Book excerpt: The Western Balkan countries have some of the lowest female labor force participation and employment rates across Europe. Almost two-thirds of working age women in the region are either inactive or unemployed: a huge bite into human capital for a region that endures high emigration and faces declining working age population. The paper uses both macro- and micro-level data to explore what explains low participation and employment rates among women in the region. Our findings show that improving educational attainment, having a more balanced family leave policy, and reducing tax wedge help improve participation of women in the labor force. However, these measures are not enough to notably improve employability of women, which require stronger growth supported by robust institutions.

Book excerpt: "The 2012 report recognized that expanding women's agency - their ability to make decisions and take advantage of opportunities is key to improving their lives as well as the world. This report represents a major advance in global knowledge on this critical front. The vast data and thousands of surveys distilled in this report cast important light on the nature of constraints women and girls continue to face globally. This report identifies promising opportunities and entry points for lasting transformation, such as interventions that reach across sectors and include life-skills training, sexual and reproductive health education, conditional cash transfers, and mentoring. It finds that addressing what the World Health Organization has identified as an epidemic of violence against women means sharply scaling up engagement with men and boys. The report also underlines the vital role information and communication technologies can play in amplifying women's voices, expanding their economic and learning opportunities, and broadening their views and aspirations. The World Bank Group's twin goals of ending extreme poverty and boosting shared prosperity demand no less than the full and equal participation of women and men, girls and boys, around the world." -- Publisher's description.

Book excerpt: This atlas provides a macro-regional overview of the areas that surround the European Union, from the Sahara to the Middle East, Western Balkans to European Russia, Turkey to the Arctic. Detailing key socio-economic data as well as developmental trends, the maps provide a comprehensive territorial analysis at a local scale and explore the potential for regional integration and cooperation. These pioneering maps examine challenges that threaten this wide, yet inter-connected, region, including environmental concerns in the North, political unrest in the East, social factors in the Western Balkans, and the upheaval in the Mediterranean since the Arab spring. Coverage investigates such key countries and areas as Libya, Israel, Palestine, Syria, and the Ukraine as well as explores such essential issues as Europe’s energy procurement. In addition, it also presents a comparison with other world regions such as East Asia and North America. In the end, readers discover that territorial integration faces many shortcomings, but that deep regional cooperation would be a key driver for the EU’s sustainable future. This atlas features the main results of the “Integrated Territorial Analysis of the Neighbourhoods” research project undertaken by ESPON (The European Observation Network for Territorial Development and Cohesion). It provides scholars; local authorities and NGOs involved in cross-border cooperation; companies interested in energy, agriculture, water, transportation and communication; and interested readers with key insights into this important region.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper analyzes the long-term growth prospects and the output gap in Montenegro. Historical growth in Montenegro was driven mostly by capital with some contribution from labor, while total factor productivity (TFP) contributed negatively. Going forward, in the baseline growth accounting framework with no reforms, employment will likely have a slightly negative contribution because of demographic dynamics unless both labor force participation and unemployment improve significantly. The highway project will contribute to capital accumulation in the near term, but the contribution from capital accumulation will likely fall despite relatively high investment ratios. Based on historical performance, the contribution from TFP is likely limited and constitutes the main bottleneck for long-term growth prospects in the no-reform baseline.

Book excerpt: Amplified by a volatile security environment, technology and globalization, terrorism and violent extremism have become a genuine threat on a global level, and the ability of terrorist groups to capitalize on local issues such as poverty and inequality have helped to fuel the process of radicalization and recruitment. The region of the Western Balkans is not immune to these trends, and the gender component has been recognized as an important aspect in efforts to counter and prevent such practices. This book presents edited contributions delivered at the NATO Advanced Training Course (ATC) “Gender Mainstreaming in Counter-terrorism Efforts in Western Balkans” held from 16 to 21 May 2021. The event was designed to explore gender perspectives in counter-terrorism efforts in the Western Balkans and in the wider security-sector, and to analyze drivers to radicalization through the lens of gender. This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Topics include the legal and political framework of gender mainstreaming; the role of technology; the drivers, motivations and roles of women in radicalization and extremist groups; counter-terrorism and gender; gender-sensitive approaches to counter terrorism; gendered perspectives from the frontline; the prospects for women’s leadership roles in community-based approaches; and challenges to the implementation of UNSCR 1325 in the Western Balkans. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.

Growth has firmed up in many European economies and the forecast is for more of the same. Real GDP increased by 2.8 percent in 2017, up from 1.8 percent in 2016. The expansion is largely driven by domestic demand, with investment increasingly contributing. Credit growth has finally picked up, which is helping Europe’s banks to rebuild profitability. While leading indicators have recently begun to ease, they remain at high levels. Accordingly, the forecast is for growth to stay strong, reaching 2.6 percent in 2018 and 2.2 percent in 2019. Amid the good times, however, fiscal adjustment and structural reforms efforts are flagging.

Economic activity has been supported by private consumption and exports, while negative effects from prolonged political instability have restrained investment and slowed down corporate credit growth. Inflation has gradually picked up, after staying negative during the past few years. Public debt is projected to rise to 47 percent of GDP in 2017. Currently, the government is in the process of preparing the draft economic program.

Available in PDF, EPUB and Kindle. Book excerpt: Women and Sustainability in Business: A Global Perspective, brings together original research from a dozen countries, concerning the issues and challenges facing women in sustainable business. This is a recurrent topic among researchers, regulators, companies and rating agencies. Governments pay special attention to how women impact the economy when shaping their strategies on economic sustainability. Women’s contribution to business is fundamental to creating a sustainable economy, such that businesses try to strengthen ‘women’s presence’ within their organisations, especially on their boards. Today, sustainable companies cannot survive without strategies involving women. Stakeholders, regulators, NGOs and rating agencies track both women-focused strategies and the corporate sustainability reports of companies. Well-designed strategies for women workers help companies to develop their financial and social sustainability initiatives progressively. This book analyses the practice of women in sustainable business, in terms of company performance, social responsibility, board management, entrepreneurship, employment, education, management, social sustainability, environmental politics and technology, from a wide range of diverse, regional perspectives and highlights the differences between the underdeveloped, developing and developed world.

Available in PDF, EPUB and Kindle. Book excerpt: The world of senior care provision and care work is changing rapidly. Across Europe, brokering agencies for live-in care workers have become powerful players in reshaping welfare systems, transnational care chains and working conditions. This volume draws together the latest research on live-in home care for seniors in Europe, exploring processes of commodification and marketisation, the transnationalisation of care work, the private household as a workplace, and workers’ contestation of the live-in care arrangement. Together, they depict far-reaching challenges in care provision and care work. "A must-read for anyone wishing to understand the changes in the political economy of care in the 21st century. A compelling exploration of the emergence of care brokerage and agency intermediation in Europe with a variety of examples from different countries and care settings." - Professor Sabrina Marchetti, Ca’ Foscari University of Venice "Essential reading. Rich empirical and conceptual work provides an exhaustive account of the commodification, marketisation, transnationalisation and exploitation in the care industry, all in the context of global and local inequalities. This is a group of amazing critical analysts who dare to confront some of the key contradictions of our current painful social transformation in European terrains." - Professor Attila Melegh, Corvinus University Budapest "An encyclopaedic account of the commodification and marketisation of transnationally-brokered senior home care provision across Europe. It pays close attention to the economic and social inequalities, as well as state policies, that underlie this new migration industry, and the collective efforts to contest and improve conditions of work and care. Home Care for Sale documents the geography of care chains within a divided Europe - a geography that both complements and disrupts conventional understandings of international care chains between the Global North and South. A must-read for those interested in senior home care, social reproduction, migration, border studies and the workings and repercussions of neoliberal state policies." - Professor Géraldine Pratt, University of British Columbia

Available in PDF, EPUB and Kindle. Book excerpt: The countries in the Western Balkans have been severely affected by the wars and conflicts that led to the breakup of former Yugoslavia, by political instability and the effort of creating new states, weak economies and high levels of unemployment, poverty and social exclusion, and inequality. As revealed by recent surveys, such as EBRD’s Life in Transition Survey and Eurofound’s European Quality of Life Survey, life satisfaction in the region is far below that elsewhere in Europe. In recent years they had achieved a strong impetus of economic growth with falling rates of unemployment and increasing optimism for the future. However, the COVID-19 pandemic of 2020 has brought about a sudden reversal of these trends and a renewed deterioration in the economic outlook, and an increase in social hardships that heralds a repeat of past failures in economic inclusion policies. This book identifies the key challenges in the areas of economic inclusion, focusing on the themes of labour markets, vocational education and skills, female entrepreneurship and the integration of migrants. It considers the opportunities for solutions to “build back better” once the recovery from the COVID-19 crisis begins, and offers proposals for more acceptable, equitable and effective economic inclusion policies.

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the determinants of female labor force participation in India, against the backdrop of India having one of the lowest participation rates for women among peer countries. Using extensive Indian household survey data, we model the labor force participation choices of women, conditional on demographic characteristics and education, as well as looking at the influence of state-level labor market flexibility and other state policies. Our main finding is that a number of policy initiatives can help boost female economic participation in the states of India, including increased labor market flexibility, investment in infrastructure, and enhanced social spending.
