadership principles are nothing new, they are presented differently and specifically to law enforcement. Everything rises and falls on your ability to lead. All the supervisors in your organization may be carrying out the same tasks as expected of your organization's management. However, whether they are successful or whether their work group is effective will depend on the type of leaders they are. This book shows how a person can take action to eliminate or minimize leadership voids to enhance their ability to lead and develop high-performing, successful work groups. The book has a useful appendix, and references have been included for the reader to continue to grow and seek out materials that reinforce the principles presented.

Book excerpt: This is the ninth report of the Home Affairs Committee (HCP 212, session 2008-09, ISBN 9780215539731) and examines Project CONTEST, the Government's counter-terrorism strategy. Project CONTEST was first developed in 2003 as a response to the emerging terrorist threat in the aftermath of the attacks in New York and Washington DC, in September 2001. A revised version of CONTEST was published on 24th March 2009. CONTEST has four strands: Pursue, Prevent, Protect and Prepare, and responsibility for CONTEST lies with the Office for Security and Counter Terrorism (OSCT), part of the Home Office. The Committee commends the dedication and professionalism of the staff and approves of the more open nature in explaining CONTEST to the public. The Committee believes though that the Government could go further by outlining more of the sucesses of the counter-terrorism operations. However, the Transport for London network remains vulnerable to terrorism, as well as the 2012 Olympics, with the Committee seeing a safe and secure Games as a litmus test for the Government's counter-terrorism strategy.
